社会教育是日本明治维新以后,在学习西方教育的过程中,结合自己国家的历史文化、国情与民情的实际状况,产生与发展起来的一种有日本特色的教育理论与事业。近代,日本的社会教育主要指学制系统以外有组织的各种教育形式。它以全民为教育对象,以提高民众智能、教养国民,改良社会和促进国家主义为宗旨。同时,以其众多的社会教育机构、设施,社会教育团体与活动,广泛存在于民间,满足和拉动着全体国民对教育的需求,和学校教育一起共同构成了国家的教育事业。
