Requirements for an Online electronic journal service

This article is based on a report made to the Electronic Journal and Learned Societies Project, part of the Electronic Libraries (eLib) Programme. It is concerned with investigations undertaken in late 1996 into the commercial services able to provide an online electronic document delivery service for academic journals on behalf of the small society publisher unwilling or unable to provide an independent service. Thirteen organizations were approached and a questionnaire circulated to them was returned by the majority. The results indicated that at that stage there was no obvious choice of one supplier to meet the needs of any small society publisher. The reasons for this are discussed and possible ways forward considered.

The work of being watched: interactive media and the exploitation of self-disclosure

Recognizing that privacy rights are complicit in the very forms of economic monitoring and data gathering they ostensibly oppose, this essay offers a critique of corporate surveillance as a technique for exploiting the work of being watched. Consumers who submit to comprehensive surveillance in response to offers of convenience and participation perform valuable work for corporations and marketers. The model of consumer labor developed in the essay is applied to the online economy and the example of interactive TV.The analysis suggests that a critical approach to forms of surveillance facilitated by interactive media must focus on asymmetries of power and control over information technologies and resources.

Editing an African scholarly journal

African scholarly publishing faces multiple challenges in a vast continent where scholars themselves are handicapped by poor facilities and often find it difficult to publish in scholarly journals abroad. The Journal of Social Development in Africa attempts to meet these challenges by offering a dedicated service to scholars, improved reviewing practices, marketing on the Internet, expanding email communication, and by attempting to collaborate and network with similar publishers in Africa and abroad.     

The open access scientific journal: an empirical study

The open access (OA) model for journals is compared to the open source principle for computer software. Since the early 1990s nearly 1,000 OA scientific journals have emerged – mostly as voluntary community efforts, although recently some professionally operating publishers have used author charges or institutional membership. This study of OA journals without author charges shows that their impact is still relatively small, but awareness of it is increasing. The average number of research articles per year is lower than for major scientific journals but the publication times are shorter.

期刊集约化运营的协同平台设计与实现——以南京农业大学英文科技期刊刊群为例

刊群运营团队面对的信息与任务的体量巨大、细节繁杂。本文就刊群运营团队协同工作面临的问题,访谈了6个不同规模的期刊集群,发现普遍存在的问题为：工作流程规范化程度低,过程监督弱;工作经验和文件保存不完整,数据孤岛现象严重;工作进展同步迟滞,信息沟通成本高。而协同软件对帮助团队工作协同、提高任务处理速度、优化管理体系有着重要的作用。为深入提高刊群运营管理效率,本文设计了基于Worktile和坚果云的期刊团队协同平台,可实现信息、人员、任务、沟通和文件的统一管理。并以南京农业大学英文期刊刊群的实施效果为例,发现引入期刊团队协同平台可以：帮助刊群建立标准工作程序,沉淀知识经验,保证团队协作井然有序;建立信息存储标准,打破数据孤岛,实现信息资源高效管理;建立自动统计大屏,实时监测进度,推动期刊工作合理分配。本文可为提升刊群运营质量,加快期刊集群化发展速度提供新的思路和具体操作方式参考。     

新媒体时代高校医学期刊实施健康科普的意义及举措

新媒体时代,科技期刊的传播面不断扩大,高校医学期刊在推动医学科技发展的同时,在办好期刊的前提下,应当承担一定的社会责任,通过新媒体传播健康科普知识,推动全民健康素养提升,引导正确的医学科技舆论导向。文章分析高校医学期刊开展健康科普的意义,并结合高校医学期刊和新媒体优势,提出培养和发挥作者的健康科普意识、利用高校医学期刊的资源组稿和征稿、组建学生工作团队、建立完善的稿件处理流程、与大众媒体合作扩大传播范围、开展互动交流、获取相关政策支持等策略,为高校医学期刊开展健康科普提供思路。

Migration to an electronic journal collection in a hospital library: implications for reference service

This article provides a perspective on the migration to an electronic-only journal collection in a hospital library and its effect on reference services, information-seeking, and library use patterns. Bellevue Hospital Center in New York, NY is one of the first major teaching hospitals in the United States to begin a fundamental shift to a current, electronic-only journal collection. This article describes the process and develops a model for use by other hospital libraries, with commentary on the impact on reference services to library users. Key findings are that physicians, residents, and nurses have come to expect electronic journal collections and use the Internet in the hospital library to access electronic journals. Similar to many academic health sciences libraries, the reference desk in a hospital library has become more like a technical support desk. Users who contact the library have questions about access to the library's electronic resources or about searching techniques. In the future, medical reference librarians will continue to assist searchers who cannot find what they are looking for and will assist those who repeatedly get results that do not match their information needs.     

Assessing journal author guidelines for systematic reviews and meta-analyses: findings from an institutional sample

Objectives:Systematic reviews and meta-analyses (SRs/MAs) are designed to be rigorous research methodologies that synthesize information and inform practice. An increase in their publication runs parallel to quality concerns and a movement toward standards to improve reporting and methodology. With the goal of informing the guidance librarians provide to SR/MA teams, this study assesses online journal author guidelines from an institutional sample to determine whether these author guidelines address SR/MA methodological quality.Methods:A Web of Science Core Collection (Clarivate) search identified SRs/MAs published in 2014–2019 by authors affiliated with a single institution. The AMSTAR 2 checklist was used to develop an assessment tool of closed questions specific to measures for SR/MA methodological quality in author guidelines, with questions added about author guidelines in general. Multiple reviewers completed the assessment.Results:The author guidelines of 141 journals were evaluated. Less than 20% addressed at least one of the assessed measures specific to SR/MA methodological quality. There was wide variation in author guidelines between journals from the same publisher apart from the American Medical Association, which consistently offered in-depth author guidelines. Normalized Eigenfactor and Article Influence Scores did not indicate author guideline breadth.Conclusions:Most author guidelines in the institutional sample did not address SR/MA methodological quality. When consulting with teams embarking on SRs/MAs, librarians should not expect author guidelines to provide details about the requirements of the target journals. Librarians should advise teams to follow established SR/MA standards, contact journal staff, and review SRs/MAs previously published in the journal.     

RoMEO studies 4: an analysis of journal publishers' copyright agreements

This article is the fourth in a series of six emanating from the UK JISC‐funded RoMEO Project (Rights Metadata for Open archiving). It describes an analysis of 80 scholarly journal publishers' copyright agreements with a particular view to their effect on author self‐archiving: 90% of agreements asked for copyright transfer and 69% asked for it prior to refereeing the paper; 75% asked authors to warrant that their work had not been previously published although only two explicitly stated that they viewed self‐archiving as prior publication; 28.5% of agreements provided authors with no usage rights over their own paper. Although 42.5% allowed self‐archiving in some format, there was no consensus on the conditions under which self‐archiving could take place. The article concludes that author–publisher copyright agreements should be reconsidered by a working party representing the needs of both parties.
