面向市民的电子政务公共服务评价:以长江三角洲为例   总被引:1,自引:0,他引:1  
市民是电子政务服务的主要对象,如何为市民提供高效、优质、规范、透明和全方位的公共服务,是电子政务的本质和宗旨。本文选择了与民生有关的生育、婚姻、户籍、文化教育、社会保障、公用事业、医疗卫生、交通出行共8项指标,采用电子政务公共服务成熟度方法,对长江三角洲各主要城市面向市民的电子政务公共服务进行了评价。结果表明:目前长江三角洲城市电子政务已处于公共服务型阶段,但公共服务的广度和深度都有待拓展和提高。  相似文献

Industry advocates argue that by tailoring services and commercial solicitations to match media users’ personal interests, data-driven marketing benefits both consumers and businesses. This article shows, however, that advertisers and marketers who are taking up ideas and techniques from behavioral economics tell their clients a very different story about the aims and use of digital marketing and consumer surveillance. Listening in on this discourse demonstrates that some digital marketers conceptualize their own practices as forms of social control, appropriating concepts from behavioral economics to identify consumers’ cognitive and affective biases and target their vulnerabilities. Behavioral economics recognizes that economic decisions are not simply dictated by rational self-interest; rather, such choices depend on cognitive heuristics and habits, and can be manipulated through the design of “choice architecture.” This article discusses implications of the behavioral turn in data-driven marketing for critical advertising scholars, public advocates, and regulators.  相似文献

In order to bolster the emerging but still underdeveloped conceptualization of public communication over potential policies, we apply a framework primarily used in business service marketing to improve service quality (“gap analysis”). We argue that this model has strong heuristic qualities that can alert practitioners who are interested in improving communication regarding potential policies. While we recognize problems implementing the model, we suggest some ways that both practitioners and the public ameliorate the identified issues. Seeing communication about potential policies as a crucial part of the political process, we argue that such efforts have democratic merit.  相似文献

Objective:Paired with the high cost of providing access to electronic resources in medical libraries, the inefficient use of these resources highlights the need for more efforts to promote these resources than ever before. In this study, electronic resource marketing methods were prioritized and the best strategies were determined using the analytical hierarchy process (AHP).Methods:Using an analytical survey of officials of medical libraries, the most common methods for marketing electronic resources in libraries were determined and divided into categories of strategies. Five important criteria for marketing strategies were also selected. Using the analytical hierarchy process, pairwise comparisons were performed between the alternatives (i.e., strategies), which were evaluated against the selected criteria. Data analysis was performed using Expert Choice 11 software.Results:A total of 44 electronic resource marketing methods were identified and categorized into 4 strategies. On average, 43.9% of these methods were used by the surveyed libraries. The analytical hierarchy process showed that simplicity was the most important criterion and that communication networks were the best electronic resource marketing strategy. Home/off-campus access, group training, library search stations, and marketing by individual librarians were the most preferred methods of marketing electronic resources.Conclusion:With the availability of a variety of different methods for marketing electronic resources, medical libraries must select strategies based on important criteria depending on the characteristics of the library, librarians, and users. Thus, the analytical hierarchy process can be an effective and practical solution to decision-making by mathematically prioritizing the selection of the best strategies from a set of alternatives based on differentially weighted criteria.  相似文献

Electronic journals are so embedded into practice in academic libraries that it is easy to forget that this is not the case everywhere. In NHS libraries, for example, the staff face a particular set of issues. This article is based on Rebecca England's dissertation on this topic, completed as part of the MSc Econ course in Information and Library studies at Aberystwyth University. Rebecca is E‐resources Librarian at the Maidstone and Tunbridge Wells NHS Trust. Over the last decade many governments across the world have intensified their efforts to improve efficiency of public services through Information and Communication Technology (ICT)-enabled transformation of Local Government Authorities (LGAs). Many of these efforts involve implementing new Information Systems and Technology (IS/IT) and integrating various disparate legacy systems to deliver improved services. While there is a surfeit of literature that have outlined the various organizational and technical challenges posed by Technology Integration Solutions (TIS), few studies have examined the role of stakeholders and surrounding challenges when implementing TIS in LGAs. The TIS adoption process involves several stakeholders, each with specific domain knowledge and expertise that are crucial to the success of TIS projects. In this paper, the authors use the concept of stakeholder theory to analyze the role of stakeholders during the TIS adoption process with regards to their perceptions on the factors influencing TIS adoption in LGAs and their involvement on the adoption lifecycle phases. A qualitative multiple case study approach is adopted to empirically highlight the different categories of stakeholders involved in the TIS adoption process, the dynamic nature and importance of their role, and why their domain knowledge and expertise are vital for TIS projects.  相似文献

Using e-stamping service in Hong Kong as a case study, this paper examines the impact of leadership and stakeholders on the success or failure of e-government service in Hong Kong. Multiple methods are used for data collection: documents and archival record research, direct observation, and interviews. Contemporary information seekers can acquire health information from an unprecedented variety of sources. The reported study applied and extended channel complementarity theory to explain the use of multiple information sources in the health-information-seeking process. Channel complementarity was extended to consider four characteristics (i.e., access to medical expertise, tailorability, anonymity, and convenience) of health-information sources. The information-seeking behavior of 3,392 respondents from the 2007–2008 Health Information National Trends Survey was analyzed to test study hypotheses. Results indicate that, sources were used complementarily based on tailorability and anonymity during health-information sources. Additionally, the likelihood of using complementary sources based on all four characteristics changed during the search process.  相似文献

This research examines the influence of message recipients' emotional responses to televised PSAs on their attitudes toward the advocated issues. Integrating the affect-as-information paradigm and Epstein's cognitive-experiential self-theory, this research hypothesizes that message-induced emotions will have a greater influence on persuasion for individuals who have a strong faith in intuition than for those who have a weak faith in intuition. Overall, the main hypothesis was partially supported. There is some indication that faith in intuition moderates the influence of message-induced emotions on persuasion such that people with a stronger faith in intuition tend to rely more on experienced emotions when making judgments. The moderating effects of faith in intuition, however, appear to be confined to specific PSAs and discrete emotions.  相似文献

This article presents a secondary analysis of two multi-national cross-sectional surveys conducted in 2015 (11 countries, N?=?10,570) and 2017 (4 countries, N?=?2165) to examine the relationship between populist attitudes and media use. The results indicate that populist citizens are more likely to consume news than non-populist citizens. Specifically, populist citizens exhibit a preference for commercial television (TV) news, as well as a tendency to read tabloid newspapers. While they use fewer quality newspapers, public TV news are not systematically avoided. Regarding the online news environment, populist citizens prefer Facebook over Twitter as a source of political information. This selective pattern will be discussed in light of the debates on news audience polarization and political polarization.  相似文献
