Project on Asia’s sustainable development starts

A research project of the Association of Academies of Sciences in Asia (AASA) on the sustainable development in Asia has been launched. The first meeting of its expert panel was held on 25 February in Beijing, bringing together more than 20 experts from 10 Asian countries, including Russia, ROK, Turkey, Israel, India, Mongolia, Iran, Azerbaijan, and the Philippines. In the capacity of AASA vice president, CAS Vice President LI Jinghai attended the meeting and delivered a speech.     

Issues in the management of embedded knowledge in project-based organizations: the project actor’s role

Knowledge management (KM) in project-based organizations has received substantial attention in recent years, as knowledge processes are insufficiently supported within the organization as a whole. This study specifically focuses on the project actor’s role in managing knowledge. From an actor’s perspective, the problems raised by knowledge embeddedness are identified as a key issue to link project knowledge and organizational knowledge. A conceptual framework is developed that addresses three different aspects of knowledge embeddedness: a relational dimension, a temporal dimension and a structural dimension. Three cases are studied, covering varying forms of organizations in different areas (a consulting firm, an R&D department and an industrial business unit). The results concerning the relational dimension indicate that project actors re-build the network of relationships supporting knowledge. Regarding the temporal dimension, and specifically in their professional field, actors frame professional knowledge related to their project experience. However, actors fail to surmount the problems raised by the structural dimension of knowledge embeddedness. The resulting recommendations for KM concern both Human Resource Management practices and organizational design.     

Complementary realities: Public domain Internet measurements in the development of Canada’s universal access policies

Abstract

As access to the Internet has become increasingly essential for social and economic participation, public domain Internet measurements have become indispensable for users to validate quality of service their network operator delivers and for policymakers to identify and address gaps in broadband infrastructure. This article evaluates public domain Internet performance measurements available for assessing the state of connectivity and developing universal access service quality standards in Canada. The analysis suggests that different approaches to Internet measurement represent complementary windows into a complex and fast evolving reality of broadband connectivity. Despite their potential shortcomings, large-scale crowdsourced open data network testing platforms have a central role to play in enabling broadband infrastructure policy coordination across different levels of government, empowerment of consumers, and achievement of universal service objectives for quality of service users experience when accessing the open Internet.     

Ireland’s National Innovation System: An Exploratory Study of Supporting Institutions and Dynamic Actors

Abstract

This paper begins with a brief look at the literature on national innovation systems (NIS). Building on the NIS approach, we present a simple conceptual framework. National innovative competence is dependent on the presence of dynamic STI actors, operating within the confines of compatible institutions. We distinguish the roles played by different STI actors and argue that heterogeneous actors engage in innovation for different reasons. Collaborative innovation is not always a natural consequence of engagement in innovation but is characterised by a distinct set of considerations. The latter part of the paper is concerned with the application of this conceptual framework to the case of Ireland. We identify the institutions pertaining to Ireland’s current innovative performance. An outline of STI actors according to their role in the system is then presented. In turn we outline the various contributions of Irish STI actors and explore their motives for engaging in innovation and collaborative innovation.     

How does openness influence the impact of a scholar’s research? An analysis of business scholars’ citations over their careers

How do the effects of cognitive openness and structural openness on the research impact of business scholars vary over their careers? By analysing a longitudinal sample of 35,296 scholars who published in business and management journals, we show that the cognitive openness and the structural openness of business scholars have non-linear relationships with their research impact. In particular, we found that, whereas moderate levels of cognitive openness and structural openness are desirable for increasing young scholars’ citations, a high level of cognitive openness and a low level of structural openness contribute to senior scholars’ citations. This study contributes to our understanding of different search behaviour across business scholars’ career paths and its implications for scholars’ research impact.
