本通过介绍美国《艺术教育国家标准》的由来，阐释了当代美国艺术教育改革的基本理念，具体分析了美国艺术教育改革的若干个特点，提出我国的音乐基础教育工作必须树立新的教育理念。

20世纪90年代,印度高等教育系统发生了重要的历史性变革。在这十年间,印度的高等教育一直致力于私有化方向的改革,并取得了一定的进展。但由于缺少与之发展相适应的政府长期规划,引发了高等教育系统的混乱。     

Teacher Education Reforms in Albania

Albania is a society undergoing many changes as it moves from the former communist system of strong centralised control towards a more democratic system with more autonomy for institutions. Drawing on insights gained from teacher educators and government representatives in Albania, the paper examines the process of change and the types of reform-modernisation, structural and systemic. The paper also discusses the initial implementation in Albania of one of the reforms, that directed at the balance and role of school experience and analyses differences in its implementation for primary and secondary teacher training. L'Albanie est une société qui subit de nombreux changements à mesure qu'elle se transforme d'un ancien système communiste avec un puissant contrôle centralisé vers un système plus démocratique avec davantage d'autonomie pour ses institutions. A partir des observations des formateurs d'enseignants et des représentants du gouvernement en Albanie, cet article examine le processus d'évolution et des types de réforme-la modernisation structurelle et systémique. Cet article considère la mise en place initiale en Albanie de l'une des réformes, celle qui concerne l'équilibre et le rôle des stages pratiques dans les écoles. Enfin il analyse aussi les différences concernant sa mise en place dans le primaire et le secondaire. Albania es una sociedad que está sufriendo muchos cambios, al pasar de un sistema comunista caracterizado por un fuerte control centralizado, hacia un sistema democra ´tico con más autonomía institucional. Basándose en observaciones de educadores y funcionarios en Albania, este artículo examina el proceso de cambio y los tipos de reforma como la modernización tanto de las estructuras como del sistema. Este artículo trata igualmente de la ejecución de una de las reformas aquella que busca poner en práctica un equilibrio entre el papel y la experiencia de la escuela, y analiza los distintos impactos de la implementación de la reforma para la formación del docente tanto de primaria como de secundaria. Aufgrund der Umwandlung von einem stark zentralisierten, kommunistischen System in ein demokratischeres System, in dem Institutionen mehr Autonomie besitzen, finden in der albanischen Gesellschaft viele Veränderungen statt. Der Artikel stützt sich auf die Erfahrungen sowohl von Lehrausbildern als auch von Vertretern der albanischen Regierung und untersucht den Umwandlungsprozeß und die verschiedenen Reformversuche, das heißt strukturelle und systemische Modernisierung. Der Artikel befaßt sich mit dem Anfangsstadium einer der Reformen in Albanien, durch die die Länge und Bedeutung des Lehrpraktikums bestimmt werden soll. In der Analyse werden unter anderem Unterschiede in der Durchführung der Ausbildung für Grundschullehrer und Oberschullehrer aufgezeigt.     

Reforms in Teacher Education in India

The well-established tradition of teaching andlearning in India has retained its inherentstrength even under adverse circumstances. Thepost-independence period was characterized bymajor efforts being made to nurture andtransform teacher education. The system ofteacher preparation has come under considerablepressure as a result of the expansion andgrowth of school education, through efforts touniversalize elementary education. Havinginherited a foreign model of teacherpreparation at the time of independence fromBritain in 1946, major efforts have been madeto adapt and up-date the teacher educationcurriculum to local needs, to make it morecontext based, responsive and dynamic withregard to best meeting the particular needs ofIndia. The current system of teacher educationis supported by a network of national,provincial and district level resourceinstitutions working together to enhance thequality and effectiveness of teacherpreparation programs at the pre-service leveland also through in-service programs forserving teachers throughout the country.The changing role of teachers and the changingdefinitions of teacher effectiveness have beenincreasingly studied and analyzed, withresearch undertaken and the outcomes being fedback into the system to facilitate the processof education reform. The current focus ofresearchers, policy makers and practitionerswith regard to teacher education is on thedevelopment of professional competencies, andon the most effective ways of achieving higherlevels of commitment and motivation forhigher-level performance on the part ofteachers. In addition, important possibilitiesare arising with regard to current developmentsinvolving the new information and communicationtechnologies. As a result, teacher educationin India is on the brink of a majortransformation.

