电子图书定价模式研究

主要描述和分析电子图书提供商（出版商和集成商）的七种定价模式。在此基础上,对图书馆如何选择适合本馆实际购买力和需求的定价模式提出了相应的策略建议,并从图书馆对电子图书提供商今后定价模式的影响入手,指出双赢的定价模式需要图书馆与电子图书提供商的共同协作。     

EBook Interlibrary Loan in American Public Libraries

In recent years, eBook collections have been increasing at a slow but steady rate in both public and academic libraries. With the increasing eBook collections in libraries and the advancements made in information discovering services, users can now discover materials existing outside of their local library more easily. EBooks also offer the potential for quick interlibrary loan delivery. Ironically, eBook interlibrary loan has not become prevalent in libraries. Many studies have been done to explore eBook licensing and interlibrary loan in academic libraries and to offer practical solutions for eBook interlibrary lending. Few studies have been done in public libraries. This study explores the current practice of eBook interlibrary loan activities in American public libraries. Survey questionnaires were distributed to 118 randomly selected public libraries. Questions focused on current eBook interlibrary loan best practices, issues, and obstacles in American public libraries. Findings from this study indicate eBook ILL is not a priority for the surveyed public libraries, and the adoption rate of eBook ILL in public libraries is much lower than that in academic libraries.     

Methodological approach to defining the concept of an eBook

The analysis of bibliological approaches to eBook studies has made it possible to identify their strong and weak points. The need for the documentological approach to studying the concept of an eBook is supported. The results of applying this approach to the eBook system are given. The characteristic of an eBook as a type of electronic document is provided. The concept of an eBook is defined.     

What's the delay? Managing e and p publication dates

This case study describes the challenges of acquiring eBooks on an approval plan due to publication delays between print and electronic formats. The purpose of this analysis was to determine the average delay between print and eBook publication dates so that appropriate hold periods could be built into the libraries' approval plan. Print publication dates were compared to eBook publication dates for approximately 30,000 eBooks to calculate the average delay between print and eBook availability. The data was further analyzed to calculate average delays for select publishers and subjects.     

加拿大图书馆电子书购买许可模式与借阅政策研究

[目的/意义]了解加拿大电子书的发展情况,调研梳理加拿大图书馆电子书购买许可模式与借阅政策,为国内图书馆电子书借阅政策的制定提供参考。[方法/过程]通过文献调研和个案分析的方法总结加拿大图书馆电子书购买许可模式及借阅规则,通过网站调研的方法了解和分析加拿大2012年电子书支付费用前15名公共图书馆的电子书借阅政策。[结果/结论]加拿大图书馆电子书购买实践中存在5种以上的购买许可模式,电子书借阅也制定了非常完善的借阅政策。国内图书馆界需借鉴加拿大的成功经验,丰富电子书购买许可模式,强化相关学协会作用并从实际出发制定本馆较为完善的电子书借阅政策。     

电子图书版权问题研究

电子图书版权问题已成为人们关注的焦点。文章首先概述了电子图书纠纷不断的现状；然后分析了形成的原因：主要是电子图书易于复制、下载，版权界限模糊，理论上有盲点和难点、认定困难等；接着提出了解决这一问题的三条思路：即完善版权保护的措施和法规，实施及时有效的版权管理和加密技术等。     

Evidence-Based Acquisition: A Real Life Account of Managing the Program Within The Orbis Cascade Alliance

In 2015 the Orbis Cascade Alliance investigated a consortium wide evidence-based acquisition (EBA) model to incorporate into its established eBook program, and began a pilot of Wiley’s Usage Based Collection Management Model. EBA is an acquisition model that grants library patrons access to a title list over an agreed-upon time period for a pre-negotiated amount of money, and titles from that list are then selected for purchase based on the evidence of usage from the initial access period. This article shares the consortium’s experiences evaluating usage, managing titles and records, controlling duplication, predicting costs, and the inclusion of MARC records to enhance discoverability.

Impacting Forces on eBook Business Models Development

As eBook and related technologies continue their relentless advance, book publishers face a veritable digital siege. Nevertheless, technology remains an enabler, a set of tools and facilitators, albeit linked to the potential for new entrants to the market and indeed, disintermediation. However, the fundamentals are to do with markets, organizational strategies and structures, and with finding answers to hard commercial questions about cost and profit, infrastructure management and sustainability all as reflected in appropriate business models. Underlying these is a range of internal and external forces, not all of which are negative in their effects, as witness signs of improvement in an eBook market faced with greatly reduced planning horizons and the need for dynamic product and marketing mixes. This paper addresses a range of responses by book publishers to such challenges and concludes by reviewing the resulting several business models currently in place for eBook publishing.

Improving access to Japanese scientific and technical literature in the United States: The role of the Federal government

Currently, the United States lacks a clear and consistent information policy defining and regulating the Federal role in collection and dissemination of Japanese scientific and technical information (STI) to users in the public and private sectors. One long-term consequence of this situation involves negative impacts on American scientific and technological innovation and on competitiveness in the global economy.After a discussion of the existing legislative and regulatory environment shaping the Federal government's approach to Japanese STI activities, the article presents five policy options, each of which describes a different role for the Federal government. Finally, the article recommends a combination of two options that will create the basis for a Federal information policy designed to support a self-sustaining STI infrastructure in the United States. That infrastructure will efficiently access and disseminate Japanese STI to public and private sector users.

本文探讨日本法院权衡审判公开和审判公正之间复杂关系的经验得失。和美国等西方国家不同,日本更注重保障审判公正,因而对媒体在庭审中的摄像报道等取材行为设置了相对严格的限制。本文首先论述日本审判公开的传统限制及其发展,然后讨论1989年具有里程碑意义的"法庭笔记案"及其后的制度进展,最后探讨日本目前对庭审摄像与取材行为的规制。从日本近年来的发展趋势来看,审判公开是未来方向。在日本公众和新闻界的不懈努力下,日本法院最终将在审判公开和审判公正之间达到合理平衡。
