Juggling Justifications: Modifications to the National Television Station Ownership Rule

In light of the court's rulings in Fox et al. v. Federal Communications Commission (FCC) that the Commission failed to explain its departure from its 1984 efforts to eliminate the National Television Station Ownership rule, this paper examines the FCC record and finds two competing justifications: The 1984 Report argued that the rule did not encourage localism whereas the 2003 Report argued that the rule sustains localism, defined as affiliates' right to preempt network programming. This case demonstrates the politics of broadcast regulation, the power of the rhetoric of the marketplace, and the increased role of the courts in policy-making.

本论文就中国省级电视台电视剧产业链整合模式的原理进行解析,主要解析制播分离与自制剧、定制剧模式。本文认为,制播分离实际是纵向分离,会有分工的经济效率;自制剧与定制剧模式就是纵向一体化与纵向联盟,它们针对省级台会有利弊两方面的影响,但结合省级台的现实处境看,目前利远大于弊。     

Acknowledgment of victory and defeat: The reciprocal ritual

Acknowledgment of victory and defeat by presidential opponents is a reciprocal ritual that terminates the campaign for the mass audience. It is argued here that situational and substantive rules have evolved that govern these brief messages and that violation of these rules causes disruption in the transition of leadership. Rules are derived from examination of all presidential victory and concession statements from 1952–1976. These rules are then applied to the Carter‐Reagan statements made on election night, 1980.     

The origin and development of a concept: the information society

The constructs that underlie a discipline are complex and often times uncertain. It is argued that the ways in which we perceive and conceptualize are influenced by our habits of mind and our view of the world. This paper traces the concept of the "Information Society" from its inception in the discipline of economics through its development and its subsequent diffusion to the field of information science.

NVQs in Publishing: why bother?

National Vocational Qualifications, NVQs, have received a mixed reception in the UK and not least in the publishing industry. The background to the introduction and development of NVQs is covered and the process by which the qualifications are implemented, the procedures for assessment and relevant organisations are described. A Unit from one of the Book Publishing NVQs is presented in detail. It is argued that NVQs are an important part of continuing professional development for those in the publishing industry.     

Context and learning: the value and limits of library‐based information literacy teaching

This month's regular feature will discuss some of the implications for library‐based information literacy teaching that have emerged from a HEA‐funded research project conducted at De Montfort University. It is argued that information literacy teaching as it has evolved in a university setting, while having a greater degree of relevance and value than ever before, nevertheless has inherent limits when it comes to its transferability beyond the academy and into a workplace setting. Ain’t Nobody’s Business If I Do (Read Serials)

Ms. Dorothea Salo, Faculty Associate at the School of Library & Information Studies of the University of Wisconsin-Madison, argued passionately and cogently about the obligation of librarians to protect the privacy of patrons using electronic serials and the data generated from that usage. Libraries should forcefully express their concerns to vendors of such resources about their collection and commercialization of user data and should stipulate provisions in their contracts and licensing agreements to prevent such misuse of patron’s personal information.

Mutatis Mutandis: Writing (After Derrida [After McLuhan {After Joyce}])

This essay plays Jacques Derrida and Marshall McLuhan off of one another and allows each to rub up against the other's voice. It will be argued that these works (which are rarely, if ever, read in conjunction) elicit underlying themes of each other, including similarities found in both their subjects and their reception. A connection via James Joyce will be discussed as well. The “writing” of non-books by Derrida and McLuhan, it will be argued, deconstructs communication form in a manner similar to Joyce, highlighting and applying to Derrida and McLuhan what Samuel Beckett once said of Joyce: “His writing is not about something; it is that something itself.”

The U.S. supreme court 1969‐1992: A shift toward an individualistic style of judging

Prior research has noted the increase of concurrent and dissenting opinions issued by the U.S. Supreme Court. It has been argued that the proliferation of concurrent and dissenting opinions is symptomatic of an “individualistic” style of judging. This paper seeks to answer the question of whether individualism has also become manifest among the sitting Justices on the Supreme Court. It is argued that the number of personal references in Court opinions offers a linguistic clue as to how the Justices see themselves and the Court as an institution. The key issue is whether the sitting Justices see the current Court (and themselves) as an institutional body or as a fractionalized collection of individuals. A content analysis of Court opinions offers some support that an individualistic style of judging has increased over time.
