Mother‐Child Interactions and Early Intervention Programmes for Handicapped Infants and Young Children

Increased emphasis in the provision of early intervention programmes with families of biologically impaired or at‐risk infants, in recent years, has produced a wide variety of such services based upon various conceptual and empirical analyses of early development. The impact of these early interventions has been investigated quite extensively since the mid‐sixties, particularly regarding positive effects upon intellectual development. A synthesis of recent research regarding mother‐child interaction patterns and the influence of these social interactions upon cognitive, linguistic, and social development has resulted in a shifting emphasis in early interventions from the parent‐as‐teacher model to a parent‐infant interaction model. In concert with this shifting emphasis, interactional models of intervention are considered and described which provide the basis for identifying specific intervention strategies related to parent‐child interaction dynamics. These strategies provide the basis for programmes which would be sensitive to the idiosyncracies of individual families. That is, the unique characteristics of each family/infant may be more effectively accommodated through a transactional analysis of individual dyadic interaction patterns, and through the identification of strategies specifically suited to the unique needs of the parent‐child dyad.

The North Carolina Child Care Corps: The role of National Service in Child Care

The purpose of the present study is to document the impact of training and ensuing experience on the knowledge, beliefs, and practices of AmeriCorps national service volunteers in child care classrooms. The North Carolina Child Care Corps (NCCCC) combined federal (AmeriCorps) and state (Smart Start) dollars in the state of North Carolina to improve existing teacher-child ratios by providing trained teachers for child care centers. Participants (Corps members) in the project received four weeks of intensive training in child development and early childhood education and were then assigned to child care classrooms in counties receiving Smart Start funding in five regions of the state. Corps members did not replace existing staff, but were added as assistant teachers above and beyond the mandated teacher-child ratios. Results from Year One of the project indicate that the NCCCC was successful in training Corps members in the areas of child development and early childhood appropriate practices. However, Corps members showed a decline in the appropriateness of their interactions with children after nine months of service in child care classrooms. Implications concerning the use of AmeriCorps volunteers to improve the quality of child care are discussed.     

Child Education and Literacy Learning for Multicultural Societies: The case of the Brazilian National Curricular References for Child Education (NCRs)

The present paper discusses possible ways to promote a multicultural child education and literacy learning, focusing on identity building and language development. In the light of that framework, it critically analyses the Brazilian government's recently issued 'National Curricular References for Child Education'. It argues that the predominance of a monocultural, cognitive-based approach to child education and literacy learning, evidenced in the document, should be detrimental to children whose cultural and linguistic patterns are discontinuous with the school ones. It also highlights potentials of the multicultural thinking in reducing literacy learning discrepancies and promoting educational equity.     

Developing a template for National Child Protection Index Reports

Objectives

What impact does the strengthening of child rights have on the experience and circumstances of children? CRC General Comment 13 emphasizes that defining measurable targets for improvements in child protection is a key element of efforts to strengthen child rights and well-being across the world. This paper describes an attempt to identify key domains relevant to such mapping of child protection indicators, and the feasibility of collecting data—from existing data sources or otherwise—to complete a “National Child Protection Index Report” summarizing achievements and concerns at a national level.

Methods

A process of inter-agency consultation was facilitated by the CPC Learning Network to establish a template for the Index Report. The template was modeled on that used for the “Countdown to 2015” maternal, neonatal and child health initiative, aiming to capture indices not only of key protection risks but also implementation and coverage of key protection measures. The work drew on indicator development and policy initiatives by a number of international child protection agencies. The template developed was used as a basis to pilot national data collection in Indonesia and, at a sub-national level, in northern Uganda.

Findings

The template provides a concise summary of protection issues of relevance to a broad range of constituencies, global and national. However, in the pilot settings, existing routine data collection was inadequate to effectively populate a large proportion of indicators. Mechanisms of collating findings from discrete assessments—another potential source of data for completion of the index report—were also generally underdeveloped.

Practice implications

In settings where state infrastructure allows the collection and analysis of routine data in such domains as health and economic activity, such efforts should be extended to the child protection sector. Discrete assessments by governmental or non-governmental agencies also provide significant potential for more effective sharing and collation of information. National Child Protection sub-clusters or equivalent structures can play an important role in facilitating both of these processes.
