This article analyzes a youth organization's struggle to start a low-watt community radio station. The project was envisioned as a way to encourage at-risk youth to become media producers and gain technical and communication skills. It was also seen as a medium through which to communicate about important social and political issues affecting the station's predominantly low-income and minority constituency—concerns not prominently covered in the commercial media. Like hundreds of US urban communities excluded from operating low power FM stations under current FCC regulations, this group initiated a 100 milliwatt AM station with hopes of eventually becoming a 100 watt FM station if FCC regulations were to change. Funding, organizational, logistical, and regulatory issues are discussed, along with obstacles and successes of this initiative and the potential for such programs to engage youth in larger issues of democracy and non-commercial expression.  相似文献

Based on a survey of 419 industry professionals responsible for maintaining radio station Web sites and a content analysis of 900 radio station Web sites, this study provides an overview of the state of Web radio in the late 1990s. This study investigates the extent of Web radio, the range of content offered on radio station Web sites, the benefits realized as a result of having a Web site, and the problems encountered with Web sites, and makes recommendations based on the findings. A general conclusion of this study is that although the Web presents a wealth of exciting possibilities, most radio broadcasters are currently underutilizing the Web and their Web sites.  相似文献

This study analyzes the provision of local news programming on local television and its relation with station ownership characteristics and market conditions. The results show that station financial strength and market competition have a significant, positive relation with the quantity of local news programming. However, there is little evidence that ownership characteristics (e.g., duopoly ownership and ownership by one of the big 4 broadcast networks) contribute to local news production. The findings call into question one of the underlying rationales of the Federal Communication Commission's current policies toward more relaxed national and multiple ownership rules.  相似文献

ABSTRACT

This article details the various forces that shaped public radio station KEXP’s evolution from the 70s to today. It addresses the ways that Seattle’s specific cultural, economic, and technological advantages enabled it to take on its current form as a key presence in global pop music curation and discovery. It argues that the station’s progression thus represents a potential model for other legacy public radio stations in an era of diminishing public and institutional funding. However, this approach’s viability will depend upon how effectively stations are able to leverage their local communities to compete in the networked digital media paradigm.  相似文献

This study examines the protracted World War II license renewal of WGST AM, Atlanta, Georgia. At the time, WGST was one of only a handful of commercially licensed, university-owned stations in the nation. Georgia Tech held the license but the station was independently operated. This scenario -plus the political atmosphere that notorious Governor, Eugene Talmadge, created in Georgia -led to an unprecedented conflict. The analysis employs findings from the classic "Politics of Broadcast Regulation" text to view the implications and consistency of the decision with the Commission's other work of the New Deal era.  相似文献

This study explores the programming relationship between vertically integrated station groups and their affiliated syndicators in the context of two frameworks associated with the advantages of vertical integration: the transaction cost and vertical foreclosure theories. The programming sources for various stations that are vertically integrated with syndicators were assessed. The results indicated that leading television station groups had purchased relatively more products from their vertically integrated syndicators. The pattern of internal transfer through vertical integration was especially apparent in the acquisition of newer first-run products that are associated with uncertain quality and less audience information. The findings generally support the transaction cost theoretical perspective. However, the data did not paint a picture of market foreclosure in this industry.  相似文献

This article presents a qualitative content analysis of Metro FM, a commercial music station owned by the South African Broadcasting Corporation (SABC). Metro FM has the second largest audience in the country and was the first SABC station to intentionally target a black audience. While fostering black pride, the station attempts to create a narrative of responsibility while simultaneously negotiating the cultural imperative to interpellate listeners as consumers. The narrative of black identity assumes a homogenous black audience located in urban areas, and while broadcasts are in English, a great degree of codeswitching allows for in-group identification.  相似文献

This study concerns an American-operated clandestine short-wave radio station that broadcast as both a strategic and tactical station during the Battle of the Bulge in Germany. Operation Annie's strategic mission was to generate distrust for the Nazi leadership among troops and increase their reliance on news reports emanating from the station. Her tactical mission was to then use her reputation for truthfulness to lure listeners into a military ambush known today as the Saar Pocket, thus facilitating the capture of the Rhineland. This research reviews the development of Operation Annie and its missions and evaluates the station's success as a model of effective wartime propaganda.  相似文献

There are numerous local radio stations across Iran. Considering the ethnic, linguistic, and cultural characteristics of their audiences, local stations endeavor to produce and broadcast diverse programs. One local station is “Sabalan” situated in Ardebil province in northwest Iran. Since the audience of this station speaks the same language as the inhabitants of the neighboring countries of Azerbaijan and Turkey, whether Sabalan can attract and satisfy its audience becomes significant. The paper is the result of a research project done in relation to the extent to which the Ardebilian audience is satisfied by Sabalan and trusts its programs. The findings reveal that the audience is less than satisfied with Sabalan and has almost no trust in the news, information, and programs. The reasons they mention for their attitude are: censorship of the news and little reflection of reality, lack of respect for indigenous culture and language, and broadcasting too many programs in Persian.  相似文献

