The returns to education in Slovenia

This article provides estimates of the returns to education in Slovenia. A Mincerian earnings function was estimated on three data sets, i.e. the 1978, 1983 and 1993 Household Expenditure Survey, with the subsample consisting of households where adults were employees (in the public or private sector). The estimated rates of return for all educational levels and for both men and women were rather low in 1978 and 1983. This can be explained with a tightly regulated labour market, with direct state interference-and thus small wage differentials. In 1993, the estimated rates of return increased considerably, though they are still somewhat lower than in most developed market economies. This increase was-without doubt-caused by a more deregulated labour market and a strong push towards market liberalization.

目前我国普遍推行的双语教学或双语教育,在本质上属于外语教学的范畴。要超越这一局限,就应把双语教育的功能定位于跨文化教育。学校也应有强烈的跨文化教育意识和正确的文化选择观,有正确的目标定位,并充分挖掘各种跨文化教育的资源。

本文介绍了单片机课程在电类专业中的重要性,引入了项目驱动教学法作为授课形式,在编程语言选择的问题上,提出了双语言共用的论点,本着培养学生专业技能,强化实践造作能力的目标设计出一套完整的教学体系,包括教学形式、配套软件、相关活动和考核标准,为单片机课程改革提供借鉴。     

The matter of silence in early childhood bilingual education

The relationship between silence as non-speech and bilingualism in early childhood education is intricate. This article maps this relationship with the help of diverse theoretical entrances to a video-recorded everyday episode from a bilingual (Spanish–Swedish) preschool in Sweden. Though this, three alternative readings of silence are produced. Thinking with Deleuzian philosophy, the aim is to consider how the different readings of silence require different understandings of both time and language and allow different bilingual child subjectivities. The different readings present silence as development, strategy and intensity. Thinking with different dimensions of language as well as Chronos and Aion as different notions of time, the article shows that silence as development and silence as strategy are individually, chronologically and linguistically oriented readings. These allow viewing the bilingual child as more or less competent, active and powerful in relation to adults. Furthermore, silence as intensity is collectively produced as well as temporally unbounded, and produces the bilingual child, as involved in several material–semiotic relations capable of amazement. It is discussed whether, due to the evasive and inconsistent nature of silence, all three readings are equally (im)possible. Nevertheless, they produce different effects and raise different questions concerning bilingual educational practice in the early years.     

The new evangelisation and adult religious education in Slovenia: challenges and possibilities

The Catholic Church in Slovenia is facing the challenge of the new evangelisation in the area of religious education which, at present, is mainly confined to the parish catechesis. She recognises the urgent need to pass from the religious education of children to adult catechesis. The latter is already being implemented in various forms by a number of movements and new realities, which are mostly addressed to adults, indicating new catechetical approaches in a dechristianised environment.     

高校经济法课程双语教学模式研究

经济法双语教学对培养高素质的专业人才至关重要,但目前许多高校的经济法双语课程存在诸多问题,教学效果难以保证。应从师资队伍、教材、以及教学方法和手段等多方面入手,加强改革力度,提高双语课教学质量,为培养高素质人才服务。本文从双语教学的内涵及其相关理论探讨出发,联系实际概括了经济法课程双语教学存在的制约,从教学内容、教学方式、教学方法、考核方式等方面提出了经济法课程双语教学的模式。     

对双语教学的几点思考

双语教学在我国作为一种概念的提出已经有好几年的历史了。但由于各种各样的原因 ,真正在学校层面铺开的并不多见。我校作为浙江省的一所重点中学 ,在去年尝试开展了双语教学活动 ,笔者作为化学双语教学的参与者 ,现在把这一年来对双语教学的思考写成文章。希望能与各位同行做一交流。1　双语教学的定位 :双语教学是丰富教学的另一种形式双语教学在我校开展之初 ,在观念上不能接受的老师很多。反对的老师基本上认为 :我们用中文教课 ,还有大量学习困难的学生 ,况且用英文上课呢 !这一观点咋一听好象非常有道理 ,但我觉得这与教师理解双语教…     

Intercultural bilingual education in Nicaragua: Contextualisation for improving the quality of education

For the past 35 years, various models of intercultural bilingual education (IBE) have been implemented in Latin American schools and adult education. While Spanish is the official language in Nicaragua, many indigenous languages, such as Miskito and Sumo-Mayangna, are also spoken ?C especially in the Atlantic coastal region. The Nicaraguan Ministry of Education, Culture and Sport recognises the need for a flexible curriculum that reflects individual local and regional linguistic and socio-cultural characteristics, through the use of mother tongue and second language learning. The contextualisation model applied in the Atlantic coastal region of Nicaragua is therefore based on the use of a languages strategy in preparing textbooks and basic technical materials with an IBE approach, as part of the process of improving the quality of education. Thus intercultural communication is enhanced, and the need to strengthen the systematic teaching of languages, differentiating between mother tongue, second language and foreign language, is recognised. As well as explaining the contextualisation process in detail, this article discusses the conceptual differences between intercultural bilingual education (IBE) and bilingual intercultural education (BIE). The paper concludes with several recommendations for the further development of BIE in Latin America.     

The whys and wherefores of Native American bilingual education

Although many would agree in theory with the notion of bilingual education for Native American pupils, one must look deeper at this complex issue before a commitment is made to such a program. Bilingual programs in reservation schools and off-reservation serving a dominant Indian population make good sense and will continue to provide an important service. Not only do such programs make the transition to school easier for young Native American pupils, but also they provide an important cultural link to the child's heritage and promote positive concepts of self and build prideful identity. In urban areas, however, where approximately half of the Indian population of this country resides, it is difficult to defend bilingual programs because of the many problems involved in implementing such programs successfully. It is probable that these programs will continue to be found mainly in early childhood day care settings.     

我国目前双语教育的状况和改进措施

本文论述了双语教育的现状及其实施过程中面临的问题和挑战,并提出了六点改进措施。     

谈我国少数民族双语教育

我国的少数民族地区主要采用的是双语教学这不仅符合我国国情,也是在教学实践的过程中长期摸索出来的结果。双语教育是民族教育的一大特色特色,也是一个复杂并且不容忽视的问题,搞好双语教育不仅对提高少数民族人口素质大有裨益,还可以进一步提高整个国家和民族的文化素质。本文主要论及双语教育的必要性、现状以及问题解决的对策等方面。     

Issues in state funding for bilingual education

This essay focuses on the incentives and disincentives for local school districts created by state bilingual education funding policies. The programmatic and management concerns important to assessing the effects of funding formulas include: (1) student eligibility for bilingual education, (2) the minimum number of eligible students in a school building or school district for which the state mandates programs, (3) appropriateness of the educational program, (4) student transition into regular classrooms, (5) instructional unit size, (6) record keeping requirements, and (7) program and fiscal planning effects. Through efforts to efficiently and equitably utilize scarce resources, account for their use, and control costs, however, policy makers necessarily confront many unresolved research questions and policy issues. The relationship between funding and bilingual education controversies centering around measuring language proficiency, establishing entrance and exit criteria, and determining effective instructional strategies are reviewed.
