Reflecting a French perspective, the author presents a scenario whereby universities in the Twenty‐First Century will devote a considerable portion of their time and effort to continuing education (or training) as part of an essential effort to make lifelong learning available to all. This shift in emphasis will, among other things, lead to the transfer of certain specializations from initial education (undergraduate education) to continuing education to be offered on demand in reaction to the needs of business partners and of the labour market. The importance of co‐operative links with enterprise, business, and industry, is bound to increase and to become a crucial cornerstone of higher education in the future. As increasing numbers of adults‐‐mature learners‐‐will be (re‐)entering higher education through continuing education programmes, university pedagogy must adapt itself to these students who will be studying and working simultaneously. University research will also be affected by the emphasis on continuing education. The future of the university is bright provided it opens itself up to society at large, develops an entrepreneurial spirit, and is able to engage in dialogue in the broadest sense.  相似文献

Abstract:

Though his best‐selling novel of school life Eric, or, Little by Little: A Tale of Roslyn School has over the years been the subject of much attention, the wider educational thought and practice of Frederic William Farrar, teacher, novelist, scientist, classicist, theologian, and Dean of Canterbury, has for the most part been neglected by scholars. This paper discusses certain aspects of Farrar the educationist, including his distinctive evangelical attitude toward children; his fervent criticism of the prevailing Classical public school curriculum; his advocacy that much more science be taught; his strong antipathy to corporal and other punishment; his distaste for the increasing athleticism in the public schools; his view of the main purpose of education, namely the inculcation of morality, religious conviction, and intellectual rigor.  相似文献

The author examines developments in the context of the increasing professionalisation of teacher training in England, a movement which implies a greater integration of theory with practice. The focus upon current practice in schools is much sharper. The new style courses are examined in respect of content (emphasis on integration of multi‐disciplinary approaches), a specific example from the teaching of French, and style.

The use of educational discussion groups is analysed in detail, and the author is especially interested to identify the teacher characteristics and qualities which such groups may develop. The dynamics of the groups, and their reflections on both the content and the process of discussion, are critical to success, and there is considerable evidence that autonomous learning is fostered at the expense of role imitation.

Criticisms of the approach point to a slackening of academic rigour and the less systematic treatment of topics. Full evaluation is still required, but it is the author's judgement that the advantages of the discussion group approach outweigh the disadvantages.  相似文献

In this article I use the concept of ‘re‐agenting’ to explore and explain the role of non‐state agencies, principally private companies and business entrepreneurs, as key instruments in the government’s transformation of the school system in England. Their role takes both for‐profit and not‐for‐profit forms. The outsourcing to private companies of the implementation of government education policies and the delivery of educational services to schools and local authorities has created a profitable market. Equally significant is the growing involvement of the private sector in schools through the sponsorship of specialist schools and Academies on a non‐profit basis.  相似文献

Considering the nature of education, the author holds that the fundamental function of education is to serve the customers, with relation to the internationalization of higher education in China. This paper illustrates the inevitability of development and the relative differences, by the discussion of benefit or non-benefit orientation of China's private higher education. It points out the direction of its development and the conjuncture of survival with the conclusion that the best option is development, provided the maintenance of our education sovereignty.  相似文献

This thesis points out the main problems consisting in general education in higher education institutions (HEIs) of China mainland. General education need to be further improved and so does the quality of general education curriculum. The faculty construction should be more reasonable; the teaching administration models and the evaluation system should also be perfected. This thesis is also aimed to put forward the countermeasures: to pay more attention to general education, improve the quality of the general education curriculum with every effort, develop the faculty urgently, ameliorate the teaching administration models and establish the scientific and proper evaluation system of general education curriculum, and so on.  相似文献

Risk‐based regulation is a relatively new mode of governance. Not only does it offer a way of controlling institutions from the outside but it also provides the possibility of making an organisation’s achievements visible/visualisable. This paper comments on a list of possible risks that higher education institutions have to face. In a second step, it is discussed that a higher education institution changes when a framework of risk‐based regulation is adopted. The paper then illustrates how governance changes when the risk‐based regulation approach is transferred from a UK context to an overall European one with differing traditions of higher education.  相似文献

The objectives of expanding higher education are to foster advanced personnel and realize the concept of achieving equal access to education. The problems created by the expansion of higher education in many countries, including Taiwan, in fact indicate a divergence from originally anticipated objectives. Such problems include the uneven allocation of resources, tuition differences between public and private schools, and vicious competition in the face of declining student enrollments, all of which contribute to concerns about educational quality issues. Of additional interest is whether Taiwan's focus on university enrollments of disadvantaged ethnic groups has created a trend toward greater educational opportunities for its aboriginal people. Nevertheless, the distribution of resources is increasingly concentrated on elites from high socioeconomic backgrounds and in a few public universities. All of these factors have facilitated an increasing class reproduction in higher education. The original elites continue to enjoy a wealth of resources. Yet while more and more students gain access to higher education, their institutional teaching quality and learning environment still fall behind that of the elites.  相似文献

The movement for the higher education of women in Ireland in the nineteenth century has traditionally been viewed as a Protestant initiative. Scholarship suggests that the Irish campaign developed along the same lines as the English movement, gaining from and growing out of the English advances. Leading Protestant schools for girls have been viewed as the driving force behind the concessions afforded Irish women. This paper challenges this assumption, suggesting that contemporaneous developments in Ireland were driven not by neighbouring reforms but by denominational tensions. The role played by the Catholic teaching orders during the nineteenth century cannot be overlooked. Although initially conservative in their approach to educational provision for girls, the Catholic teaching orders – the Dominican, Loreto and Ursuline orders in particular – were key players and stakeholders in women’s higher education in the latter half of the nineteenth century. This paper explores the objectives of the pioneers of Protestant and Catholic female education, examining the relative influence of the Church of Ireland and the Catholic Church. It explores the possibility that the movement for the higher education of Irish women found its impetus not in gender equality, but in denominational rivalry.  相似文献

