In their article published in Research on Planned Economy, no. 14, Wang Hong and Rong Zhigang indicate that operational expenditures for educational undertakings in China have scored a big increase. Right now per-capita operating expenses in elementary and secondary schools are close to or a little higher than the level prior to the "Cultural Revolution." Nevertheless, the actual spending level, adjusted for inflation, is still very low. Compared with 1977, educational outlays in Hebei province rose by 120 percent in 1980. But the per-capita spending on education in elementary and secondary schools, instead of going up, went down after being adjusted for inflation. The fall was nearly 40 percent in elementary schools and still more in high schools. For many years operating expenses in elementary schools were only one or two yuan per student a year. Under such circumstances, conditions of school operation can hardly be improved.  相似文献

The present study was a qualitative study that sought to examine the experiences and perceptions of international counseling graduates (ICGs) who had returned to their home country to work, focusing on the effectiveness and relevance of the training they had received in the United States. Participants were also asked to outline the roles they played in the development of professional counseling in their own country. Eight themes emerged from in-depth interviews involving nine participants: (a) Pioneering and Leadership, (b) American-centric Training, (c) Sojourner and Returnee Adjustment Distress, (d) Personal Investment from Trainers, (e) Student-Centered Training, (f) Time and Financial Constraints, (g) Independent Learning, and (h) Research. The data indicated that participants’ perceptions of the effectiveness and relevance of their training were mixed. Implications for training international counseling students are considered.  相似文献

Human capital theorists perceive of educational expansion as beneficial to individuals, corporations and national economies, while social closure theorists have claimed that inflation of credential requirements maintains traditional status inequalities. In this paper I argue that status inequalities are not only maintained by credential inflation, but also the inflation of extra‐credential experiences. As undergraduate degrees become more common, access to employment and further education opportunities increasingly depend on extra‐curricular and ‘enriching’ educational experiences. Using qualitative data from a longitudinal study of working‐class university students in Canada, I will address the mechanisms by which they have gained or were denied access to such experiences. The data suggest that working‐class students’ relative lack of financial resources and social networks are barriers to the development of extra‐credential experiences, which in turn leads to the change of educational and career plans for some.  相似文献

This study investigated conditions under which family structure matters most for child well‐being. Using data from the Children of the National Longitudinal Survey of Youth (n = 3,936), a national sample of U.S. families, it was estimated how changes in family structure related to changes in children's behavior between age 3 and 12 separately by household income level to determine whether associations depended on families' resources. Early changes in family structure, particularly from a two‐biological‐parent to single‐parent family, predicted increases in behavior problems more than later changes, and movements into single and stepparent families mattered more for children of higher versus lower income parents. Results suggest that for children of higher income parents, moving into a stepfamily may improve, not undermine, behavior.  相似文献

The paper reports on a particular strand of the outcomes of the English contribution to an Organisation for Economic Cooperation and Development comparative study, ICT in Initial Teacher Training, which aimed to develop insights into how courses of initial teacher training prepare student teachers to use information and communications technology (ICT) effectively in their teaching. The paper extracts from the broader dataset the views of practitioners who were identified as being particularly ‘expert’ in their use of ICT, on what strategies and interventions are most helpful in developing teachers who are able to use ICT to enhance learning in their subject teaching, and also what it means ‘to be good at ICT’ as a subject teacher. Although some findings confirm research elsewhere on the importance of Technological and Pedagogical Content Knowledge (TPACK) frameworks, other aspects of the study question some of the assumptions which have been made about teacher induction in this field in England, which may have implications for the training of pre-service teachers in other countries.  相似文献