This essay presents the comparative analysis of two Independent Local Radio (ILR) stations in the West Midlands during the 1970s. ILR was a public, community-based, radio service funded by the sale of spot advertising, and the success or the failure of an ILR station depended on the outlook and experience of its management team. BRMB represented the appropriate balance of experience and expertise. It was headed by a managing director with a commercial background and a programme controller experienced in regulated public service broadcasting. Beacon was a station with a management from a commercial broadcasting background, and their approach brought the station into conflict with the Independent Broadcasting Authority (IBA), ILR's regulator. The profit motive took precedence over the fulfilment of its public service obligations, and it was this which caused the IBA to remove the Beacon licence. This essay will, therefore, address two principal questions: why were the experiences of the two West Midlands ILR stations in the 1970s so different and why were they treated so differently by the regulator?  相似文献

The history and present practices of talk station Radio FreeDom in the French Overseas Department of Réunion are explored in terms of their relevance to the concept of a democratic public sphere. The station uses a listener centered, call in format to aggregate rather than segment demographic groups and to offer non-hierarchical (lateral) communication among common people. The station’s success in achieving ratings dominance and financial sustainability in a competitive market is presented, as well as discussion of the potential for similar practices to work elsewhere.  相似文献

With this Report &; Order, we authorize the licensing of two new classes of FM radio stations-one operating at a maximum power of 100 watts and one at a maximum power of 10 watts. Both types of stations, known as lowpower FM stations (LPFM), will be authorized in a manner that protects existing FM service. They will be operated on a non- commercial educational basis by entities that do not hold an attributable interest in any other broadcast station or other media subject to our ownership rules. Initially, only entities located in the communities the stations serve will be eligible to participate in this service. Even once this eligibility criterion is relaxed, we will grant a significant selection preference to locally based applicants. Canadian historical literature of early radio broadcasting focuses largely on policy and formation of two successive public networks: the Canadian Radio Broadcasting Commission (CRBC) and the Canadian Broadcasting Corporation (CBC). This literature rests fundamentally on the assumption that the CRBC and CBC were formed to counter the threat of American cultural domination. This study is based on a stratified random sample of radio schedules selected from Vancouver, Montreal, and Halifax newspapers. This content analysis of radio schedules demonstrates an overall trend of greater U.S. programming within Canadian radio station schedules coinciding with the introduction of programs produced in the United States by the CBC.  相似文献

This study examines an Israeli right-wing pirate radio station, Channel 7. Channel 7 was established in 1988 as a sea-based pirate radio station of the right-wing block in the religious-Zionist movement. Three questions were posed in the research: (a) What is the social representation of right-wing pirate radio station in the Knesset (Israeli parliament) discussions? (b) Did Yitzhak Rabin (Israeli Prime Minister) assassination influence the social representation of Channel 7 in the Knesset discussions? and (c) How does right-wing Knesset Members' social representation of Channel 7 differ from that of left-wing Knesset Members? An analysis of 115 parliamentary debates held in Israel between 1993 and 2003 referring to Channel 7 suggests the Knesset tended to affirm right-wing argumentation, Rabin's assassination strengthened right-wing as well as left-wing contentions, both right-wing and left-wing MKs tended to preserve the status quo and avoid changes, and right-wingers turned down left-wing demands for regulation.  相似文献

Early Canadian radio broadcasting policy privileged private, commercial broadcasting enterprises above alternative broadcasting formats, including amateur and community radio. One station, 10AB, operated by the Moose Jaw Radio Association (MJRA) and owned by community members took exception to this policy and engaged in a decade-long dispute with radio authorities, first the Radio Branch of the Department of Marine and Fisheries and later the Canadian Radio Broadcasting Commission (CRBC). The MJRA ignored regulations with which it disagreed and challenged the radio authorities whilst requesting a private commercial broadcasting license. Absorbed by perceived discrimination, the MJRA failed to understand the complex situation the CRBC faced. I argue that considering transnational radio history can deepen our understanding of the dispute between the local station and national regulators in Canada.  相似文献

The Australian community radio sector has played an important role in the social movement of media democratization, both locally and more broadly, however, little attention has been paid to this sector as a social movement. This research maps the organizational history of Brisbane community radio station, 4ZZZ, to examine the impacts of institutionalism on the station, viewed as a social movement organization (SMO). It argues that while SMOs typically move from an oppositional position of protest to one that is increasingly institutional, this does not necessarily dilute the effectiveness of SMOs over time.  相似文献

Using empirical measures, a pilot test of an investment model of commitment to television news quality yielded statistically significant results supporting four hypothesized relationships between types of broadcast station ownership. The findings indicate that the news department operated by a small media group produced more local news, more locally produced video, more use of on-air reporters, and fewer news promotions than the larger chain-based broadcast groups investigated, suggesting a deeper commitment to local news quality. The results support the policy position that stricter ownership limits would enhance the quality of local television news.  相似文献

We conducted a survey of radio station program directors and general managers to explore the perception and role of innovation within radio programming and the key factors that influence this perception. In the study, we found that, in general, programmers and general managers perceive little innovation in programming except at their own stations. Results also indicate perceptions that more risk taking is needed in radio programming, that risk taking is essential for the financial health of a station, that increased artist diversity and an innovative music rotation influence the perception of innovation at the station level, and that too many commercials are being placed within an average hour of programming.  相似文献
