Abstract

The paper argues for the need to increase student participation in university governance, especially in relation to high‐level decision‐making concerning the aims and mission of tertiary institutions. The paper examines the arguments in favour of, and against, student participation in university governance. It also provides an overview of the findings of recent empirical studies on the topic. The need for a process of negotiation in the setting of higher education aims is emphasised and several suggestions are offered regarding ways of increasing student involvement in the aims‐setting process.  相似文献

The intent of the authors in preparing this paper is to compare and contrast the roles of Institutional Research in informing decision making and governance in higher education. Using a case study format the authors will provide an example of a research project conducted within each of the following sectors of United States higher education system: private 4-year not for profit, public major research institutions/private specialized institutions, and a pubic state university system. The first case study from the private sector will feature a mixed methodology study that used data from the National Survey of Student Engagement (NSSE) and student focus groups to explore student engagement at this institution and inform faculty development. The second case study will compare the use of data for decision making from the standpoint of large public research institutions and private specialized institutions. The third case study from a state university system focuses on recent initiatives in the public sector to inform the public, the institutions, the State, and the federal government using data from institutional research offices, student engagement surveys, and student learning assessments shared through consortia and national associations. These examples will be discussed within the structure of decision making and governance in higher education.  相似文献

The paper examines the views of students regarding the extent of their participation in the management of their university and their satisfaction with the degree of this participation. After an examination of the literature on student participation in university governance, the author presents the results of a survey based on data collected from 135 students of the University of Cyprus in 2002. According to the findings, respondents believed that their involvement in the management of their institution was very limited. This applied to both high and low levels of decision making, even though respondents recognised that their input was greater in less important decisions. The perceived limited involvement resulted in feelings of frustration and dissatisfaction among students, with the majority of respondents demanding a higher level of participation for all three decision making situations considered in the study. The paper discusses the implications of the findings for the practice of distributed leadership at contemporary universities, with emphasis on the need to abandon outdated leadership models. Specifically, it proposes measures for increasing student participation in university governance in the framework of a distributed leadership approach designed to empower the key stakeholders of higher education.  相似文献

Recent developments of the Italian student body are marked by an increasing diversification of prevailing student profiles. The presence of ‘new’ student groups is surveyed next to the groups which are the ‘traditional’ target of national policies for higher education and student welfare. Examples of such traditional target groups are, amongst others: males or females; students from well‐off and well‐educated families or from lower social backgrounds; resident or non‐resident students; undergraduate, graduate or postgraduate students (first, second or third cycle of university studies); students from different fields of study. Working students are to be quoted in ‘new’ profiles. They may either work regularly or take occasional jobs during terms; in both cases they no longer seem to be full‐time students and should be considered as de facto part‐time students. Although student work is not a novelty, what has changed in recent times is its development: working students are reported to be a majority in the university student body. Their emerging needs and expectations as university customers point to inadequacies and delays in the prevailing academic attitudes and in higher education policy‐making. The Italian Euro Student Survey is a monitoring of students’ living and study conditions in Italian universities. It is carried out in the framework of the Euro Student Report project, which involves many EU countries. Euro Student attaches great importance to the analysis of the impact of the diversification issue on the students’ living and study conditions, on their personal experiences and on their relations with academic institutions. Some of the most relevant emerging trends will be dealt with in this article, e.g. the demand for support and interaction with teachers and students (the ‘solitude’ issue), the increasing demand for better conditions in the study environment (the ‘quality’ issue), the differences in average academic achievements of different student groups (the ‘performance’ issue). Based on the updated available data, some ideas and theories will be explained as a conclusion about the possible impacts of the most recent reforms in the higher education sector in Italy, i.e. the design of new courses according to the ‘Bologna process’ and the planning of a new student welfare system.  相似文献

Financial pressures, restrictions on full‐time participation and the public commitment to access and lifelong learning, suggest that part‐time provision may be increasingly important in undergraduate‐level higher education. However the scale and organisation of part‐time provision varies across institutions, and its future development may depend on decisions taken at institutional level. This paper describes Scottish institutions’ policies for part‐time provision of first degrees and Higher National Certificates and Diplomas (HNCs and HNDs). It is based on interviews with senior managers in all 23 Scottish higher education institutions (HEIs), and in 11 further education (FE) colleges. Most institutions planned to expand part‐time provision. New (post‐1992) universities were the most committed to expansion; non‐university HEIs and some old universities were the least committed. Policies for expanding part‐time provision were often part of a broader strategy for flexibility. The research revealed two contrasting models of flexibility: many universities pursued flexible integration, bringing full‐ and part‐time study into a common web of provision, whereas FE colleges typically pursued flexible differentiation, maintaining the distinctions between (and within) the modes. Institutional polices were influenced by four sets of factors: institutional mission, other institution‐specific factors, government policy and funding, and demand; funding arrangements and demand were seen as the main drivers. Finally, we question whether the greater formal autonomy of institutions led in practice to more independent decision‐making, and whether the trends anticipated by our interviewees are in fact well entrenched.  相似文献

