Perception of party polarization has a positive impact on political participation. While past research suggests that such impact depends upon people’s information use, empirical evidence is lacking. We used a mediated moderation model to test the multiplicative effect between polarization perception and media use on political participation. The data for analysis came from a survey of 625 representative Hong Kong residents in 2015. Findings show that the impact of perceived party polarization on political participation is contingent upon one’s news attentiveness, and that internal political efficacy serves as a mediator that partially explains the interaction effect. Narrowed gaps in political knowledge, efficacy, and participation were observed between light and heavy news users as perceived party polarization rises. The implications of the findings with respect to political participation, role of news media use, and the formation of efficacy beliefs in the context of party polarization are discussed.  相似文献

This study examines news reports of the US September 11 incidents in the Chinese and Taiwanese press. In the Chinese press, the party newspaper (People's Daily) and the new mass‐appeal tabloid (Nanfang Daily) were studied. In the Taiwanese press, the traditional top circulation newspaper (United Daily) and the emerging pro‐Taiwan independent newspaper (Liberty Times) were chosen. Based upon a content analysis of news reports, supplemented with Chinese and Taiwanese government documents, the study found that the Chinese and Taiwanese press tended to report the incident along with the government stances and each represented its own side even after the economic reform and ruling party shift. However, the mass‐appeal tabloid in China moved slightly toward the pattern found in capitalist countries, without violating the government policy severely. The pro‐Taiwan independent newspaper showed more loyalty to the ruling party, but both Taiwanese newspapers covered diverse topics apart from the government stance. To what degree did the press follow the government stances? This study provided the preliminary answer that business interests might influence the press not to follow completely the government stances.  相似文献

This paper examines several key debates in the literature onthe effects of economic performance on political support, usingthe Continuous Monitoring Survey of the 1984 CPS American nationalelection study. Box-Jenkins time-series analyses show that theelectorate operates in terms of a reward-punishment model whichis asymmetrical and sociotropic in its effects. In the modelsdeveloped party identification and economic evaluations Granger–causepresidential approval, the effects of the former being strongerthan those of the latter. Partisanship and economic evaluationsform two independent streams of influence on presidential approval,casting doubt on some revisionist interpretations in the votingliterature, i.e., that party identification is simply a runningtally of voters' judgments about party performance on economicand other issues. In addition, the results suggest that popularityfunctions which omit party identification are theoreticallymisspecified.  相似文献

This study examines the potential of application service providers (ASPs) to transform electronic government (e-government) services at the local level. The ASP model helps local governments overcome barriers to offering next wave e-government services such as a shortage of skilled IT staff and limited financial resources. The realization of full potential, however, requires first the adoption of an ASP model. Five conditions that favor the decision to use an ASP are (1) strong top management support, (2) promise of large efficiency gains, (3) enough IT capability on the part of the government unit to identify key piece of technology, (4) less burdensome outsourcing rules and procedures, and (5) a variety of high quality and reliable ASPs from which to choose locally. To ensure the success of an ASP project, local governments need to build in-house IT capability to evaluate an ASP and to develop proper performance measures. Management should focus on serving citizens and businesses and develop the capability to negotiate as well as manage service-level contracts with ASPs. Continual top management support is necessary for dealing with possible initial resistance and ensuring interdepartmental communication and cooperation.  相似文献

Evidence from literature reveals that good governance practices influence citizens' attitudes and behaviours towards the government. Therefore, grounded on the good governance theory, the current study aimed to empirically examine how good governance practices promote public trust with the underlying mechanism of perceived government response on COVID-19 (PGRC) and moderating role of government agency's provision of quality information on social media (GQS). The data was collected from 491 followers of the Facebook account, Instagram, and Twitter pages of a government news agency, i.e., Associated Press of Pakistan and were analyzed using measurement and structural model by employing SmartPls 3.3.0. The results revealed a direct and indirect association of good governance practices with the public's trust in government via PGRC as mediator. Likewise, results showed that GQS interacts with PGRC and augments public trust in government. This study tried to contribute to the body of knowledge while addressing the gap related to the dearth of literature regarding government use of ICT during the COVID-19 pandemic to harvest benefits from social media while communicating with citizens on a larger scale. Moreover, the current study offers valuable practical and strategical recommendations to agencies and policymakers.  相似文献

This research examines how television reported the campaign, parties, and candidates during the 1995 Legislative Election in Taiwan. Results of this study showed that state‐owned broadcast television stations were far more likely than privately owned cable television channels to give greater coverage to the ruling party and its candidates, to use ruling party officials as news sources, and to offer more news coverage favorable to the ruling party than to other parties. We conclude that cable television has become a force for balance in coverage, diluting a pervasive pro‐government party bias. The rise of cable television from virtual “outlaw” status to government‐licensed status appears to have responded to a more liberal society and made a contribution to the development of democracy, as have the expanded elections themselves.  相似文献

