This paper has as its focus an analysis of the question and problem of classroom teacher effectiveness research and inquiry. It presents an examination of what counts as valid and worthwhile research in classroom teacher effectiveness studies for the development of education policy within an Australian context, the State of Victoria. The Government’s Blueprint, the major education policy document of the Victorian State Labour Government, outlines its educational approach. Important and core features of government direction for education policy include a focus on social and economic disadvantage. A priority for the Victorian State Labour Government is tangible and measurable improvement in the performance of the public education system. A particular concern is the problem of academic underperformance within public schools, particularly those designated as low-performing and situated in socially and economically disadvantaged communities. Building the capacity of the State’s teacher workforce forms a key component of the Blueprint, and State Government direction in public education. The paper utilises a qualitative theoretical framework. Eight education policy actor/participants were interviewed and their responses analysed using a critical discourse approach. The main findings indicate that education policy actors advocate a strong belief in particular forms of evidence-based research for the development of education policy in the area of classroom teacher effectiveness.  相似文献

University education is believed to be one of the most controversial public policies in Hong Kong. Numerous changes have also occurred in the university education sector since the 1990s when the rapid expansion of university places was put into force. The most notable changes may include the institutionalization of quality assurance mechanisms, the reform of university governance and staff remuneration systems, the adoption of role differentiation among the universities, the potential emergence of private universities and community colleges, and the trend of internationalizing university education. This article identifies major issues of university education policy and examines those factors that are affecting the development of university education, in Hong Kong.  相似文献

The points of departure, objectives and methods of higher education planning are subsumed within the total context of the social, scientific, technical and cultural development of a country and dependent upon that country's social order. In the socialist countries, all deliberations on educational planning involve the all-round development of the socialist personality. Economic goals and factors also play an important role, but they must be seen as a means to the end of a superordinate goal. In the German Democratic Republic educational planning has to guarantee the realisation of several constitutional mandates: admission to universities and colleges in accordance with the principle of achievement, with the requirements of society, and with reference to the social composition of the people and equality of the sexes; the right to work and the social security of the graduates. In terms of the number of students admitted to and graduating from higher education, the GDR has arrived at a high level. 美国形形色色的高等教育协会(社团)是影响其高等教育发展的重要中介组织,具有不可替代的重要作用。目前,美国的各种高等教育协会已形成了以“六大组织”为核心,以众多专业协会或地方协会为代表的多势力博弈格局,它们促进了政府管理的间接化和市场运行的规范化,在美国高等教育政策形成中发挥了重要作用。但是,基于自身利益的局限性,它们也存在一定程度的保守偏见,其“多数人暴力”问题也不可忽视。  相似文献

The use of semantography, or Bliss Symbols, is considered as an alternative communication mode for children whose handicap is such that standard strategies of communication are not possible. Although there has been some evidence in the literature of empirical research conducted on alternative modes of communication in general, there is, specifically, scant evidence about semantography. What has been documented, however, shows promise but longitudinal studies need to be undertaken and collaborative research established so that the feasibility of semantography, as an alternative communicative system, is clearly differentiated.  相似文献
