Guiding and modelling quality improvement in higher education institutions

The article considers the process of creating quality improvement in higher education institutions from the point of view of current organisational theory and social-science modelling techniques. The author considers the higher education institution as a functioning complex of rules, norms and other organisational features and reviews the social mechanisms and processes through which agencies can stimulate quality improvement. The article provides a few examples of how these social processes might be modelled using social simulation techniques, including agent-based models, discrete event simulation and other modelling techniques developed for representing complex social processes of coordination and cooperation. A better representation of universities as complexes of organisations will support more effective quality improvement by higher education leaders and external agencies.     

高校思想政治教育中值得关注的几个问题

Path dependency and the politics of quality assurance in higher education

Abstract

National policy agendas for quality assurance in higher education (HE) are increasingly influenced by supra‐national trends and decisions. Taking Spain, Switzerland and The Netherlands as examples, the paper analyses how supranational trends are re‐interpreted at the national level and how recently formulated national policies combine the demands for cross‐national harmonisation with the long‐lasting influence of decisions and procedures run in the past in the domain of quality assurance. In this perspective, the paper argues that cross‐national policy harmonisation, a key prerequisite for the construction of the European Higher Education Area is challenged by the long‐lasting influence of national path dependent policies.     

Challenges to successful quality management implementation in higher education institutions

This article discusses the key challenges to successful quality management implementation in higher education institutions identified by 160 colleges and universities at various stages of quality management practices. Survey findings suggest that there are five key challenges that affect the successful implementation of quality management practices in colleges and universities: organizational culture, senior leadership commitment, faculty support, implementation time, and training.Julie E. Horine, Ph.D. (The Florida State University) is Assistant Professor of Organizational Behavior in the Department of Educational Leadership at the University of Mississippi. Her areas of professional expertise include quality management and the use of the Baldrige criteria as a diagnostic tool for organizational improvement. Julie is a two-year Malcolm Baldrige National Quality Award Examiner and an evaluator of the Baldrige Education Pilot Criteria. William A. Hailey, DBA (University of Kentucky), is Professor of Operations Management and Information Systems and holder of the H.E McCarty Chair in the Else School of Management at Millsaps College in Jackson, Mississippi. He is recognized as a Fellow, Certified Quality Engineer, and Certified Quality Auditor by the American Society for Quality Control. His areas of professional expertise include strategic quality planning, quality management training, and designing information systems for implementing continuous improvement principles.

Scenarios of quality assurance of stakeholder relationships in Finnish higher education institutions

Although the role and significance of the external stakeholders of higher education institutions has grown in recent years, quality assurance of stakeholder relationships remains a new phenomenon in the management practices of higher education institutions and in higher education research. Based on interviews and expert panel data, this article analyses the internal and external stakeholders’ perceptions of scenarios of the quality assurance of stakeholder relationships in Finnish higher education institutions. It especially focuses on exploring how institutions can balance internal and external stakeholders’ perspectives with regard to quality assurance. The results show that an essential challenge for Finnish higher education institutions is to develop flexible quality assurance practices capable of balancing the academic goals of the institutions and the needs of the external stakeholders. This also requires seeking balance between the centralised coordination and the differentiated practices of disciplines and academic units inside institutions.
