中国加入WTO后，面对外国资本以合法方式进入教育服务市场，参与教育投资竞争，面对世界专业性人才流动的激烈竞争，我国高等教育投资体制应进行改革与创新。

中日两国外国留学生教育的快速发展都开始于20世纪七八十年代,这得益于两国政府在此期间的一系列行之有效的政策。然而与日本相比,中国的外国留学生教育相对还不成熟,比如,需要进一步提高外国留学生教育的层次和质量,完善民间奖学金制度,健全管理和服务体系及归国后的跟踪措施等,而这些方面的改革将成为中国外国留学生教育的发展方向。
