Public speaking in the Philippines

Although several writers have stressed the importance of the discussion process in producing risky shifts in small‐group decision making, no researchers have attempted to discover the communicative processes of groups whose deliberations culminate in such shifts. This study examines the communication processes of risky‐shift and cautious‐shift groups in terms of the diffusion‐of‐responsibility theory (i.e., groups shifting toward risk tend to diffuse or share responsibility for the decision among group members or among elements outside the group). The results indicate that the communicative processes of risky‐shift and cautious‐shift discussion groups differ according to their handling of decisional responsibility as expected from the diffusion‐of‐responsibility theory. This finding provides warrant for additional studies examining the communicative processes of discussion groups from the vantage of other competing theories of the risky‐shift phenomenon.

Cinderella without her prince: Further education colleges in England

China aims to become an innovation-led nation by 2020, but its leadership is generally sceptical – and oftentimes hostile – to the market forces, open exchange of ideas, and creative destruction that have unlocked innovation in other countries. Instead, Beijing hopes to promote innovation in China through a massive expansion in higher education, more skilled workers, and heavy investments in R&;D. Can China's leaders engineer a top-down approach to innovation?     

The cost structure of higher education in further education colleges in England

This paper examines the cost of the increased provision of higher education courses within further education colleges in England. We believe this to be the first attempt to fit a cost function specifically to the further education sector. Cost functions for a sample of 96 colleges over a 2-year period, from 2000 to 2002, are fitted using a panel data methodology as well as stochastic frontier analysis. We compare and contrast our findings with a sample of 959 US colleges. Our findings indicate that most further education colleges are able to benefit from economies of scale. Results from both methodologies suggest the presence of product-specific economies of scale, substantial ray economies of scale and indicate that higher education classroom-based courses, such as business studies, as well as vocational courses display substantial economies of scope.     

A proposed typology for science lecturers in colleges of further education in England

The study is based on the ratings of over 400 students on 26 aspects of their interactions with and the teaching qualities of 16 science lecturers in colleges of further education in England. These ratings yielded a six factor solution and a typology for lecturers in terms of the high or low ranks of the factor scores on the three orthogonal factors: friendly cheerful enthusiasm, confidence/competence and attention to detail. These seem to be related to three aspects of the lecturers’ personalities: relaxed‐anxious, extraversion‐introversion and lax‐conscientious.     

Behind the Rhetoric: women academic staff in colleges of higher education in England

The paper is based on research into the position of women academic staff in a sample of colleges of higher education in England. This reveals a pattern of entrenched sexual inequality in these institutions, especially at middle and senior management levels. A similar pattern has been found in the university and polytechnic sectors of higher education. However, in the colleges there is an even greater disjunction between the sexual distribution of students and staff. The research is related to recent literature on equal opportunities in education. It is argued that the formal curriculum of equal opportunities is continually subverted by a hidden curriculum of unequal opportunities. Finally, several approaches to positive intervention are suggested.

中国公立高校政府投入有效管理研究——与英国的比较分析

通过回顾改革开放以来中国公立高校政府投入模式的沿革,发现中国公立高校政府投入存在模式不科学、政策导向失衡两方面的问题,借鉴英国高等教育基金委员会(HEFCE)对英国公立高校的投入模式,从投入产出理论、新公共管理理论和公共产品理论——社会公平角度出发,建议中国公立高校政府投入构成应该有明确的划分,适时建立公立高校政府投入中介机构,在合理的成本分析基础上建立以投入为基础的公式拨款机制,改革公立高校政府投入模式,建立公立高校财政监督机制。

Responding to change: a new role for agricultural colleges in England and Wales

Abstract

Rural labour market changes are creating a demand for new and more flexible education and training opportunities. With the decline in agricultural production and the consequent reduction in demand for agricultural education, agricultural colleges in England and Wales are considering what their future role will be as providers of education and training for a diversified rural economy. To what extent and in what ways agricultural colleges are adapting to their new role and the factors which inhibit or facilitate institutional change was the subject of a research project undertaken in England and Wales between 1990 and 1992. The results show considerable variation between colleges in the way they are responding to change. This is reflected in the manner in which colleges perceive themselves, their mission and policy, how they perceive their constituency and the links they have with this constituency, as well as their ability to identify new training needs and provide relevant, flexible and more accessible learning opportunities to meet these needs.
