In the study of innovation institutions, it is important to consider how different institutional models can affect a research organization in conducting or funding successful work. As an industry collaborative, Semiconductor Research Corporation (SRC) provides an example of a privately funded institution that leverages the inputs of several member companies, along with federal funding, to accomplish innovation in its mission area. SRC has several component programs, all attempting to find innovative solutions to semiconductor problems, but on different time scales, and in different technology areas. But how does SRC use its resources to ensure these goals? Through data gathered from semi-structured qualitative interviews and SRC documentation, this paper addresses that question. SRC has found a way to leverage industry money to motivate and develop a robust field of university research for over 30 years. SRC uses several mechanisms for maintaining an application focused, member-centered decision process, institutional flexibility, and strong ties between industry contributors and university researchers. SRC has continued to keep its members satisfied by training thousands of graduate students for employment in their member companies, by focusing on precompetitive research that addresses industry requirements, and doing so in a manner that operates leanly, with low overhead to its funders. Given these successes, we identify aspects of SRC operations, such as a focus on its member company needs, frequent interactions between funders and researchers, flexible funding mechanisms, and focus on workforce development, that may be diffusible to innovation institutions, including federal research efforts.  相似文献

In the interdisciplinary domain of conservation science, a critical and selective eye is required in order to allow researchers to choose the most effective combination of analytical techniques for each project and, more importantly, to process and analyze the resulting volume of diverse data. The current essay attempts to combine a more traditional workflow for the examination of painted objects with techniques borrowed from the domain of computer science in order to yield the maximum amount of information and make that added knowledge more accessible to the researcher. The project was approached as a case study, regarding a post-Byzantine icon. Three-dimensional digitization with a laser scanning system, X-ray radiography and optical microscopy were applied for the determination of several structural characteristics of the painted surface and the icon's state of preservation. Multispectral imaging was used for the collection of surface spectral data, which were subsequently processed by means of cluster analysis in a novel approach to map the composition of the painted surface. Finally, micro-X-Ray Fluorescence (μ-XRF) was chosen as the primary source for surface pointwise elemental composition data while Fourier Transform Infrared Spectroscopy (FTIR) and Gas Chromatography coupled with Mass Spectroscopy (GC-MS) provided additional assistance in the characterization of materials based on their molecular structure. A custom platform was developed to address the issue of multilevel visualization and assessment of the data, designed to act as a tool for viewing and combining the acquired information. Via this integrated approach valuable information regarding the icon was revealed, including the verification of a prior conservation attempt and partial overpainting, the recording and quantification of the warping of the wooden panel and, finally, the identification of the constituent materials and their spatial distribution.  相似文献

Evaluation studies of the Bayh-Dole Act are generally concerned with the pace of innovation or the transgressions to the independence of research. While these concerns are important, I propose here to expand the range of public values considered in assessing Bayh-Dole and formulating future reforms. To this end, I first examine the changes in the terms of the Bayh-Dole debate and the drift in its design. Neoliberal ideas have had a definitive influence on U.S. innovation policy for the last thirty years, including legislation to strengthen patent protection. Moreover, the neoliberal policy agenda is articulated and justified in the interest of “competitiveness.” Rhetorically, this agenda equates competitiveness with economic growth and this with the public interest. Against that backdrop, I use Public Value Failure criteria to show that values such as political equality, transparency, and fairness in the distribution of the benefits of innovation, are worth considering to counter the “policy drift” of Bayh-Dole.  相似文献

This article deals with the determinants of artistic innovation by arts organizations. First, we define artistic innovation. Second, we review the literature on its determinants, identifying some gaps. In particular, we observe that existing research mostly focuses on macro-environmental factors and tends to ignore the role of the organizations themselves. Thus, drawing from the organizational literature on innovation we formulate testable propositions that relate organizational factors to artistic innovation. We hope that our focus on organizational factors contributes to a more comprehensive framework on the determinants of artistic innovation in particular and programming in general.  相似文献
