Automating Veterans Administration libraries: I. National planning and development

The Veterans Administration Library Network (VALNET) needed an automated library system that could interface with the agency's national automation activities. The Library Special Interest Users Group was established to oversee the selection of appropriate automated systems. The Massachusetts General Hospital Utility Multi-Programming System (MUMPS) computer language and VA FILEMAN, a database management system, are being used to create new library software, which will be in the public domain.

André J. Nault has been the head of the Veterinary Medical Library at the University of Minnesota since 2005 and an adjunct assistant professor in the Department of Veterinary Clinical Sciences. He has a background in wildlife research and veterinary practice management. His current research interests include veterinary informatics and open access. 科技基础性工作数据资料的汇交与整编

国家科技计划项目数据资料汇交与规范化整编对于促进数据的开放共享,发挥数据资源的最大价值,实现 国家科技投入的最大效益具有重要意义。科技基础性工作专项是国家科技计划的重要组成部分,其数据资料尚未得到 有效的汇交与规范化整编。基于此,本文首先研究科技基础性工作专项项目数据资料汇交与规范化整编的总体流程, 然后论述了数据汇交和规范化整编的具体内容和实施步骤,最后开展了数据资料汇交与规范化整编实践。本文的研究 思路对于国家各级科技计划项目数据资料的汇交与规范化整编具有重要的参考意义。     

论立法促进国家档案馆向公共档案馆转型

用面向社会开放档案的功能性标准取代代表国家权威的地位标准来划分档案馆类型,以立法促进国家档案馆向公共档案馆转型,引导档案馆之间从相互争执代表国家权威的恶性竞争转向开放档案为社会公众服务的良性竞争,是从根本上解决国家档案资源归属与流向问题的釜底抽薪之策。     

Teaching About the Internet:

Since 1991, the Kennedy Library has offered a 10-week, 1-credit course for undergraduates, primarily focused on accessing library catalogs and full-text databases through the Internet. Utilizing lecture/demonstrations and hands-on experiences, the students are introduced to a multitude of state, regional, national and international library catalogs; journal article databases, for both citations and full-text articles; local collections of specialized materials; and full-text bibliographic and numeric sources. In addition, the capabilities of electronic mail and computer conferences are introduced. This article will discuss the framework for the course, instructional stategies, and factors which have contributed to its success.     

我国公共图书馆的产权制度形式及其供给机制分析

根据西方产权理论分析，国家图书馆是一种公有产权的制度安排，各级地方公共图书馆是一种社团产权制度安排。基于我国公共图书馆是一种准公有产品，是通过财政支出来提供的，所以在收费上不应以市场为原则，而应以弥补日常办公经费为基准。     

On the Track of ACM SIG Publications:

Bewildered by the profusion of entries for the various publications emanating from the Association for Computing Machinery, Special Interest Groups, the author sought and provides a listing of their titles. The author suggests that the variation in cataloging, many ignoring their affiliation with the association, makes it difficult to provide reference service. The lack of consistency, easily seen in union lists, may contribute to the public image of what librarians do. Approaches to cataloging of serials should consider the client at least as much as ease in handling.