ABSTRACT

This study addresses the issue of educational inadequacy and inequity for disadvantaged minority students. It estimates desired national standards and examines interrelated gaps in key school–teacher resources and mathematics achievement by linking national education data sets (National Assessment of Educational Progress [NAEP], Common Core of Data, and Schools and Staffing Survey). Although poor minority students’ chances to meet the national mathematics proficiency standard are undermined by the lack of their access to qualified teachers and adequate school funding, it turns out that the adequacy-based (absolute) gaps are much larger than the equity-based (relative) gaps. Meeting the NAEP Grade 8 mathematics proficiency standard requires substantial increases in per-pupil education spending (from $6,493 to $7,197 in year 2000 dollars) and in-field mathematics teaching rate (from 49% to 91%) across the nation. Growing interest in fully Bayesian item response models begs the question: To what extent can model parameter posterior draws enhance existing practices? One practice that has traditionally relied on model parameter point estimates but may be improved by using posterior draws is the development of a common metric for two independently calibrated test forms. Before parameter estimates from independently calibrated forms can be compared, at least one form's estimates must be adjusted such that both forms share a common metric. Because this adjustment is estimated, there is a propagation of error effect when it is applied. This effect is typically ignored, which leads to overconfidence in the adjusted estimates; yet, when model parameter posterior draws are available, it may be accounted for with a simple sampling strategy. In this paper, it is shown using simulated data that the proposed sampling strategy results in adjusted posteriors with superior coverage properties than those obtained using traditional point‐estimate‐based methods.  相似文献

This study explored the supervision training needs of site supervisors of master's program school counseling interns via the construct of self‐efficacy. Using the Site Supervisor Self‐Efficacy Survey developed for this study, the authors surveyed school counseling site supervisors in the states of Oregon and Washington (N = 147) regarding their hours of supervision training and their supervisor self‐efficacy. Results indicated that 54% of school counseling site supervisors had little or no counseling supervision training. Supervisor self‐efficacy appeared to be relatively strong, consistently so for school counseling site supervisors with over 40 hours of supervision training. A partial correlation indicated a slightly positive relationship between the hours of supervision training received and perceived self‐efficacy regarding supervision. Implications regarding school counseling site supervisor training and future research are offered.  相似文献

关于通货膨胀对经济增长的影响主要存在着三种关系:无作用、促进作用和负作用。但大多数学者还是同意通货膨胀率在低水平下对经济有着促进的作用,在通胀水平较高时是有危害的,这就意味着,通胀率对经济增长的影响存在着一定的门限区间,在区间内和区间外的影响大小或方向不同,所以以此为基础研究通货膨胀对经济增长是否存在着门限效应。为了控制对经济增长产生影响的其他因子,在使用门限回归模型的同时引入了众多控制变量,包括经济体的初始收入水平、人口因素、投资、政府支出比重和技术因素。门限回归结果表明,通胀率对经济增长率存在着门限作用,其中通货膨胀率的门限值为3.6%,当通胀率处于3.6%之下时对经济增长的促进作用远大于其处于3.6%之上时对经济的影响。  相似文献

States' policy approaches to accountability tend to divide between a primary emphasis on input guarantees and a primary emphasis on performance guarantees. In the midst of keen controversies about the impact of high-stakes testing under the No Child Left Behind Act, this article examines separate and joint effects of input-guarantee versus performance-guarantee policies on reading and math achievement. Combining data from state policy surveys, the School District Finance Survey (F-33), and the Schools and Staffing Survey, the study examines 50 states' activism in test-driven external accountability policies and their support for key school resources (per-pupil spending, class size, in-field teaching). The school resources factor is not correlated with the accountability policy factor at the state level, implying that high-stakes testing pressure was not balanced with school support. Further, hierarchical linear growth models were used to examine interstate variations in the trends of National Assessment of Educational Progress 4th- and 8th grade reading and math scores. The effects of accountability policy alone were not significant in reading and math, whereas the joint effects of accountability and resources were significant in math. The findings suggest that the effects of accountability on academic achievement are moderated by the availability of school resources and that the states can help schools make greater academic progress by combining a performance guarantee approach with an input-guarantee approach.  相似文献

