在近期美国联邦教育计划中，择校制度已成为基础教育改革中引人注目的话题。美国的择校制度，旨在改革传统公立教育的体制和管理方式，从过去的“科层行政管理模式”转化为“经济市场调节模式”，从而打破公立学校的垄断局面，为广大家长和学生提供更多的自由选择权利，以最终达到提高教育效益与教育质量，实现教育公平的目的。     

Information and Communication Technologies Usage by Students in an Israeli High School: Equity, Gender, and Inside/Outside School Learning Issues

This study describes and analyses a survey that was conducted with 384 students from grades 7–12 in a typical urban High School in Israel. The students reported on the extent and characteristics of Information and Communication Technology (ICT) usage within and beyond school time and location. Its focus is on (a) equity issues regarding the extent, purposes and scope of ICT usage and students self perception in ICT proficiency; (b) gender and age differences in ICT use; and (c) relationship between inside/outside school learning processes. The findings show that 10% of the students are non-users of ICT, two thirds are common-users and only 25% are skilled users. About half of the students use the Internet to some extent. Major Gender differences were found: in general, more boys used ICT more extensively than girls did. Differences among age groups were found mainly with respect to the use of complex applications, but not regarding Internet usage. These results are discussed in the light of the three focal issues: equity, gender, and integration of learning processes taking place within and outside school.

随着社会发展,地理环境与人类活动关系日益密切,面对新的形势,为使学生更好地掌握一定的地理知识,中学地理教学改革迫在眉睫。文章对以往的地理教学改革进行了回顾,总结了地理教学改革所包含的科学性、复杂性、实践性、开放性、长期性和延续性五大基本特征,并指出当前中学地理教学改革中仍存在的四点问题:一是部分中学对地理教学作用缺乏认识,仍然将地理看作“副科”消极对待;二是地理教学只注重理论,缺少实践活动;三是改革的评价机制不健全;四是部分教师素质不高,教学观念落后于时代的要求。针对当前中学地理教学存在的问题,深入提出了几点改革意见。     

Project Proficiency: Assessing the Independent Effects of High School Reform in an Urban District

ABSTRACT.

The authors sought to determine if an urban school district's effort to fundamentally change teaching, assessment, and intervention practices increased student achievement and decreased achievement variation among classrooms in 11 high schools. They examined Grade 11 mathematics achievement data from the 2009–2010 and 2010–2011 Kentucky Core Content Test. The sample consisted of 2,451 students in 11 high schools that implemented an initiative called Project Proficiency. The study used hierarchical linear modeling to determine if changes in instructional practices yielded academic gains, while controlling for individual and school socioeconomic status (SES) and prior student achievement. The analysis revealed that Project Proficiency had a significant impact on state mathematics achievement and reduced classroom variation by 55% in the final model, as opposed to 16% in the control group. Results also indicated that a school's SES had a greater influence on student achievement than an individual student's SES.

为了解中学教师对中学生未来性别角色发展的期望,本研究采用性别角色期望调查表调查了99名中学教师,结果发现：中学教师对男生的性别角色期望趋近于男性化,对女生的性别角色期望趋近于双性化。教师期望男生在下列特质中高于女生：快乐的、有幽默感的、自立的、有创造力的、喜欢运动的、善交际的、精干的、胆大的、心宽的、不屈不挠的、主动的、奔放的、侠义心肠的、豪放的、外向的、直性子的;教师期望女生在下列特质中高于男生：善良的、爱整洁的、洁身自好的、文雅的、和气的、纯真的、含蓄的、心细的、守本分的、安分的、温柔的、柔情的、温顺的、文静的、贤淑的。

学校教育对学生个体的性别社会化以及人格的形成具有重要的影响,高中阶段的教育是学生社会化发展的关键阶段.我们以高中课程改革新编语文教材为调研对象,对教材中不同性别人物出现频次、课文中男女人物职业形象、不同性别的性格特征描述3个方面进行了统计、调查,并用性别平等的观念对调查结果进行了分析;对新、旧教材中人物的性别角色状况进行了比较,并对教材编写、教材审查、教材使用等提出思考和建议.

School Admissions: Increasing Equity, Accountability and Transparency

This paper examines the impact of education reforms on school admissions policies and practices. It discusses the changes that are needed to improve the current system, especially in areas where the market is highly developed. It is concluded that the new legislation to be enacted by the current Labour Government should be beneficial, but that more far-reaching changes are needed for the admissions process to be equitable, transparent and accountable.

Absent from School: Educational Policy and Comprehensive Reform

State and federal policy constitutes a significant component of the educational environment. School leaders stand at the intersection of policy and practice in attempting to implement systemic school reform. This report begins with a brief overview of (1) recent federal policy alignment initiatives, (2) the Comprehensive School Reform Demonstration (CSRD) grants program, and (3) the general policy environment in North Carolina. We then draw on evaluation data from North Carolina schools receiving CSRD grants to suggest that initial school efforts are marked by two significant absences, chiefly, the absence of comprehensive design perspectives to guide improvement efforts and the absence of critical analysis during application of improvement models. We close by offering suggestions for school leaders engaged in systemic reform efforts.
