The purpose of this study was to identify pay disparities within gender and race using private and public Association of Research Libraries (ARL) libraries as a lens. In this study, 44 ARL libraries participated, leading to 1099 usable responses to our survey. The findings indicate that race and gender pay disparities are larger at private libraries than at public libraries. However, disparity levels at both public and private ARL libraries are smaller than the national averages for all professions and continue to shrink.  相似文献

This article extends Stratford's brief observations about the problematic status of racial and ethnic group statistics to a discussion of the relationship among these statistics, public policy, and the conceptual status of race and ethnicity. Federal statistics are organizational products that are socially constructed. They represent the implementation of public policies that govern political, social, and economic life. It is the interaction between politics and the subjective meaning of race and ethnicity that is responsible for the continual modification of racial and ethnic group statistics. The article discusses the premises on which racial and ethnic group statistics have been based and illustrates how they were implemented in the instructions of the decennial censuses for classifying the race and ethnicity of the population. The article then summarizes some of the empirical evidence from recent research conducted by federal agencies and social scientists to show that racial and ethnic group statistics produced by government record keeping systems have no objective status. The meaning of race and ethnicity is contextual, situational, and subjective, and, thus, how respondents and observers define these concepts has significant consequences for the quality of federal statistics.  相似文献

Computational algorithms and automated decision making systems that include them offer potential to improve public policy and organizations. But computational algorithms based on biased data encode those biases into algorithms, models and their outputs. Systemic racism is institutionalized bias with respect to race, ethnicity and related attributes. Such bias is located in data that encode the results and outputs of decisions that have been discriminatory, in procedures and processes that may intentionally or unintentionally disadvantage people based on race, and in policies that may discriminate by race. Computational algorithms may exacerbate systemic racism if they are not designed, developed, and used–that is, enacted–with attention to identifying and remedying bias specific to race. Advancing social equity in digital governance requires systematic, ongoing efforts to assure that automated decision making systems, and their enactment in complex public organizational arrangements, are free from bias.  相似文献

In the Spring 2017 semester, an instructional designer, a writing center coordinator, and a director of distance library services initiated a pilot project for a seven-campus, eight-satellite center, public university system to cross-train virtual writing tutors in baseline research skills. This case study describes the collaborative pilot program’s progress, challenges, and lessons learned and grounds the process in peer learning theory, exploring its growing acceptance in academic libraries.  相似文献

Abstract This article examines the writing left in “comments” books at thought‐provoking museum exhibitions. What moves a visitor to share criticism, praise, political invective, or spiritual reflections in a public place where the writing is guaranteed to be seen by others? In a world transformed by text messaging and online communication, museum guestbooks are one of the few remaining opportunities to share hand‐written insights. Do visitors have a learning curve? Some leave inappropriate, even hateful remarks. By comparing the different moods of comments books at a variety of installations, this essay pays tribute to the legacies of public dialogue in museums, a medium of free speech made possible by a simple blank book.  相似文献

This essay is a gendered analysis of the U.S. Department of Health and Human Service’s Healthy People 2010 initiative (HP 2010). HP 2010 sets national health goals and priorities for public health agencies throughout the nation with a stated goal to “reduce health disparities” (p. 2), including disparities based on “gender, race, education or income, disability, geographic location, or sexual orientation” (p. 11). Given the focus on women’s medical research since the 1990s and the continued presence of gendered health disparities, it is important to investigate how public health policy defines, depicts, and prioritizes issues related to women’s health, particularly poor and minority women. A close reading of three sets of chapters related to physical disease, health care services, and sexual health issues from the perspective of women suggests that despite renewed promises, the “multi‐causal web” approach to public health does not promote conditions that would empower marginalized groups because it fails to address sex differences in health advice and prioritize economic and political changes necessary for marginalized groups. Underlying these issues is a lack of consideration for the role of socially constructed gender roles along with race and class in health status and inequities.  相似文献

Representations of celebrities operate as politically and culturally significant resources for the construction, regulation, and even contestation of hegemonic discourses about race and gender in the United States. Not simply meaningful or important to fans, star images may also provide resources to critics aiming to interrogate and intervene against potentially oppressive cultural norms. Forwarding an approach called metonymic criticism, this essay argues that the associative logic of metonymy plays a central role in both the articulation of celebrity personae and the operations of hegemonic discourse formations. The analysis develops by considering the case of a star whose public image has unique probative value for studying the intersecting discourses of race and gender in US culture: Will Smith.  相似文献