This paper focuses on the academic involvement in the design and delivery of new teaching and learning spaces in higher education. The findings are based on research conducted at 12 universities within the United Kingdom. The paper examines the nature of academic involvement in the design and decision‐making process of pedagogic space design, revealing some of the complexities and the tensions within this area of academic leadership. The research found that innovation and creativity on particular projects is often restricted by the project management decision‐making processes and that broader institutional aims are often underplayed once the design process goes into project mode. The paper concludes by calling for greater academic involvement in the design process in ways that allow for critical reflexivity based on discussions around the concept of ‘the idea of the university’.  相似文献

The article considers the importance of examining how members of university governing bodies understand and perform their roles in the politically complex context of contemporary higher education. While a growing body of scholarly literature is devoted to the study of university governance, much of this work neglects the human aspects of decision‐making in the presence of the competing interests, societal expectations and government intervention currently besetting universities. This article argues that, given this context, understanding of the factors impacting on university governing body effectiveness will be greatly enhanced by interpretive analysis of qualitative data obtained from university governance practitioners themselves.  相似文献

This article describes how the Australian university system has become increasingly multi‐ethnic and multicultural as a reflection of the greater Australian society that is also increasingly multicultural and multi‐ethnic. As the universities have evolved from being elitist institutions, based on a British model and accessible to only a small proportion of the population, to units making up a mass system, they have had to contend with two contradictory forces: government mandated efforts to increase the representation on university campuses of disadvantaged groups and pressures to reduce government spending for higher education. Increasing efforts, after 1990, on the part of Australian universities to recruit full‐fee paying foreign students have intensified student multi‐ethnicity on Australian campuses while providing near windfall sources of extra funds. Yet there are voices being raised regarding the propriety and the ethics of selling higher education in this way.  相似文献

Student participation in shared governance of higher education institutions is considered in the context of a civic role for higher education in a democracy. Statutory provisions for the governance of Irish higher education institutions are reviewed by reference to models of shared governance. Findings from a survey of actual levels of student participation within higher institutions in the Republic of Ireland are discussed and compared with patterns in Europe. The rationale for student participation in governance is critically examined with particular attention to the consequences of the client/customer paradigm. The case is made that participation in shared governance is a necessary but insufficient condition for the realisation of the democratic ideal. The relationship between academic democracy and political democracy is explored, highlighting the key role which academics have to play in creating the conditions for the nurturing of democratic values.  相似文献

The dynamic changes in tertiary education that were observed in Poland for the last 20 years transformed the Polish educational market and led to the immense expansion of educational institutions. The rapid increase in the number of students that continued until 2006 is however over and Polish universities have begun to compete for their clients. Increased competition along with the pessimistic forecasts for Poland with regard to demographic changes result in the growing demand for the knowledge on determinants of student educational choices and satisfaction. Although the amount of studies in this field is growing, Poland is still substantially underrepresented in the current research. The purpose of this article was to examine the underlying factors behind the choices that Polish students make while pursuing their tertiary education. The research method that combines focus groups’ discussions and a survey study among 1,420 business major students helped us to identify the factors behind three phases of the decision making process: pursuing higher education; information search along with final choice of a university; and satisfaction from chosen studies. Our research implies that decision making with regard to tertiary education is multifaceted and longitudinal as it combines a different set of factors in each stage of the decision making process.  相似文献

While a lot has been written regarding the changing management and governance arrangements in higher education, less is known about how this progression relates to quality in higher education. The purpose of this article is to describe the context of governance in Portuguese higher education institutions and how institutional governance arrangements impact on quality and quality assurance mechanisms of higher education. The study is based on four institutional cases studies, comprising two universities and two polytechnic institutions. Semi-structured interviews were conducted with senior managers, middle managers, academics and students from Arts and Engineering, and documentary analysis was undertaken. The main findings show that national and institutional features of governance and management may influence the implementation of quality policy and procedures, and indeed quality improvement. The different institutional actors seem to be aware of the dynamic nature of the equilibrium between positive and negative impacts and recognise the need for checks and balances in the governance and management structures of higher education institutions, especially between collegial and managerial facets.  相似文献