In the current push for smart city programs around the world, there is a significant focus on enabling transactions between citizen and government. Though traditionally there have always been transactional elements between government and citizen, for example payment of taxes in exchange for services, or voting in exchange for representation, the rise of modern smartphone and smart city technologies have further enabled micro-transactions between citizen, government, and information broker. We conceptualize how the modern smart city, as both envisaged and enacted, incorporates the citizen not necessarily as a whole actor, but as a series of micro-transactions encoded on the real-time landscape of the city. This transactional citizen becomes counted by smart city sensors and integrated into smart city decision-making through the use of certain preferred platforms. To approach this shift from traditional forms of citizen/city interaction towards micro-transactions, we conceptualize four broad modes of transaction; type (intentional contribution), tweet (intermediated by third party), tap (convened or requested transaction), and pass (ambient transaction based on movement). These four modes are used to frame critical questions of how citizens interact with government in the emerging age of the smart city, and how these interactions impact the relationship between citizen and government, introducing new avenues for private sector influence.  相似文献

This article explores people’s susceptibility to political deception. Participants watched a news interview in which a politician either answered all the questions or deceptively evaded a question. In Study 1 (n = 202), deception is perceived through the dodge being irrelevant for voters who do not identify with the politician. In Study 2 (n = 618), partisan voters consider the politician more deceptive, and acting more deceptively, when the politician has their opposing party affiliation, independent of whether he dodges. When the politician shares their party identification, voters identify with the politician more and consider his responses more relevant. Findings are consistent with theoretical positions of identification, the cooperative principle, and social identity.  相似文献

Political groups have long existed in Hong Kong since 1949. The ‘consultative government’ was hostile towards groups which were critical of government policies. Before the 1980s, in a minimally‐integrated media‐political system, mass media, in compliance with the government served to undermine their legitimacy. Party politics and political parties were framed as ‘dirty polities’. However, the move towards a representative government since the 1980s in face of the power transfer to China, together with the 4 June incident, have transformed the public's stance towards the newly established democratic groups. In response to the changing public opinion, the media started in the late 1980s to give consent to the emergence of party politics in the democratic system. In the first direct Legislative Council in 1991, mass media ‘incorporated’ party politics as part the local political system.  相似文献

News use and political discussion are often studied as important factors in understanding the effects of political efficacy on participation. However, measurements of external efficacy often blur distinctions between personal ability and government responsiveness. This study establishes a measure for perceptions of competence in the institutions of democratic government—government efficacy (GE). Drawing on panel survey data from the United States, confirmatory factor analysis introduces GE as a unique construct. Political efficacy dimensions are tested for their impact on news consumption, discussion, and political participation. Results add to the extant literature revolving the role of political efficacy on news use, discussion, and participation.  相似文献

This article reports on a national survey of information literacy (IL) instruction in urban and rural public libraries in Canada and public librarians' attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public's IL skills. Despite an urgent need to develop such skills, and expectations that public libraries fulfill that role (specifically articulated by the federal government through its “Connecting Canadians” initiative), the real experiences of public librarians and of public library customers may not bear out this expectation. The survey analyzes the role of the public library, as a non-profit institution and primary stakeholder, in advancing federal government information policy. In addition, the study gives voice to a community of professionals expected to fulfill an important federal policy function, but provided with few resources with which to do so.  相似文献

[目的/意义] 探讨参与我国公共数字文化资源整合项目的行为主体构成、各角色的构成及角色职能设置方案, 为该类项目的建设提供借鉴。[方法/过程] 基于对社会学角色理论中“角色期待”概念框架下几个概念(角色期待中设置与分配、角色职能设置与分配)逻辑关系的梳理, 结合相关的文献调研、政府文件, 设计角色期待的访谈提纲和调研问卷, 对公共文化机构从业者进行调研, 对访谈结果和回收的问卷进行总结、分析和探讨。[结果/结论] 我国公共数字文化资源整合项目中, 同行政级别合作意愿更高;角色分配应结合《文化部信息化发展纲要(2013-2020)》, 考虑从业者的角色期待, 为各行为主体分配合理的角色, 特别注意第三方机构的协调和中介作用;在此基础上, 项目建设之初, 应该根据已有角色分配对角色职能进行详细扩展。  相似文献

The growth and youth of the U.S. Latino population at the close of the 20th century makes them a desired constituency for both major political parties. Intriguingly, the party organization which has long resisted the recognition of internal voting blocs—the GOP—allocated unprecedented resources between 1980 and 2000 to inspire identification from Latinos. This study investigates the nature of these invitations. Specifically, it reveals how a party, whose organizational identity opposes acknowledging individuals as ethnic group members, appeals to an ethnic group. By examining (a) English and Spanish language television advertisements and (b) elite interview data with Republican Latino strategists, we argue that these ads depict satisfied Latino citizens, emphasize Latino family connections, and eschew traditional political issues. These identification strategies are notable for they may have considerable effects on the American polity at the dawn of, and well into, the 21st century.  相似文献
