In this paper the authors carefully study the problem of liberty as it applies to school choice, and whether there ought to be restricted liberty in the case of homeschooling. They examine three prominent concerns that might be brought against homeschooling, viz., that it aggravates social inequality, worsens societal conflict and works against the best interests of children. To examine the tensions that occur between parental liberty, children's interests, and state oversight, the authors consider the case of homeschooling in the Dutch context.

This article reviews research on homeschool learner outcomes and evaluates opposition to homeschooling. It synthesizes research on learner outcomes related to homeschooling in areas of students’ academic achievement and children's social, emotional, and psychological development and the success of adults who were home educated and finds generally positive outcomes on a variety of variables are associated with homeschooling. The author identifies four classes of negativity expressed toward home-based education by the education profession, such as the claims homeschooling is bad for the collective good and that without much state regulation significant numbers of homeschooling (home schooling) parents will harm their children. The evaluation reveals that proactive opposition to homeschooling and calls for significant state control over homeschooling do not offer any empirical research evidence that homeschooling is bad for individual children, families, neighborhoods, or the collective good. The alleged harms of homeschooling or arguments for more control of it are fundamentally philosophical and push for the state, rather than parents, to be in primary and ultimate control over the education and upbringing of children so they will come to hold worldviews more aligned with the state and opponents of state-free homeschooling than with the children's parents and freely chosen relationships.

EDUCATION,SCHOOLING, AND CHILDREN'S RIGHTS: THE COMPLEXITY OF HOMESCHOOLING
By blurring the distinction between formal school and education writ large, homeschooling both highlights and complicates the tensions among the interests of parents, children, and the state. In this essay, Robert Kunzman argues for a modest version of children's educational rights, at least in a legal sense that the state has the duty and authority to enforce. At the same time, however, it is important to retain a principled distinction between schooling and education—not only to protect children's basic educational rights, but also to prevent the state from overreaching into the private realm of the home and family.

We study the effects of homeschool background and time use on academic performance among students at Patrick Henry College, a private religious institution with a 63-credit core classical liberal arts curriculum. Using ordinary least squares regression analysis, we examine four research questions: (1) Does time use influence academic performance? (2) Do homeschooled students perform differently than traditionally schooled students? (3) Does parental education moderate the impact of homeschooling on academic performance? (4) Does homeschooling moderate the impact of ACT scores on academic performance?

Parental involvement in public education is an expression of joint responsibility between parents and the state in which parents are expected to comply with current educational policy. Moreover, parents are often perceived as reactive, whereas the educational administration is seen as proactive, mainly by reducing barriers and establishing mechanisms for parental involvement. Referring to proactive involvement in which parents practice noncompliance while fighting the system, this study conceptualizes ‘parental entrepreneurship.’ The practical aspects of parental entrepreneurship are analyzed based on three well-known manifestations: homeschooling, the integration of children with special needs, and parental cooperatives within early childhood education and care. Parental entrepreneurship further exemplifies the blurry boundaries between parents and administration as regards children’s education and demonstrates that the entrepreneurial role parents may play in reforming formal public education. Parental entrepreneurship also illuminates the ongoing renegotiation of the foundations of the social contract between parents and the government, primarily in relation to professionalism, legitimacy, and authority.

In this essay Lauren Bialystok argues that the standard liberal defense of parental opt‐outs is inconsistent in the case of comprehensive sex education. Using the recent controversy over a new sex education curriculum in Ontario, Canada, as a case study, Bialystok examines the aims and effects of sex education and the self‐described conscience of opposing parents to reveal that children's interests may be harmed by deferring to parents' views on sexuality. The opt‐out strategy is a merely formal solution, which appears to be indifferent to both the strength of the justification for sex education and the content of the grounds on which parents oppose it. Being overly respectful of parental conscience in the case of sex education risks reproducing the illiberal paradigms that the curriculum is intended to erode, and thus subverts its own liberal intentions. Bialystok concludes by suggesting ways of honoring parents' right to involvement in their children's education while delivering a mandatory curriculum.

Choice without markets: homeschooling in the context of private education
Homeschooling is enjoying new‐found acceptance in North America. Drawing on a variety of secondary sources and our own data from Ontario, Canada, we find that homeschooling is growing steadily, and is becoming an increasingly legitimated form of education. To understand these changes, we review prevailing sociological explanations that focus on the rise of neo‐liberal ideology, and pressures of class reproduction and human capital requirements. We document the contributions of these theories and note their limits for understanding the rising popularity of homeschooling. We then situate homeschooling within a broader context of private education, distinguishing segments that encourage market‐consumer, class reproduction, human capital and ‘expressive’ logics. The combination of large investments of time and effort with highly uncertain outcomes makes homeschooling the most expressive form of private education, which we trace to the burgeoning culture of ‘intensive parenting.’

Saving Democratic Education from Itself: Why We Need Homeschooling
We need homeschooling to save education in a liberal democracy from taking a religious form—what I call Democratic Education. Democratic Education emerges when the democratic identity and narrative become elevated to the highest priority when thinking about educating human beings. This elevation becomes particularly dangerous when other nonpolitical ends and aspects of our humanity are ignored, downplayed, or, worse, delegitimized. This article argues that three signs of this danger currently exist in educational theory and practice. First, Democratic Educators are offering a reductive view of human persons in which undue focus is placed upon those skills or educational justifications that relate to students’ political identity and capacities. Second, the liberal tradition of education that seeks to show justice to the diversity of narratives or comprehensive reasonable worldviews that exist in America is being undermined. Third, educational alternatives outside the public system are attacked by Democratic Educators and even considered politically problematic. If we want to recover more human forms of education, we need to reinvigorate more pluralistic forms of humanistic education, such as homeschooling, that nurture philosophies and practices of education that allow for a wider focus upon human flourishing. Ultimately, this is why liberal democracies need homeschooling.