Children with attention‐deficit/hyperactivity disorder (ADHD) evidence many problems in the classroom. Teacher in‐service training is routinely used to inform school professionals about a number of special topics; however, the efficacy of such in‐service training for ADHD has not been established. The present study examined the efficacy of brief in‐service training focused on evidence‐based assessment and treatment of ADHD. Teachers from six schools (N = 142) in the Washington, DC, metropolitan area were randomly assigned at the school level to receive in‐service training immediately or to a waitlist control group that received in‐service training 1 month later. Measures of ADHD knowledge and use of behavior modification techniques were obtained at pre‐‐ and post‐‐in‐service intervention. Results indicated that the in‐service training resulted in increased ADHD knowledge. Special education teachers also reported increased use of behavior modification techniques resulting from the in‐service training. This paper presents the evidence collected for the National Behaviour and Attendance Review (NBAR) in Wales on the professional development needs of staff on behaviour management and school attendance. These data were collected in two stages between 2006 and 2008. At Stage 1, data were collected from four pre‐selected professional focus groups who met throughout Wales to consider specific topics relating to the behaviour of children and young people in schools at the present time (n = 121). At Stage 2, relevant professional focus groups were established to specifically examine the themes of professional development and training in behaviour management and attendance in both North and South Wales (n = 62). This latter group activity built on the preliminary work of the NBAR review group’s own sub‐group on professional development and training. The paper considers the outcome of all these findings and their implications for future practice in Wales.  相似文献

This article estimates the effects of school expenditure on school performance at Key Stage 4 in England, over the period 2003–07 during which real per pupil expenditure increased rapidly. It adds to previous investigations by using dynamic panel analysis to: exploit time series data on individual schools that only recently has become available; adjust for the potential endogeneity not only of expenditure but also of other determinants of performance; and differentiate the short‐run and the (higher) long‐run attainment effects of spending changes. Consistent with other recent work, the article reports a generally significant but small effect of expenditure on school performance, but it also finds that the effect varies between specialist and non‐specialist schools, with the effect on the latter being larger. Further, the article identifies significant dynamics in the school improvement process, quantifies the long‐run effect of expenditure changes, suggests that spending effects increase with socio‐economic disadvantage, and quantifies absence effects.  相似文献

This article questions the common wisdom of the HRD profession by comparing it to the results from six studies on the important developmental and learning experiences of successful managers. Managers in the studies tell us that although planned formal and informal employer‐based training and school‐based training contributed to their development, much of their learning occurred outside of the areas of planned institutional control. Instead such factors as challenging job experiences and assignments, relationships with peers and bosses, learning in the community, family upbringing, personal life experiences, characteristics of the organisational environment, and specific strategies for learning from experience were named as contributors. According to these findings, we are investing all of our targeted resources in only apart of managerial learning and development. Weargue that it is difficult to address these other areas because we view humans as a resource to control for the purpose of maximising profit and enhancing economic development. The result of this reductionistic view of human resources is that our practice is neither cost nor time effective. The implications for HRD practice and research are discussed.  相似文献

This article focuses on a phenomenological study of trainee/educational psychologists’ lived experiences regarding the support roles in the implementation of inclusive education practices in Zimbabwe. In‐depth phenomenological interviews were done with 16 purposely selected participants (13 trainee/educational psychologists located at three administrative offices and three experts on inclusion from three universities) and data was transcribed verbatim and thematically analyzed. Monthly/annual reports from trainee/educational psychologists were used as reference material. Three major themes emerged from the support roles: (1) diverse views on inclusion; (2) critical roles, successful and unsuccessful experiences in implementing inclusive education; and (3) impact of experiences on rendering support services. Key findings indicate that advocacy and consultation, assessment and placement, and in‐service training were viewed as critical and successful experiences, whereas negative teacher attitudes and limited resources were viewed as barriers toward the implementation of inclusive education practices. The impact of experiences indicates inadequacy in the provision of support services. Annual reports of trainee/educational psychologists indicated inadequate ongoing training on inclusive education practices. These findings are discussed in relation to the inclusive education literature.  相似文献

This paper uses data from the 1988 Family Expenditure Survey to estimate and analyze the private expenditure on education in Greece. Such expenditure amounts to 111,624 million drs per year or 2.1% of total household expenditure. The aggregate expenditure of households is roughly half of what the state is spending on education. The dominant type of expenditure is for foreign languages and private crammer schools (frontisteria). There are sharp differences in private expenditure on education depending on the location of the household (spending in Athens is two-and-a-half times that of small towns and villages), the household's total expenditure, as well as the occupation and educational level of the head of the household. The findings are discussed in the context of the equity and efficiency of current education provision and financing policies.  相似文献