The outbreak of the First World War and the emergence of Russia as Britain’s ‘glorious ally’ swiftly changed public attitudes in Britain, which had been largely, but not entirely, hostile to Russia. The sense that Britain needed to cure its ‘abysmal ignorance’ of Russia, coupled with the strong desire to replace Germany, the enemy, as a trading partner with Russia led to the initiation of the teaching of the language at eight or more university‐standard establishments. The material and intellectual foundation of the nascent departments of Russian was a partnership between commercial‐financial and academic interests. Money from business sources was crucial in the introduction of Russian teaching at several of them. It was, however, only at Nottingham that the commercial sector actively tried (unsuccessfully) to control the behaviour of the college by restricting promised funding. Meanwhile, partnership with technical schools in recruiting teachers was a significant feature of the introduction of Russian to the higher and further education sector. Staff recruited consisted of both British scholars and expatriate Russians (or other Slavs). Russian departments or divisions were often actively supported within the university by specialists in other fields, who were strongly of the opinion that any serious university system should accommodate the study of a society and culture as significant as that of Russia. When it became clear after the October Revolution that Russia would not continue to support Britain, France and America in the war against Germany, the withdrawal of interest external to the universities did not cause the immediate demise of Russian studies in higher education; they were by this time established firmly enough to survive for intellectual reasons alone, and indeed they survive to this day in most of the institutions discussed here. University College, Nottingham, later to become the University of Nottingham, exemplifies in microcosm the principal trends and features of the national situation.  相似文献

The employment prospects for most higher education graduates worldwide are bleak for a number of reasons including the negative effects of the massification of higher education, rapid technological change, the crisis in the conception of work in highly developed societies, and the neo‐liberal political and economic agenda. A number of survival strategies are proposed to students as well as ways to improve the link between employers and higher education institutions so as to improve the study/future employment match. Students are advised to be flexible, able and willing to innovate, entrepreneurial, proactive, and not only to be willing to take risks but to consider risk and uncertainty as forms of opportunity.

Institutions of higher education world‐wide are in a state of flux; whether in developed countries where there is unease on the part of the community and politicians as to the value of such education for the resources expended, or in newly emergent nations where the institutions are often valued for the contribution they can make to nation‐building, but where the elitism they foster can lead to the imposition of a new social stratum on formerly agrarian societies.

Against this background this paper calls for an alert, active response to the task of leadership and management in our institutions. It is postulated that to meet the situation most institutions of higher education (IHEs) may have to move from the traditional “Oxbridge” community of scholars stance, to a more market‐oriented approach in patterns of governance and in their relationship with the societies they serve.  相似文献

Abstract

Unemployment in Poland rose throughout 1990, 1991, 1992 and 1993 but the proportion of school‐leavers among the unemployed peaked in 1990. Unlike in most western market economies, the best‐ educated young people in Poland did not prove the least vulnerable to unemployment. This paper uses evidence from studies of young people in Gdansk, Katowice and Suwalki to argue that one reason why young people from professional and vocational secondary schools have not borne a heavier share of Poland's unemployment since 1990 has been the flexibility and responsiveness of these schools to Poland's new labour market conditions. Since the reforms many of these schools have contracted drastically. Some have closed. But others have thrived The latter have often benefited from favourable local labour market conditions, but their success has usually been at least equally due to their own resourcefulness in introducing new courses which teach skills that are in demand, and securing various kinds of sponsorship from employers. Three reasons are offered to explain the responsiveness of education in Poland to the changing labour market conditions: general support for ‘the reforms’, the schools’ experience of making informal deals with employers under communism, and the post‐communist authorities’ willingness to force unsuccessful schools to close and to see teachers made redundant.

In times of rapid technological and organisational change, it is argued that lifelong further education becomes more and more important for labour market success. Especially in labour market segments for the highly qualified, it is essential to constantly update one's qualifications. This is reflected in the finding that graduates with tertiary education are closely involved in further training measures at the beginning of their life courses. Almost all take part in at least one further training measure in the first five years after graduation. The further education strategies of higher education graduates, however, vary greatly in terms of frequency of participation, duration of measures, financing of the measure and the type of skills acquired. Using a German graduate panel which traces a sample of graduates up to five years after they obtained their degree in 1997 (HIS Absolventenpanel), we analyse which of these strategies are most successful in terms of wages. Using random effect panel models, we find — controlling for a variety of other factors — that the frequency of participation in further education only has a significant positive influence on male graduates' wages. Moreover, it is mainly measures paid exclusively by the employer and courses directed at personality development, i.e. management skills, which have substantial wage premiums.  相似文献

One of the most recent European developments in the internationalization of higher education is the stimulation of regional co‐operation among institutions. In the so‐called border countries policy, Flanders, The Netherlands, and the German Länder of North‐Rhine Westphalia, Bremen, and Lower Saxony are collaborating in different ways to establish an “open higher education space”. Within the framework of this border countries policy, various initiatives have been taken in order to support co‐operation among higher education institutions from the countries involved. Amongst other things, research was undertaken in order to gain insight into the differences and similarities of the programmes offered in the five countries. In addition, the Ministries of Education of the participating countries have begun to allocate funds to institutions that have taken co‐operation initiatives that coincide with the policies of the countries concerned. These two aspects of the border countries policy will be discussed in this article.  相似文献
