A key assumption of school choice and competition policies is that parents’ most important (if not only) priority when choosing a school is its quality. However, evidence about which of a school's attributes really drives parental choice is still scarce. We use census data from a parent questionnaire in Chile, a country with a national school choice and competition system, to describe the attributes most commonly considered by parents when choosing a school, and to assess how the probability of prioritizing those attributes varies with the parents’ socioeconomic characteristics, while controlling for other characteristics of the family. We find that parents choosing a school prioritize its proximity, its quality, and whether it provides religious education. Furthermore, the probability of parents prioritizing proximity is higher for parents of low socioeconomic status, while the probability of them prioritizing quality and religious education is higher for parents of high socioeconomic status. These findings show that only advantaged families choose schools based on their quality, and therefore school choice and competition policies may offer a limited benefit for disadvantaged pupils, possibly maintaining or reinforcing socioeconomic segregation in the education system.  相似文献

This paper examines a range of issues concerned with the process of choosing schools in the private and state sectors at the primary/pre‐preparatory stage and at the time of transfer to secondary/senior school. The findings indicate that choices about schools are made at different times and in different ways by parents who use the state and private sectors. One of the key findings is that the process of choosing a school begins earlier in the private than in the state sector; another is that quality of education is cited more frequently as one of the ‘top three’ essential factors by parents of children in the private sector. At both the primary and transfer to secondary stages, very high percentages of parents consider it essential that their child should be happy. A discussion of the different notions that private school and the state school parents may have of ‘happiness’ is offered.  相似文献

Aiming to explore factors affecting Malaysian Chinese parents in sending their children to either national secondary schools or Chinese independent schools, 494 parents were surveyed using a questionnaire. Results showed that parents who sent their children to Chinese independent schools have different priorities compared to those who sent theirs to national secondary schools—the former are concerned with teachers’ quality, chances of learning the Chinese culture and Mandarin while the latter are concerned with tuition fees and strategic location. In general, the finding that Malaysian Chinese parents take cultural and language factors into account when choosing a suitable school for their children is interesting because both are seldom listed as important.  相似文献

School choice survey data from the Metropolitan Nashville Public Schools, a large county‐wide school district, is analysed to examine the characteristics of parents who consider choosing private schools for their children and those who do not. We examine differences in background, including race, educational attainment and socioeconomic status, as well as differences in parent satisfaction with their child’s previous school, parent involvement in school, parents’ priorities in school choice, as well as parents’ social networks. After controlling for background characteristics, we find that parent satisfaction with their child’s previous school was not a predictor of considering a private school. Rather, parent involvement seems to be a more important indicator of whether or not a parent would consider sending their child to a private school. In this case, parents are not ‘pushed’ away from public schools, contrary to much public rhetoric that suggests private schools are somehow inherently ‘better’ than public schools and parents who are dissatisfied with their public schools will opt for private schools. Instead, these findings suggest a ‘pull’ towards private schools. Parents may perceive that parent involvement and parent communication are more easily facilitated and valued in private schools.  相似文献

This paper explores the relationships between parents' reasons for choosing a magnet school and their levels of satisfaction, involvement, and influence with the school. Data are reported from over a thousand magnet school parents in two urban districts. The results suggest three general findings: (1) As reported in previous research, magnet school parents choose schools for a wide array of reasons and are highly satisfied with their chosen school; (2) parents' reasons for choice are important predictors of their levels of satisfaction, influence, and involvement with the school; and (3) parents who choose for values reasons, as compared to other reasons, are more likely to be involved in and satisfied with their school of choice and report that parents have influence over school decisions.  相似文献

This study examined data from over 300 U.S. schools on their efforts to develop high quality programs of school, family, and community partnerships. Analyses show that elementary schools, schools with greater support from parents, teachers, and the community; and schools that evaluated progress reported higher quality partnership programs over time. Higher quality programs were associated with wider implementation of parent-child interactive homework, higher levels of parent volunteering, and more parents on school decision-making committees. Results identify factors that could help schools develop quality partnership programs and suggest that these programs translate into higher levels of family involvement in students’ learning.  相似文献

ABSTRACT

Research into school choice has generally explored both the processes by which choices are made and the considerations that parents explore when making this important decision on behalf of their children. This article examines the secondary school choices of Jewish parents in the United Kingdom. It explores parents’ reasons for choosing to select Jewish faith secondary schools. We frame our arguments against the backdrop of the wider faith-school phenomenon in the UK, and as with the Christian communities, we find a disconnect between the small number of Jewish adults attending places of worship regularly and the growing number of Jewish children attending Jewish faith schools. We show that for many parents, schooling is synonymous with Jewish socialization, or enculturation; developing networks of Jewish friends, providing sufficient cultural resources to enable participation in Jewish life, and nurturing distinctive values. We show how Jewish schools have become more than places for academic advancement for these families; they have become the primary locus of Jewish community.  相似文献

This research set out to investigate how, in a post-conflict area, parental preferences and household characteristics affect school choice for their children. A multinomial logit is used to model the relationship between education preferences and the selection of schools for 954 households in Freetown and neighboring districts, Western Area, Sierra Leone. The increased economic well-being of a family tends to increase the likelihood of choosing a nongovernment school. As a child gets older parents are more likely to select government over nongovernment schools. For girls, parents are twice as likely to select a nongovernmental organization (NGO) school than a government one. Where parental preference for girls is a “safe environment” government is the preferred choice over a private proprietor school. Interestingly, the level of household education does not affect the likelihood of attending any school management type.  相似文献