The expansion of private sectors of higher education has usually been regarded as a factor of diversification in higher education systems. Some of this differentiation has been found to arise from the affiliation of private institutions with organizations outside the field of higher education. This article reports the results of a study of this form of interorganizational relationship in private universities in Chile. Cases include universities founded or sponsored by religious, business and military organizations. A typology of private universities is proposed, on the basis of the forms affiliation (or its absence), was observed to take in the cases examined. Weak and strong forms of affiliation are described, and affiliated universities are compared to “proprietary” universities, i.e., those owned by individuals who govern them from their positions in the board of directors, and “independent” universities, in which governance lies with internal – academic or administrative – constituents. Albeit derived from the case of Chile, the typology could be applied to the analysis of private higher education in other national systems. The second part of the article seeks to ascertain whether affiliation operates as a source of differentiation in Chilean private higher education. Results show that, compared to the other types of private universities, the affiliated ones possess distinctive mission statements and declarations of principles, consistent with the orientations of their sponsor institutions, they tend to be smaller, and to have more full-time and better qualified faculty. Some receive financial support from their sponsor organization or its members. Distinctiveness was not found in indicators of prestige and student selectivity, nor in tuition levels, program offerings, curriculum design, the weight of research and graduate programs in their functions, student socioeconomic profile, and faculty involvement in governance. This is not to say that there are no differences in these dimensions among private universities: much diversity exists, but most of it cuts across all categories of interest for our study. Overall, affiliation does not appear to be a strong factor behind the diversification that exists in the Chilean private university sector.  相似文献

This article aims at analysing and discussing student participation in Portuguese higher education institutions and, specifically, in university governance. In a first moment, it describes this participation under both the previous (1988–2007) and the new legal frameworks (since 2007). A discussion of the changes introduced by this last framework and the extent to which it has contributed to the erosion of student participation in governance is undertaken. Next, the article deals with the ways students are involved in quality assessment at both its systemic and institutional levels. The case of a specific Portuguese university is used as an example of how this involvement takes place. The article concludes with a discussion on the main features of Portuguese student participation in governance, focusing on its effectiveness and suggesting measures for improvement.

Investment in higher education facilities in terms of both hardware and software has witnessed significant growth on a yearly basis since the reintroduction of the college entrance examination known as the NMT in 1977. However, a social assessment of graduates’ qualities seems to indicate that the improvement in skill levels and graduates’ general qualities has failed to keep pace with the growth in investment. As a bridge to relate college environment to student gains in learning, student self-determined involvement in educational activities plays an important role in analyzing the educational effects of colleges. Based on a conducted through the survey of Chinese College Student Experience Questionnaire, with data collected from 647 valid respondents, universities can observe and evaluate the levels and quality of students’ involvement in the educational process. The students’ involvement of educational activities can be investigated through data analysis, employing statistical methods of a structural equation model. In observing student involvement in the educational system, it becomes apparent that the students’ capacity for building on and playing a key role in the improvement of the quality of education they receive is largely controlled by their involvement activities in the learning process. In addition, both of the college environment and student motivation have a combined and significant effect on student involvement behaviors. Student involvement can be divided into three gradual but distinct levels (controlled, identified and integrated involvement) in accordance with the varying degrees of internalization. Student involvement will exponentially magnify the positive effects on student gains when colleges invest in new and additional resources, particularly when students become more deeply involved in the educational environment. In addition, when colleges make a concentrated effort to recognize the importance of student involvement, and they encourage and incentivise students to become involved, the college itself will benefit greatly from the improved university environment. This combination of mutually beneficial activity, therefore, represents a virtuous circle of promotion between college and students.  相似文献

Because of their capacity to sift through large amounts of data, text mining and data mining are enabling higher education institutions to reveal valuable patterns in students' learning behaviours without having to resort to traditional survey methods. In an effort to uncover live video streaming (LVS) students' technology related‐problems and to improve their learning experience, we applied text mining to data culled from LVS interactions. Our findings revealed low LVS student participation, which triggered us to initiate several actions to promote more active student participation. Our findings support previous studies regarding the effectiveness of data mining in transforming raw educational data into knowledge and decision‐making tools.  相似文献
