OVERVIEW OF THE INTERNATIONAL HIGH‐LEVEL CONSULTATION ON POLICY ISSUES OF QUALITY ASSESSMENT AND INSTITUTIONAL ACCREDITATION IN HIGHER EDUCATION

This consultation, which lasted three days (5‐7 May 1993), featured discussions among high‐ranking eastern and central European officials responsible for higher education, UNESCO staff members, and invited experts. The discussions were organized under the following rubrics: Quality Assessment in Higher Education: Issues and Concerns; Institutional Self‐Evaluation and External Quality Assessment; Policy Implications of Quality Management in Higher Education; National Evaluation Bodies; the Role and Functions of an International Body, sponsored by CEPES‐UNESCO, currently being formed: the European Group on Academic Assessment; and Quality Assessment and Institutional Accreditation.     

我国高等学校本科教学工作水平评估工作的问题与对策

高等教育评估是构建高等学校质量保证体系的重要组成部分,是保证和提高高等学校教育教学质量的重要举措,本文提出了我国现阶段普遍开展的本科教学工作水平评估存在的问题和解决的对策。     

高等教育质量多元化与高教评估改革——中国高等教育学会高等教育评估分会2006年学术年会综述

中国高等教育学会高等教育评估分会2006年学术年会的主题是“高等教育质量多元化与高教评估改革”。会议讨论了我国高等教育大众化阶段高等教育质量多元化的问题,分析了高等教育质量多元化对高教评估改革的影响,探讨适合中国高等教育发展的高等教育质量观和多元化评价体系,交流了各级各类学校在高教评估方面的经验。

高职院校教师课堂教学质量学生评价的问卷编制及信效度检验

为编制一个可用于高职院校的教师课堂教学质量学生评价测量工具,根据高职院校教师课堂教学质量学生评价存在的问题,在《大学教师教学效果评价问卷(学生用)》基础上创新性地设计了高职院校教师课堂教学质量学生评价问卷(简称VSEEQ),开发了符合教育测量学标准的、现代教学与学习理论支持的VSEEQ评价问卷,施测并搜集了信效度资料。结果表明,VSEEQ评价问卷具有合理的维度结构,较好的内部一致性信度、重测信度、内容效度和结构效度。

欧洲高等教育质量保障区域整合的进展及启示

质量保障体系构建是欧洲高等教育区的核心,尤其是2003年以来,欧洲高等教育质量保障体系取得了很大进展。本文回顾了欧洲高等教育区域整合的过程,尤其是从1999年开始的博洛尼亚改革进程,从政策和实践的角度分析了博洛尼亚改革进程对欧洲高等教育质量保障体系建设的推动,并指出了对我国区域整合、高等教育质量保障的研究和实践的借鉴意义。

教师评估体系的设计及实践

根据教育部《普通高等学校本科教学工作水平评估方案》和《关于进一步加强高等学校本科教学工作若干意见》中与师资相关的内容,结合贵阳中医学院实际情况,拟定《贵阳中医学院教师基本要求评估指标体系》,并对全校475个教师进行评估。通过评估,肯定成绩,找出问题,理清建设思路。

The New Quality Assurance Arrangements in England and Wales

A new national quality assurance agency is about to commence operations. This article looks at the background to the new agency and at its immediate agenda, in which the recommendations of the National Committee of Inquiry into Higher Education ('The Dearing Committee' are likely to bulk large. The article suggests a number of issues which the new agency will need to resolve if it is to prove more durable than its predecessors, the Higher Education Quality Council and the Quality Assessment Divisions of the English and Welsh Higher Education Funding Councils.     

International university projects

An outline is given of four separate proposals for the creation of international institutions in higher education: the European University Institute (EEC); the European Institute for the Promotion of Multi-media Distant Study Systems in Higher Education (Council of Europe); the European Centre for Higher Education (UNES-CO); and the United Nations International University.     

Inter-agency cooperation in the quality assurance of transnational education: challenges and opportunities

This paper presents the findings of a study undertaken by the United Kingdom Quality Assurance Agency for Higher Education (QAA), with support from the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), aimed at investigating the challenges and limits to cross-border cooperation in the quality assurance of transnational education. The study builds on the outcomes of the recently concluded Erasmus Mundus project Quality Assurance of Cross-Border Higher Education (QACHE) and in particular the QACHE Toolkit developed as part of the project to foster cooperation between quality assurance agencies in quality assuring transnational education. Based on the responses to a survey sent to QAA’s partner agencies in key sending and receiving countries of transnational education, the study extract recommendations to agencies to help them developing viable strategies for inter-agency cooperation, identifying concrete ways in which they might or might not cooperate across borders.
