This study developed and tested a comprehensive model for media selection and budget allocation using the analytic network process (ANP; Saaty, 1996). ANP can be used to solve complex decision-making problems by integrating different measures (both qualitative/intangible and quantitative/tangible) into a single overall score for ranking decision alternatives. The resultant model may be used by expert or novice media planners with equal effectiveness. This study demonstrated how this model may be used to allocate media dollars for 2 industries: airlines and financial services.  相似文献

[目的/意义]将情报工程思维融入云平台驱动的应急决策,旨在使应急决策更具效率性、科学性。[方法/过程]分析应急决策需求特性,在工程价值模型和情报系统基础上引入情报工程思维,即"事实数据"+"方法工具"+"专家智慧"3个要素,进而构建云平台驱动的应急决策情报工程架构。[结果/结论]云平台驱动的应急决策情报工程架构根据函数效应,从需求层(聚合需求,甄选信息)、工作层(挖掘情报,提升价值)、运行层(整合知识,集成智慧)以及服务层(快速响应,精准服务)4方面构建,使应急决策情报工程化及平行化,为应急决策在实际应用中提供一定思路。  相似文献

With the wide variety of vendor services available, discount or other traditional factors may no longer play a predominant role in determining an academic library’s vendor selection. A questionnaire was sent to 291 academic librarians to survey their vendor selection criteria and methods. Using preliminary results from the survey, this paper examines the mix of vendors’ traditional services vs. new services that now enter into the selection decision. Further, it considers differences in practice based upon library budget size. These initial results indicate that the traditional areas of corporate reputation, approval plan management, and acquisitions services consistently receive the highest ratings of importance. The areas covering outsourcing and electronic data transmission are rated higher by those libraries using these services. As more libraries seek these services from their approval vendors, the services will likely increase in importance in librarians’ decision-making processes.  相似文献

Summary

“Sometimes the perfect solution is not an option” was the opening attention-grabber for this workshop. From different perspectives, a library director, a serials librarian, and a serials vendor each recognized a trend towards library directors becoming more directly involved in collection development and technical services decision-making. The presenters believe a number of factors are creating this trend, including tighter budgets but higher service expectations, increasing availability and importance of library materials in electronic formats, and their accompanying complexity, costs, and related issues. This interactive workshop explored several scenarios related to the changing roles of library directors, serials librarians and vendors.  相似文献

ABSTRACT

This article illustrates the collaboration of three entities- the library, its online system and the authority service vendor-to achieve online authority control in a medium-sized academic library efficiently and cost-effectively. The authority service vendor checks and revises (as needed) the headings of the library's new bibliographic records, providing new authority records for them. Through a separate notification service, the vendor also provides revised authority records for the existing authority file, alerting the library when in-house online maintenance is needed. In this online environment, authority records and bibliographic records are maintained automatically by the vendor authority service. Thus, using various authority heading reports which can be generated by the local online system in conjunction with the notification service, the library concentrates its authority work on the elimination or correction of obsolete headings. The authority vendor services are effective and reduce the cost of maintaining the online catalog. Ultimately, accurate standardized headings enhance the ease and effectiveness of online searching and retrieval for all who consult the library's catalog.  相似文献

Information system (IS) procurement in the public sector is a strictly legislated process where different worries and concerns emerge already in its early phases. They may later lead to hazardous and unwanted outcomes when procuring, acquiring, or implementing the IS. To reduce unsatisfactory outcomes and fears and improve public IS procurement, we thus need to understand different concerns and their effects. In this paper, we present a qualitative single case study where different concerns emerge in the market consultation documentation of a public IS procurement. We identify and analyze the concerns by using the grounded theory approach. We then reflect them with the public IS procurement challenges and the European Union (EU) procurement legislation to understand their influence in public procurement. This provides twofold outcomes: a list of concerns and a model that illustrates their interrelations and a long impact chain within the procurement documentations. The model underlines the impacts of different concerns on IS procurement in general, and on system requirements and vendor selection in particular. Especially the role of requirement specifications is emphasized as it largely defines the vendor selection and the contract.This research did not receive any grant from funding agencies in the public, commercial, or not-for-profit sectors.  相似文献

In 1996 Griffith University Library undertook a major re-engineering of its Technical Services Section. Features of this re-engineering included automation of repetitive processes, vendor supply of USMARC records, and a partnership with the Blackwells Group for supply of shelf ready books and consolidation of serials. The outcome of this process was a reduction in staff numbers in the section from 34 to 17. The new section was organized into two self-managing teams, with each team responsible for all its own functions from acquisitions through cataloging. The change in the section was as much cultural as structural. Team members were actively encouraged to take responsibility for their own work areas and to participate in all decision-making processes. The concept of “continuous improvement” of work processes was emphasized, and a system of performance measurement put in place. Unit costs (i.e., the average cost of adding a book or serial issue to the collection) and labor productivity are measured on a quarterly basis, and turnaround time annually. The methodology for calculating these figures and their use as a management tool is outlined.  相似文献

