法制新闻的法制属性是它区别于一般新闻的特殊性。这种特殊性体现了法制价值，遵循了法律规范，凝聚了法治精神。法制新闻除了要按照新闻规律遮作外，还盐须遵守法制的基本规则，它主要体现在：维护宪法与法律权威，尊重司法独立，恪守无罪推定，树立法律真实的证据意识，坚持与司法程序共进。     

Democracy through access to legal information for newly democratizing nations: The Kenyan perspective and lessons from the American experience

The rule of law is essential for a country's development process, providing one of the ingredients for stability in newly democratizing countries that eventually promotes strong judicial systems. Likely factors contributing to weaknesses in the judicial systems include the absence of functional legal information systems, especially the availability of judicial decisions, as well as the inability of the populace generally to access legal material and legal information. Taking Kenya as an example and using the US judicial process as a foil, this paper examines the proposition that the availability of judicial decisions in case reporters enhances democracy by increasing judicial transparency and contributing to some predictability in the law, thus enhancing the rule of law. The paper also emphasizes the crucial role that information technology and the Internet could have in advancing access to legal information.     

Disembodied Voices and Dislocated Signals: The World of Modern-Day DXing

DXing is a hobby which historically has been associated with amateur radio enthusiasts, though there are subcategories of DXing which focus on shortwave, AM, FM, and other communications. DXing features many interesting characteristics, including its own jargon, intercultural communication, a competitive, gendered orientation, eavesdropping, and a strong sense of community.

This article examines an understudied aspect of radio listening: the DXing community. There is a dearth of scholarly research focusing on this community of radio listeners, but DXing remains a popular and widely practiced hobby and aspect of radio listening to this day. Based on 17 interviews that were conducted with active, present-day DXers (including ham radio DXers and broadcast band DXers), as well as a textual analysis of articles and other materials pertaining to DXing, this article examines the hobby, the particular aspects which appeal to its participants, and some of its notable characteristics, such as the jargon that has developed within the community, and its social networking aspect. Furthermore, the response of the DXing community to the growth and increased prevalence of new media technologies is also examined.     

American psycho: A collection management survey in Canadian public libraries

A survey of issues associated with the collection management of American Psycho in Canadian public libraries reveals that selection and circulation of controversial titles remains a difficult task for many librarians. Book reviews, articles in magazines and newspapers, and presence or absence of patron requests were important factors in both positive and negative purchase decisions. Large libraries were more likely than small or medium-sized ones to acquire the title, and very few complaints about the book were received from patrons. Librarians attempted to manage the interplay of the forces of quality, demand, media attention, community needs, and intellectual freedom when deciding whether to order American Psycho and how to circulate it in the collection.

辛亥革命时期,随着革命的爆发、深入、受挫,到袁世凯篡权,美国对华政策也出现了一个与列强"合作"到分道扬镳的变化.在我们研究这一变化时,有些学者往往忽视了美国传教士的观点及其影响,因而对于这一变化难以作出合理的诠释.有感于此,本文拟就辛亥革命时期美国传教士的观点与美国政府的对华政策作一些初步探讨,以透视两者之间的内在联系,并进而说明导致美国对华政策变化的深刻原因.     

The rhetoric of ideological consensus in the United States: American principles and American pose in presidential inaugurals

This essay addresses the need for organizational communication scholarship to come to terms with the contested nature of globalization through analyses of collective resistance. We argue that organizational communication has largely situated the study of resistance at the level of the individual, and characterized it as an element of micro-politics located within organizational boundaries. Thus, resistance has been considered in localized, interpersonal terms, without full appreciation of its political and ideological significance. This essay builds a case for reconsidering resistance in order to study “globalization from below” and highlights protest movements as exemplars of transformative resistance. Finally, the essay advances a study of organizational communication with expanded disciplinary engagement with respect to globalization.     

Co-production in digital transformation of public administration and public value creation: The case of Denmark

Public administrations are investing in the digital transformation of their citizen-oriented services and internal administrative processes. They are using co-production approaches and include different types of stakeholders into these transformative processes to increase service quality and generate public value. In this study, we investigate how these co-production approaches are implemented in both digital strategy formulation and implementation in Denmark. We identify four different types of public value: citizen, economic, administrative and societal public value.     

The public sector's roles in the sharing economy and the implications for public values

Motivated by the growing significance of the sharing economy, we discuss the roles the public sector may play within the sharing economy and the corresponding implications for public values. The sharing economy represents a transformative agent for the public sector within the current landscape of digital transformation. While the public sector has so far acted mainly as a regulatory body in the sharing economy, we here discuss implications for other roles the public sector may take on, including the roles of customer, service provider, and platform provider. Framed within the context of the public value ideals (professional, efficiency, service, and engagement), we examine the opportunities and challenges of each role for the four public values. Finally, we identify areas for future research, focusing on the implications of public values for the public sector in the sharing economy.

In Our Own Voices: Reproductive Health Radio Programming in the Peruvian Amazon

This article examines the political and social implications of broadening public discourse and facilitating a collective mediated space in which gendered inequities, interests, and identities are debated via the feminist reproductive health radio program Bienvenida Salud! The article describes the mediascape in rural and indigenous Peruvian Amazonian communities and the ways in which feminist reproductive rights discourse has been introduced and interpreted in communities that have limited exposure to global feminism. By analyzing the reception and listening practices among the Bienvenida Salud! audience, the authors explore arguments about the limits and possibilities of participatory media to effect social change. Finally, the article examines the capacity of Amazonian women to use alternative media to voice their traditionally ignored reproductive health priorities, goals, and practices, and in so doing, critically assesses the potential of participatory media interventions to influence the discourses of global feminism and population planning.
