Private for-profit higher education has grown rapidly in many parts of the world. This growth is attributed to many factors, including a broadening of the student population and the recognition that wider access to higher education will be economically beneficial to individuals, governments and society as a whole. In Australia, the number of students in private for-profit higher education is rising, with dramatic projections for the next 10 years. The Australian government has set a target to increase the participation of students in higher education, with a focus on increasing the access and success of students from disadvantaged backgrounds. It is unclear, however, what role the burgeoning private for-profit institutions will play in meeting the government's targets, and what incentives will be provided for them to increase the access and participation of students from disadvantaged groups. This paper analyses the key drivers of growth in private for-profit higher education in Australia, and discusses issues around quality and standards. It examines the strengths and limitations of the sector, and the extent to which it contributes to diversity, access and the participation of students from disadvantaged backgrounds. It argues that the sector needs clear government directions to improve levels of access, and new government policies to encourage public-private collaborations to help ensure sustainability. The paper also briefly touches on the need for a review into the current structure of Australia's higher education sector as a whole, and whether higher education would benefit from the formation of public community colleges with the explicit aim of widening access for disadvantaged student groups. Further, the paper suggests that encouraging such public-private collaboration may be beneficial to ensure access and participation of students from all walks of life, including disadvantaged groups.  相似文献

During the second half of the twentieth century, the Argentine education system went through a clear process of privatisation expressed in the increasing enrolment and state funding of the private sector. Especially in the 1990s, when the country implemented neoliberal economic policies, the academic literature had found in neoliberalism (in ideology, public policy and the enactment of certain laws) an explanation for this process of privatisation. Since the 2000s, and after a severe economic crisis, successive governments have rejected the neoliberal policies and have established a set of regulations and public policies with the explicit purpose of changing the previous policy trend. This article shows that after one decade of this new policy opposed to neoliberalism, the evidence suggests that privatisation of education has not only not been reversed but even expanded in a significant manner, reaching striking rates of increase, both in private enrolment and in state funding. Finally, the evidence presented shows that neither neoliberal nor post-neoliberal policies seem to determine the privatisation of education for the Argentine case. The article concludes with some remarks so as to design an explanatory model to account for the dynamics of the education system.  相似文献

Abstract

Although the first private university in Uganda was founded in 1988 and the private university sector has since grown rapidly to become one of the most prominent features of higher education (HE) in Uganda, the contribution of private universities (PUs) to the provision of HE has remained largely unexplored and as such, less understood. The purpose of this paper, then, is to analyse the contribution of PUs to the provision of HE in Uganda, using theories of the non-profit organisations and Geiger's conceptual framework about rationales for growth of the PUs. The paper is based on data that were collected through qualitative interviews conducted in 2008 with six faculty deans from Uganda Christian University (UCU); reviews of paper and web-based documents from the National Council for Higher Education (NCHE) and the PUs in Uganda; and reviews of national and internal literature about private higher education (PHE). Data analysis reveals that excess demand for HE, per se, was not responsible for the growth of the PUs in Uganda; instead, it created opportunities for individuals and organisations to establish PUs. Because of their diverse backgrounds and the policy environment in which they exist, PUs undertake various roles in the provision of HE.  相似文献

韩国、马来西亚和菲律宾等国的私立高等院校所占比例均在85%以上,在校生数占一半以上,高者达74%。这与所在国的高等教育发展政策、经费政策和管理政策是分不开的,其政府实施的经费资助政策更是私立高等教育发展、稳定与否的"晴雨表"。三国私立高等教育发展变化显示,私立高等教育发展与政府的经费政策,尤其是多元化教育投入有着很强的联系。  相似文献

This piece offers two stories and attempts a contrast between them. These are about how UK higher education responded to the economic crisis of the 1970s, and about how it is shaping up in response to the banking crisis of 2008 and its global ramifications. The first is constructed around the rise and fall of ‘public sector higher education’ between the James Report and the Dearing Report of 1997. During the last two decades, Latin American universities have experienced intense pressure to abandon the main principles established in the 1918 Córdoba Reform (i.e., autonomy and autarchy). While funding for public higher education has declined, they are pressured to relinquish a large portion of institutional autonomy in order to accommodate to market demands and to a new set of control strategies emanating from the state.We argue that current changes in Latin American higher education cannot be examined in isolation from larger political and economic changes in the region, which in turn are related to the dynamics of globalization. After the decline of socialist and welfare-state models, neoliberal regimes have become hegemonic in many parts of the world. In most countries, changes in financial arrangements, coupled with accountability mechanisms, have forced universities to reconsider their social missions, academic priorities and organizational structures. Concerns about equity, accessibility, autonomy or the contribution of higher education to social transformation, which were prevalent during previous decades, have been overshadowed by concerns about excellence, efficiency, expenditures and rates of return. The notion that higher education is primarily a citizens right and a social investment – which has been taken for granted for many decades – is being seriously challenged by a neoliberal agenda that places extreme faith in the market.Though we focus on the international dimension of university change, it is important to note that global trends are promoted, resisted and negotiated differently in each national context and in each individual institution. In the emerging knowledge-based society, the polarization between North and South is expected to increase even further if the scientific and technological gaps are not narrowed. Latin American universities have a crucial role to play in this regard. The paper is organized in two parts. The first describes the context of university change, focusing on issues of globalization and neoliberalism. The second examines the main features of university restructuring in comparative perspective, with a particular focus on Latin America.  相似文献

The last decade has witnessed a significant growth of private higher education around the world. The growth included the number of private education providers, and also the growing number of students. While some countries are experiencing trend growth, others are witnessing decline. Some of the reasons for the decline include increased regulation and stringent accreditation and reaccreditation of higher education institutions and courses, government policies to encourage the growth of public universities, and acquisition of small providers by large private education institutions. The growth of private higher education has increased competition, and it has also established collaboration with public institutions. The growth of private higher education has also raised concerns about ethical governance, maintenance of academic standards, and mechanisms to plan, review, and improve educational outcomes. This paper focuses on Australia where despite growth, there is limited research about private higher education. This paper reviews literature on the global growth and decline of private higher education. It then analyses the trends in Australia and possible scenarios for the future of private higher education in the country.  相似文献

从撒切尔夫人开始,英国就进行了广泛私有化改革,但英国的高等教育仍然由政府部门主导。最近的15年间,英国高等教育的财政制度和学校体制发生了巨大的变革,市场机制在英国高等教育中扮演了越来越重要的角色。在高等教育的结构方面,由过去主要以研究型大学为主,发展为多种类型大学并存。在政府对高等教育的管制方式方面,政府通过质量保证局与研究评估局,加强了对大学的绩效管理。在经费方面,一方面加强了绩效拨款,另一方面强调学生分担教育成本。在大学管理方面,在加强政府监督的同时,也进一步扩大了大学的自主权。这表明私营部门在英国高等教育变革中所扮演的角色越来越重要。  相似文献

In recent years, closing down private higher education institutions (HEIs) has become a serious problem in China. It seems that doubt is cast on the rationality of private HEIs and severe competition contributes a lot to their development. Many problems in the process of self-development are caused by both internal and external factors. From the perspective of sustainable development and the healthy development of students, priority should be given to the evolution of an idea to provide a positive environment for the development of private HEIs. This paper is an effort to deal with the statement that higher education in China is a seller's market and aims to do an objective estimate of the development space for private HEIs. In addition, it shows a clear understanding of establishing the prediction system for relevant issues of private higher education to guarantee the sound development of private HEIs.