The addition of low-quality vendor records to the bibliographic utilities (OCLC and RLIN) has had a significant impact on cataloging and access in academic libraries. Vendor records are brief, non-standard bibliographic records created by booksellers and loaded into the utilities. Because many libraries are choosing to copy these records from the utilities to their local online catalogs without editing or enhancing them, much effort is being duplicated, as individual libraries make the same enhancements locally. Less original cataloging is being conducted in the languages represented by the vendor records, and more upgrading of lower-quality records is now necessary, a change that has affected cataloging workflows, and ultimately access, in academic libraries. Quantitative research is needed on the impact of vendor records.  相似文献

Electronic government procurement (eGP) is quickly becoming an essential piece of national e-government programs, since it enables active transparency and favors efficient vendor relationships; however, little attention has been paid to the need for periodical measurement of eGP portals' performance and goal satisfaction. Although maturity levels schemes have been proposed for other domains, most notably IT-related, to the best of our knowledge no maturity level model of eGP has been widely deployed yet. This article presents the e-Government Procurement Observatory Maturity Model (eGPO-MM), which focuses on both legal and institutional arrangements, and portals' technical aspects; the model consists of two Leverage Domains, seven Key Domain Areas, and 25 Critical Variables, which are valued with a weighted scoring system that produces quantitative indicators about portal capabilities and allows direct comparisons. The model was used to evaluate eGP portals from 14 countries in Latin America and the Caribbean; the measurements are presented, and fit well with previous rank perception, leading to a good reception by participant agencies. eGPO-MM has already allowed to identify areas for joint action and fostered knowledge-sharing among governments, including identification and dissemination of e-procurement best practices; it also established clear reference points to allow each agency to determine a roadmap to higher e-procurement maturity.  相似文献

Over the past 2 years, shelf-ready services, the outsourcing of cataloging and processing services, has become the hot topic in the library world. This article examines the implications of shelf-ready service, both operationally and organizationally, for both library and vendor. Using the format of a dialog between librarian and vendor, the article discusses the following questions: Why are you interested in contracting for (or providing) these services? What do you hope to gain? What are the stumbling blocks to implementing a shelf-ready program? What is the impact on workflow and staffing in your organization? How many and what kinds of jobs are affected? How do library/vendor responsibilities change when shelf-ready procedures are applied to an approval plan … to firm orders … to standing orders? How can quality control be assured? Which errors really matter? Are the same standards applied to vendor staff as to in-house staff? How are standards affected by shelf-ready? [目的/意义]针对科研项目评审专家选取工作中的回避问题,试图提出一套可行的用于确定回避专家的模型方法,避免人际关系对评审工作的干扰,保障科研评价的规范性和公正性。[方法/过程]首先以专家与申请人之间的论文合作关系为切入点,以合作强度、合作作者深度、方向匹配度和评审业绩为主要指标;然后采用综合权重和修正TOPSIS法对各指标进行分析,构建面向科研项目的专家回避量化模型;最后根据规定的专家组成员数量,考虑年龄、机构、性别等分布情况,明确应该回避的专家。[结果/结论]经检验,该模型在给出回避专家名单时,可以有效避免"唯合作论"的问题,回避理由充分,符合科技管理部的专家选取要求,能够为专家遴选工作提供一定的决策支撑。  相似文献

以武汉大学专家检索系统WHU-ES为平台,借鉴基于相关文档集的归并排序法和基于词典进行查询扩展的方法,对图情领域专家检索进行实验与评价,包括专家排序和专长识别两个方面.利用基于词典进行查询扩展的方法对基于相关文档集的归并排序法进行改进,实验结果表明,利用专长词表可以有效地提高专家检索的查准率和专长识别的效果.未来研究中需进一步解决词表的规范性生成问题.  相似文献

This paper examines a firm order vendor evaluation done at the Eisenhower Library, Johns Hopkins University. The entire population of firm orders for domestic publications was used as the sample for a controlled study of vendor performance in terms of order fill rate, vendor efficiency, and cost effectiveness. We attempted to ensure the accuracy of our study by stratifying the sample population, and by performing tests for statistical significance on our results. The final results of the survey helped determine the domestic vendor policy at the Eisenhower Library.  相似文献

With the rapid evolution of data over the last few years, many new technologies have arisen with artificial intelligent (AI) technologies at the top. Artificial intelligence (AI), with its infinite power, holds the potential to transform patient healthcare. Given the gaps revealed by the 2020 COVID-19 pandemic in healthcare systems, this research investigates the effects of using an artificial intelligence-driven public healthcare framework to enhance the decision-making process using an extended model of Shaft and Vessey (2006) cognitive fit model in healthcare organizations in Saudi Arabia. The model was validated based on empirical data collected using an online questionnaire distributed to healthcare organizations in Saudi Arabia. The main sample participants were healthcare CEOs, senior managers/managers, doctors, nurses, and other relevant healthcare practitioners under the MoH involved in the decision-making process relating to COVID-19. The measurement model was validated using SEM analyses. Empirical results largely supported the conceptual model proposed as all research hypotheses are significantly approved. This study makes several theoretical contributions. For example, it expands the theoretical horizon of Shaft and Vessey's (2006) CFT by considering new mechanisms, such as the inclusion of G2G Knowledge-based Exchange in addition to the moderation effect of Experience-based decision-making (EDBM) for enhancing the decision-making process related to the COVID-19 pandemic. More discussion regarding research limitations and future research directions are provided as well at the end of this study.  相似文献