长期以来青少年教育发展问题都是全世界共同关注的一个重要话题。青少年对未来充满理想,具备探索精神,拥有充沛的精力和强烈的求知欲,然而在心理和生理都处于急剧复杂变化的成长时期,他们缺少必要的知识体系,缺乏辨别是非的能力。因此,在坚持国内教育研究的基础上,有必要借鉴国外教育发展模式进行反思。通过研究美国新品格教育,正确把握理论知识内容、教育实践方法,有助于对我国青少年教育发展的影响,为我国教育创新提供可供参考的价值作用。

消费主义在全球范围内的广泛流行,最终催生出了高等教育改革的消费主义倾向,这这种倾向与学生中心论的教育理想显然不同,它主张高等教育的质量由顾客来定义.在学生消费者至上等言路的影响下,改革者面临以学生为本或以真理为本的困惑,面临经济合理性与教育自身逻辑相冲突的考验,甚至存在偏离教育宗旨的危险.因此,消费主义倾向在高等教育领域的全球化值得深入反思.

教育私营化改革中政府与公立高校关系的调整

20世纪80年代以来,高等教育需求的快速增长与政府财政能力的有限之间的矛盾越来越尖锐,并且社会各界对公共教育体制的低效和质量也提出越来越多的质疑。因此,不少国家和地区教育提出并实施教育私营化的改革措施,以期通过引入市场竞争,提高政府公共资源的利用效率,增加社会各界对高等教育的投入,并改善整个高等教育体系的质量。教育私营化改革中,政府与学校关系的改变是不少研究者和决策者关注的重点。本文根据Levin(1991,2001,2002)提出的包括财政、规范、辅助措施在内的三个政策分析工具,评析中国大陆公立高等教育私营化改革过程中公立高校与政府之间关系的调整。     

Racism as Policy: A Critical Race Analysis of Education Reforms in the United States and England

Abstract

Critical race theory (CRT) views education as one of the principal means by which white supremacy is maintained and presented as normal in society. The article applies CRT to two real-world case studies: changes to education statutes in the state of Arizona (USA) and the introduction of a new measure of educational success in England, the English baccalaureate. The analysis highlights the globalized nature of neoliberal education reform and its fundamentally raced and racist character.

20世纪90年代以来，美国政府通过择校计划、学券制和特许学校等，积极推进市场化，在教育界引入竞争机制，同时强化联邦政府对全国教育改革的干预能力，努力实行优质教育，增进教育公平，建构学习化社区，试图在新世纪继续长期保持其世界惟一超级强国的地位。其间虽然围绕择校、学券制、特许学校和联邦政府干预地方教育改革等的合法性问题展开了广泛争论，但这一系列教育改革仍然得到了积极而坚决的推行。     

Privatization: An Unheralded Trend in Public Higher Education

Privatization refers to the changing funding base for public higher education. Beginning in the late 1970s, state governments slowly but steadily decreased the level of support for higher education. As the state support declined, student tuition rose, both in absolute terms and as a percentage of the support for the Education and General budgets of public colleges and universities. At the same time, the rationale for higher education changed, from viewing it as a public benefit—with the major share of the cost borne by the public—to describing it as a private benefit—with the students paying the major share of the cost. A public policy issue of this magnitude requires the involvement of the public in an informed discussion before change occurs.     

Evolving Privatization in Eastern and Central European Higher Education

With the fall of communism in 1989, Eastern and Central Europe would quickly become part of an already strong global tide of privatization in higher education. Nowhere else did private higher education rise so suddenly or strongly from virtual nonexistence to a major regional presence. A fresh database allows us to analyze the extent and dimensions of that presence, including various national and subregional quantitative dimensions. Yet the private sector is strongly challenged on several fronts, including paradoxically by the public sector’s own partial privatization, sometimes closely linked to the private-sector growth. Nonetheless, private higher education has continued to grow thus far into the new century, with shifting national and subregional patterns. Higher education privatization remains a noteworthy reality in Eastern and Central Europe but it is an evolving reality.
