日前,吉林省五所排名居全国前列的高校,通过合并,组建了新的吉林大学。这是继新浙大、新北大成功组建之后,我国合并组建的又一所综合性大学。据称,新吉大也是目前我国高教航母编队中最大的一艘航空母舰。应该说,通过强势大学的合并,充分利用现有教育资源,实现优势互补、强强联合,打造我国高等教育的航空母舰,是发展我国高等教育,提高我国高校参与国际竞争能力的有效途径和手段。同时,强势大学的联合,一步到位地解决了原有高校在管理体制、投资体系、教育规模。办学效益等方面所面临着的改革与发展的矛盾,避免了高校间无序竞争…     

培养“厚德、博学”人才 在服务地方中实现特色发展

在当前高等教育快速发展的进程中,地方性院校如何体现自身的办学特点.更好地服务地方经济和社会发展,这是地方高校都在认真思考的一个核心问题。咸阳师范学院是一所陕西省属、省市共建的本科师范院校,于2001年由咸阳师范专科学校与咸阳教育学院合并组建而成。学院组建以来,由于核心办学理念明确,整体发展规划合理,领导班子和教职工团结一心、     

评估合并院校的"两把尺子"

在高度集中的计划体制下,我国出现的部门办学已不适应科学技术发展的要求,难以培养出科学巨匠。将部门举办的高校合并,组建新的综合性大学,是形势发展的需要,也是我国科学发展的需要。在评估合并院校时,要将学科融合的广度与深度、降低办学成本与提高办学效益作为"两把尺子"进行量度。合并高校的事实说明,在学科优势组合、前沿交叉科学研究、资源共享等方面取得了明显效果。     

新时期进一步扩大高校办学自主权的思考

扩大高校办学自主权的问题由来已久,随着高等教育的发展和社会的进步,高校办学自主权的问题显得越来越迫切。扩大高校办学自主权既是高校自身发展的迫切要求,也是高等教育健康、快速发展的需要。为此笔者从五个方面提出了扩大高校办学自主权的具体措施。     

高校县域办学的特征及启示——基于鲁苏浙三省的比较研究

高校县域办学是高等教育区域布局调整的重要体现,对高等教育普及化发展起到了重要作用。高校县域办学现象以鲁苏浙三省较为突出,通过对三省高校县域办学的比较发现：山东县域高校集中在省会下辖县域大学城及东部沿海城市的县域,在高等教育大众化前期发展较快;浙江县域高校集中于省内四个都市圈,办学类型多样,从高等教育大众化后期至今发展迅速;江苏县域高校以高职院校为主,主要集中于苏南地区,在高等教育大众化前期发展较快。三省县域高校在快速发展的同时,还存在县域办学的制度供给不足、部分高校发展战略定位有偏差、县域民办高职院校师资不稳及生源不足等问题。需要通过持续优化县域高校办学布局,明晰高校县域办学战略定位,实现特色发展,创新县域高等教育制度及政策供给,多渠道拓展生源等路径,促进县域高校持续发展。     

校际联盟：高校发展的战略选择

21世纪初,战略联盟这种企业合作的组织形式已成为高等教育机构合作的重要形式。高等教育外部环境的变化要求高校之间加强横向合作,高校与政府的紧张关系需要以高校联盟这种中介组织加以协调,后合并时代的高校需要寻找新的途径来提升高校的竞争优势,提高高校自主创新能力更需要高校组建联盟以实现协同创新。要解决高校联盟发展中的困境问题,就需要我们对高校联盟有着全新而全面的认识。

西南联大全称国立西南联合大学,是抗日战争时期由北京大学、清华大学、南开大学联合组建而成。合并之初位于长沙,后迁至昆明,历时八年,取得了辉煌的办学成就,书写了中国高等教育史上的华彩篇章。在抗战时期极其艰难的办学条件下,西南联大却能取得如此成就,留给我们无限的思考。高校合并是20世纪末兴起的联合办学热潮,时至今日,院校合并办学已占中国高等教育的半壁江山。今日的合并办学虽不同于西南联大,但西南联大的办学方式却值得我们借鉴。