Millions of children in the United States are educated in the home. Millions more receive their education from private institutions. For parents, a common reason for seeking alternatives to public education is the desire to ensure that they receive instruction in accord with their religious beliefs. In many cases, these beliefs include exclusive claims about the nature of God, salvation, or morality. Recently, several scholars have argued that, to achieve a diverse and tolerant society, homeschooling and private education should be abolished or severely limited. They have contended that “a liberal multicultural education,” which will expose children to different ideas and perspectives, is necessary for the preservation of democratic values. Homeschooling, they claim, leads to close-mindedness and intolerance because children are taught to affirm certain beliefs which imply that not all other traditions are equally valid. The argument that homeschooling should be banned or severely restricted, however, relies on illiberal and intolerant premises that have already been discredited as inconsistent with our constitutional liberties. Although tolerance may be a valuable objective, it cannot be forcibly imposed by using the state's power to create philosophical homogeneity. True tolerance and diversity require a constitutional commitment to liberty for all, not a “constitutional norm” of silencing the “intolerant.”

Homeschooling Is Not Just About Education: Focuses of Meaning
This article explores the meanings parents attribute to homeschooling. The literature reveals two main approaches to this subject: a view of homeschooling as a pedagogical practice and a holistic perspective. Employing qualitative methodologies, we administered in-depth interviews to 30 mothers who engaged in homeschooling in Israel, in order to gain a better understanding of what homeschooling meant to them. Analysis of the interviews indicated that the participants attributed diverse meanings to homeschooling. These represented many themes, which were gathered into four super-themes: control, lifestyle, family, and child. The first two themes were emphasized more often than the latter two.

This paper tries, from the perspective of political liberalism, to answer the question whether parents can fail in the moral upbringing of their children to the extent that the state has the right to intervene or to override their legal authority over their children. It is argued that state intervention must meet the liberal criterion of justificatory neutrality, and, on the basis of a discussion of the notion of 'reasonable citizens', that only serious parental failure to inculcate basic rules can justify judicial intervention in the family that meets this criterion. It is concluded that political liberalism burdens the state with incompatible demands.

Homeschool Parents and Satisfaction with Special Education Services
ABSTRACT

Homeschooling is controversial for a variety of reasons. One concern is whether families are sufficiently equipped to serve students with disabilities. We investigate this issue by assessing parental satisfaction with the special education services that their child is receiving in various educational sectors (e.g., homeschool, traditional public, public charter, and private). Using a nationally representative sample of U.S. households from the National Household Education Survey, we find that parents who homeschool are more satisfied than parents of children in traditional public schools and a variety of private schools with the special education services that they are receiving. Despite obvious selection bias in our sample, we view parental satisfaction as one of many important indicators for the quality of special education services. The results from this study suggest that homeschooling is a potentially beneficial option for serving students with disabilities, though additional research examining other student outcomes would be invaluable.

ABSTRACT Conventions on human rights give priority to parents in education but modern states tend to make uniform provision, tending towards a monopoly position. Education itself is not incompatible with liberty but is a condition of it. A three-sided conflict exists, however, between the state, parents and professionals as to who should represent the interests of children. Liberty is best preserved if the conflict is resolved in favour of parents, for only parental decision-making guarantees educational variety and change. In addition, the parental relationship itself generates rights, including one derived from the broader political right to cultural and religious freedom.

Parents in the United States have had the legal right to choose the school their child attends for a long time. Traditionally, parental school choice took the form of families moving to a neighborhood with good public schools or self-financing private schooling. Contemporary education policies allow parents in many areas to choose from among public schools in neighboring districts, public magnet schools, public charter schools, private schools through the use of a voucher or tax-credit scholarship, virtual schools, or even homeschooling. The newest form of school choice is education savings accounts (ESAs), which make a portion of the funds that a state spends on children in public schools available to their parents in spending accounts that they can use to customize their children's education. Opponents claim that expanding private school choice yields no additional benefits to participants and generates significant harms to the students “left behind” in traditional public schools. A review of the empirical research on private school choice finds evidence that private school choice delivers some benefits to participating students—particularly in the area of educational attainment—and tends to help, albeit to a limited degree, the achievement of students who remain in public schools.

As increasing numbers of researchers, parents, and youth are rethinking the traditional school system as the default educational option in the United States, homeschooling is not only growing in size but also in philosophical scope and demographic diversity. African Americans particularly have been one of the steadiest-growing homeschooling demographics. Among the few ethnographic accounts of black homeschooling families, youth perceptions tend to be overlooked. This article builds upon scholarship exploring racial injustices in education with new qualitative research: observations and interviews with 15 African American homeschooling families living in Philadelphia. This research reveals a variety of motivations undergirding African American families’ homeschooling decisions and perspectives, including commentary from youth homeschoolers. Previous research has critiqued homeschooling as a neoliberal exercise in privatization that entrenches the social reproduction of inequality, or operates as a destabilizing threat to public interest. Yet, findings from this study complicate these assessments by examining the ways African American homeschoolers enmesh themselves within educational reform conversations, some viewing homeschooling as a form of political protest.

The ways in we raise and educate children can appear to be at odds with basic liberal values. Relationships between parents and children are unequal, parents routinely control children's behaviour in various ways, and they use their authority to shape children's beliefs and values. Whether and how such practices can be made to accord with liberal values presents a significant puzzle. In what follows I will look at a recent and sophisticated attempt to resolve these tensions offered by Matthew Clayton in his book Justice m Child Rearing in the context of general account of the proper limits of parental authority. I argue that Clayton is unsuccessful in ways that point to fundamental and pervasive questions about the place of liberal values in child rearing and education that remain unanswered.
