The adoption of electronic rulemaking by many federal agencies provides an opportunity for a greatly enhanced public role—both in terms of the numbers of people who might participate and the depth of their possible participation. This step towards E-governance poses several challenges for agencies: how they should structure their proceedings, how they can process the comments received and how they can foster and take part in the online communities of interest that will result from this activity. The online tools that may be applied to rulemaking and its ancillary activities—advisory committees, advanced notices of proposed rulemaking and enforcement—can also be used at earlier stages of the legislative process to increase public interest, involvement and commitment. This approach is relevant for all levels of government and for any issue on which public hearings are held or public comment solicited. It can provide an efficient and effective nonadversarial process in which officials and members of the public can mutually define problems and explore alternative solutions.  相似文献

Despite the prevalence of fact-checking, little is known about who posts fact-checks online. Based upon a content analysis of Facebook and Twitter digital trace data and a linked online survey (N?=?783), this study reveals that sharing fact-checks in political conversations on social media is linked to age, ideology, and political behaviors. Moreover, an individual’s need for orientation (NFO) is an even stronger predictor of sharing a fact-check than ideological intensity or relevance, alone, and also influences the type of fact-check format (with or without a rating scale) that is shared. Finally, participants generally shared fact-checks to reinforce their existing attitudes. Consequently, concerns over the effects of fact-checking should move beyond a limited-effects approach (e.g., changing attitudes) to also include reinforcing accurate beliefs.  相似文献

Abstract

The Australian public sector, like that in many other countries, has been undergoing substantial reform for more than a decade. The changes, which have been introduced as ways of improving efficiency, effectiveness and accountability, have affected all areas of government operations. The methods for achieving the improvements have involved substantial change in respect of financial management, goal setting and evaluation, structural change and human resource management policies. Occurring concurrently with change within the public sector, the Australian Commonwealth and various state governments have been pursuing substantial change programs in other areas, such as industrial relations, which have had many similar aims to those of the government reform programs, a major one being the improvement of efficiency and effectiveness in the workplace. Libraries have felt, and will continue to feel, the impacts of these reforms as new management requirements and methods are introduced. This paper briefly describes a number of aspects of the various reform programs highlighting their impacts to date and some of their likely future impacts on the librarian and the library workplace.  相似文献

It covers the following cycle: identifying training needs at three levels (organisation, group and individual); developing a training strategy and materials; marketing information skills within MMU. The Anne Arundel County Public Library developed a three phase reference project. During Phase I (12 months) a committee conducted a study of the reference holdings among the 13 branches and developed a core list of 250 reference titles for each branch. In Phase II (six months) the library explored ways to have staff learn to use these reference titles. Each branch would develop a lesson plan, questions/activities, to teach both the preparer and taker the organization and content of a reference title. A training team presented a workshop on examination of reference titles and preparation of lesson plans. Participants practiced both. In Phase III (14 months) each branch develops its own lesson plan on a subject area of the core list. After all plans are developed, one plan is sent to each staff member monthly to complete. At the end of Phase III, an evaluation mechanism will be initiated to test the transfer of learning.  相似文献

Indian Agricultural Libraries are exploring new ways and collaborations to fullfil the information need of their patrons through resource sharing and delivering documents using online platform accessible 24X7. The article discusses Inter Lendig and Document Delivery Services (DDR) facilitated through a collaborative consortium Journal Gateway called CeRA under Indian National Agricultural Research System. CeRA the (Consortium for e-Resources in Agriculture) provides a platform for online acess to e-journals and inter lending. DDR Services has been established to share resources subscribed by individual libraries as well as consortium journals using the web portal. The article also discusses of the use of DDR services by patrons of the first Indian Agricultural University in the country. Reports that the student community were most active in using the platform for inter library loan and document request in comparison to the faculty researchers who were less dependent on document from other libraries.  相似文献

This study is intended to answer the following questions: Have university libraries in Taiwan acquired books recommended by selection aids? Can university library collections in Taiwan sufficiently fill users' requests? Do libraries of different collection sizes process users' requests in an unbiased and efficient manner?This study employed interviews and document delivery tests. Librarians from 15 university libraries were interviewed to investigate their thoughts on ILL services. Samples from Choice and Bowker's Global Books in Print were searched for through the online catalogs of 148 university libraries. This study concludes that resource sharing will not operate in an equitable way if most user requests are only directed towards a small percentage of Taiwan's university libraries. Without an adequate quantity of volumes in the library collections of any region or country, resource sharing cannot be realized.  相似文献

Knowledge-sharing is the process of being aware of knowledge needs and making knowledge available to others by constructing and providing technical and systematic infrastructure. Numerous studies have addressed issues related to knowledge-sharing at various levels within organizations and between types of organizations. This study identifies and analyzes major factors for knowledge-sharing among faculty members in a higher educational institution in order to examine how those factors influence campus wide knowledge-sharing. It also investigates the way in which those factors are interrelated. Data were collected through a survey of full-time university faculty members at one private, four-year research university in South Korea. Results show that perception is the most influential factor and reward systems are the second-most influential factor for faculty knowledge-sharing. Respondents do not consider other factors such as Trust, Openness in Communication, Collaboration, and Communication Channels based on IT Infrastructure to be main factors. These factors do not have a statistically significant effect on faculty knowledge-sharing.  相似文献