This paper follows the construction of a televisual public space in Brazil since the 1950s until the present, with special attention to television fiction and soap operas, known as novelas in Brazil. The role of novela writers as mass mediators responsible for weaving together a growing public is investigated, with emphasis on their political projects and their responsibilities when writing for millions. Although aided by an industrial process, their task of reaching the public is one full of misunderstandings, which I contend is an intrinsic part of the environment of mass communication. The acceptance of these unavoidable misunderstandings by all involved in mass communication is crucial for the continuation of a communicative game, as we see in the case of Brazilian television.  相似文献

This essay analyzes the international discourses and practices of yarn bombing—affixing knitted and crocheted works on public objects. Yarn bombing has recently become a nearly universally celebrated form of street art. The authors argue that acclaim for yarn bombing fashions an aesthetic regime that situates guerrilla needlework as an exceptional contribution to the urban landscape, while simultaneously policing alternate expressions of public art. By examining how yarn bombing's privileged style is related to modalities of gender, race, class, and capital, the authors supplement scholarly understandings of the politics of exceptionalism by highlighting the sovereign work of aesthetics.  相似文献

This paper explores one interview participant's performances of memory as didactic efforts to resist a diverse range of public memories concerning school segregation and desegregation in rural North Carolina. By exploring Mr. Charlie's narratives, this essay provides critical insight into the articulations between capitalism, education, and white privilege, frayed by local resistant memories and community praxis. Mr. Charlie's memories provide the opportunity to reimagine received traditions of race, education, and equality as marked by alternate forms of economic and social relations. Specifically, he articulates a gray education and gray market, and their place outside of traditional white pedagogy and the capitalist economy. These gray pedagogies and economies present larger implications for the ways race has crossed all of our paths.  相似文献

Abstract

In an economic climate when colleges can no longer presume that legislators see institutions of higher learning as tacit public goods, institutions around the country are facing budget cuts. This article presents a case study of the experience of a mid-sized public state university and its Library in a budget crisis undergoing a university-wide program prioritization process. The authors review the process of writing three reports on the Library’s value, along with the approach to engaging staff in the process including a retreat. This article raises questions about what every library should consider assessing and provide tools for libraries navigating similar terrain.  相似文献

What factors predict listening to Limbaugh's program? Previous studies, many more than a decade old, analyze his audience at one or two data-points. This study differs from earlier studies of Limbaugh's audience in two ways: (1) the data come from six Times Mirror/Pew Research Center polls between July, 1994 and April–May, 2006, and (2) the paper focuses on the relationship between listening to Limbaugh and knowledge of public affairs. Conservative Republicans are in his audience, but educational attainment, family income, and race do not predict who listens. Listening to Limbaugh is significantly correlated with public affairs information.  相似文献

This article interrogates public discourse surrounding the Suleman octuplet birth, tracing related rhetorics of pathology and risk that marked Nadya Suleman as a threat to be contained while masking dominant logics of race, class, and family formation through the ethos of medical expertise. This study demonstrates how the rhetoric of risk functions as a powerful mode of governance, policing the borders of maternity and asserting the primacy of medical authority in maintaining these borders.  相似文献

Aboriginal writing produced on Flinders Island off the coast of Van Diemen's Land, Australia, between 1836 and 1847 portrays continued resistance and attempts to influence public opinion and government policy. The journal, petition to Queen Victoria, private letters and colonial press coverage document the tumultuous existence Van Diemen's Land's surviving Aboriginal people endured. Leximancer software and a manual content analysis are used to identify the key themes and communication devices existing within the documents. Applying a typology of public sphere characteristics over the content analysis provides evidence of the existence of a subaltern Aboriginal public. This paper concludes that the Flinders Island people adopted European communication structures to overtly and covertly resist colonial domination and to exert control over their own lives. The documents and events surrounding their production suggest that the surviving people, despite being from different tribes in Van Diemen's Land, formed an Aboriginal subaltern public through which they took a unified stand against colonial oppression.  相似文献

“Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity,” formerly known as “Statistical Policy Directive 15,” is a classification system that has formed the basis of the U.S. government's collection and presentation of data on race and ethnicity since 1977. During the mid-1990s, it underwent a public evaluation to determine whether the racial and ethnic group categories should be revised. This article examines the history of Statistical Policy Directive 15 from its origins through October 1997 and evaluates its consequences on political, economic, and social life. Among the many lessons that government information specialists can take away from the history of Statistical Policy Directive 15 is that classification systems are not neutral tools that objectively reflect and measure the empirical world. Classification systems cannot be isolated from the larger political setting. They are tightly linked to public policies, and, in the case of racial and ethnic group classification, they constitute highly contested social policy about which there is little public consensus.  相似文献