Low-cost private schools (LCPS) are widespread in Kenya, particularly in urban areas. This study examines the reasons that parents send children to fee-charging schools in a context of free public primary education. Drawing on parent survey and interview data, as well as interviews with national policy makers, we found that parents who chose LCPS for their children were more driven by quality concerns than were public school parents. We also present data on the costs of the school types, compared to household income. Despite being termed ‘low cost’, the fees charged by schools primarily serving the poor were often a heavy burden on families. We conclude with recommendations for maximising the impact of LCPS on educational access and quality.  相似文献

This article examines how teachers and parents in 10 municipal schools serving students growing up under conditions of social vulnerability represented themselves, and others, as valid agents for charting school improvement. In four schools parents and teachers saw each other as trustworthy and collaborating to provide an education that could transform students’ life chances. In the other six schools, social relations were marked by distrust, staff constructed students as lacking the resources necessary to benefit from a rigorous academic programme, and parents in leadership positions shared with teachers the belief that school failure could largely be attributed to uncommitted parents. These results suggest that the impact of quality assurance policies tends to be associated with the social capital of municipal schools, thus educational policy needs to consider developing and strengthening social capital within schools.  相似文献

Although parental involvement is often a priority on the quality agenda of schools for primary and secondary education, it is still not usual to involve parents as an educational partner in the actual learning process of their child. Rather than adopting an open approach, teachers tend to tell parents what they should do or keep them at a safe distance. At the same time, parents are increasingly becoming better informed, more critical and thus are more strongly positioned towards school. They address teachers more directly in case of problems or disappointing results of their child. Clearly, this might lead to a negative impact on the mutual relationship especially when parents’ emotional involvement conflicts with a professional and detached attitude of teachers. Based on the results of several studies that provide ample evidence that parental involvement in the learning process can improve learning outcomes, it is argued that there is much to be gained in forming educational partnerships between parents and schools. Different dimensions of active parenting are discussed, as well as prerequisites for successful implementation.  相似文献

The aim of this study was to analyse the determining factors behind parents’ and students’ decisions when choosing upper-secondary schools in Japan and how these factors were affected by the implementation of the new “Free High School Tuition” law introduced in 2010. Public and private upper-secondary schools can be either vocational or academic. This school choice was analysed using the characteristics of families and schools included in the PISA 2009 and 2012 questionnaires in a multinomial logit model. The most influential family characteristics in the upper secondary school choice in Japan are related to the family budget, parental education, class, and status. Moreover, the results show that the implementation of the new law affected families’ school choice. Nevertheless, the law did not have the same equalising effect on families with more than one child and low-budget families in areas with a limited offer of private schools.  相似文献

Even though choice is not officially a feature in the German primary school system, some parents intervene in determining which school their child attends. Especially in urban contexts, the informal school market is growing. This demand is based on promises with respect to a certain quality of education as well as on issues that prevail in certain inner city schools. In looking at Berlin, as a global city, this article shows how contrary school choice practices gain traction in the face of ‘cultural differences’ that those practices produce discursively. Cultural semantics are activated with regard to the composition of the student body, when parents chose schools with a bilingual profile, but also when parents engage in the practice of ‘group enrolment’ into schools in inner city hotspots perceived as problematic. Our research shows how school choice practices may become acceptable despite being a public taboo, if parents argue by appeal to ‘cultural differences’.  相似文献

Schools are required to develop policies and practices in line with the principles of both partnership with parents and pupil participation. However, there is increasing recognition of the potential tensions that may exist between these two principles. This paper reports on a study that aimed to explore the question of how schools might develop their home–school relationships in ways that enhance rather than constrain pupil participation. It focuses on the perspectives of children aged 6 to 16 years (with and without special educational needs), parents and teachers concerning children's involvement in decision-making at home and at school, and their participation within the home–school relationship. The findings highlight the need for schools to develop a coherent view of what active participation means for children and a vocabulary to communicate about this not only with pupils and staff across the whole school, but also with parents. They demonstrate that there is scope for two-way support between parents and teachers in relation to the promotion of children's involvement in decision-making both at home and at school. Further, they illustrate the complex and evolving three-way partnership between parent–child–teacher that is central to the home–school relationship. While it is acknowledged that children may rightly wish to keep a distance between aspects of home and school life, it is argued that there is a need for schools to give explicit consideration to the place of pupil participation within the home–school relationship.  相似文献

This study investigated the factors influencing parents of students with disabilities in choosing either an integrated setting or a special school for the education of their children. A questionnaire mailed to members of a parent support group in Victoria, Australia, sought responses to questions about current school setting, changes of school, parent preferences for school setting, and parent satisfaction with the current setting. Parents also rated 30 factors, including specialist resources, curriculum, socialisation, normalisation aspects, school environment, and professional consultation and advice, for their importance in selecting a school. Responses were received from 193 parents. Some differences were identified between parents of students in different settings, with mainstream parents giving high ratings to normalisation and academic aspects, and special school parents emphasising special programs, teacher‐student ratios, and the child's self‐esteem. All parents rated school climate variables as highly important. The majority of parents expressed satisfaction with the current school setting. However, a trend was noted for students to move from the mainstream to special schools as secondary education approached, with the need for curriculum focusing on independent living skills playing an important part in this decision.  相似文献

In this essay, Sarah Stitzlein describes the democratic potential of parents choosing to opt out of school testing, explaining how they ought to engage in political dissent to best fulfill their responsibilities as citizens and to practice democracy on behalf of children and schools. Parents' decisions to opt out are often based on rights claims about their oversight as parents; moral claims regarding the potential undue pressure testing places on children and the misuse of students' scores; political and economic concerns with the role of corporations in testing; and educational claims about the validity of scores, the narrowing of curriculum, and the deprofessionalization of teachers who feel they must teach to the test. By building publics around these rationales and shared concerns, parents may increase the political legitimacy of public schools and create public schools that are more deeply public; in some cases, they may also provide an educational model of democratic life for budding citizens in schools to observe and learn from.  相似文献
