Crafting policies about controversial values: How wording disputes manage a group dilemma

Over a six-month time period a school board and its community discussed their district's strategic plan goals about diversity. This article analyzes that discussion within the practical theory frame articulated by Craig. Meeting talk and documents were analyzed to determine how the group's policy deliberation became an argument over what words to have (or avoid) in the strategic plan document. Proposals about document language were framed as technical editing, as inadvertent changing of a policy, and as wordsmithing. In addition to each frame being used, each was also challenged as to its being used to advance some group members' interests at the expense of others. Moving back and forth between using and resisting wording proposal frames, we suggest, is a reasonable way for groups to manage a dilemma they face in crafting policies about controversial, abstract issues. The paper concludes by identifying implications for dilemma theorizing and future study of groups.     

Evaluation of strategic plans in academic medical libraries

A multicase approach was used to explore evaluation methods being used in academic medical libraries that are engaged in strategic planning, including where in the planning and implementation process evaluation is being incorporated and how the evaluation data are collected, analyzed, and incorporated into future strategic planning processes. Data collection included document review (strategic plans, memos, Web sites) and interviews (semistructured individual interviews and focus groups). The strategic planning process used at each institution varied yet could be mapped to Bryson's process for strategic planning. Strategic planning was found to serve as a management tool, providing libraries in the study with direction and focus; however, there remains a strong need for leaders to communicate the importance of incorporating evaluation into the planning process.     

Volunteer Utilization Report Prepared for Future of the Library Task Force of the Charlotte Mecklenburg Library, 2010

The author has prepared a planning document on how her library system can use volunteers as one strategy for keeping libraries open in the face of severe budget cuts by the county government that provides most of the library's funding. The document is addressed to the Future of the Library Task Force, the planning group that makes policy recommendations to governance officials. The author also estimates the number of volunteers and the number of hours they will contribute as Charlotte Mecklenburg Library works to implement the plan. These calculations generate several tables with information about volunteer activities within the system to provide the planners with sufficient information to make appropriate decisions.

Digitalization as a policy response to social acceleration: Comparing democratic problem solving in Denmark and the Netherlands

Social acceleration – the progressively faster rate of technological, social and life-pace change – poses a dilemma for democratic problem solving: It increases the amount of new social problems emerging on the political agenda and hence amplifies the demand for rapid and effective policy solutions. Democratic politics is, however, slow. So either the political system speeds up decision making at the cost of democracy, or it holds on to democracy at the cost of problem solving. Obviously, neither option is desirable. How do governments try to solve this dilemma and provide positive-sum solutions that are both effective and democratic? We present two so-called paradigm cases of governments, in Denmark and the Netherlands, that have developed a remarkably quick and effective digitalization response to social acceleration. By focusing on four markers – (1) awareness and timing; (2) motivation; (3) new strategic goals; and (4) goal-directed strategic policy action – we theorize how governments aim to solve the dilemma for democratic problem solving under conditions of social acceleration.     

Reconciling rising serials costs, the serials budget, and reference needs in a medical library serials retrenchment program: a methodology

Devising a coherent serials retrenchment plan while maintaining quality reference service is a dilemma faced by increasing numbers of medical librarians. In 1991, the staff of the Shiffman Medical Library, Wayne State University, began to address increasing serials budget reductions that by 1994 amounted to a projected 20% maximum cut. The resulting retrenchment plan combined an ongoing serials use study, faculty and librarian reviews of cancellation lists, and systematic refinements in interlibrary cooperation and document delivery service. The Shiffman plan provides a constructive framework that can be adapted to other medical libraries facing immediate, major serials retrenchment.     

National Library of Canada survey of holdings and projected growth

To develop its long-range strategic plan for future accommodation, the National Library of Canada conducted a comprehensive collections survey to estimate the current occupancy of space and to provide a basis on which to project future space requirements. The survey was a major effort involving extensive planning and detailed implementation. In recognition of the many different collections, 95 format groups were identified and mapped onto 147,000 shelves and cabinet drawers. We report the number of items stored per linear foot (density) for many different collections. These are used to convert forecasted number of items in each format group to estimate the linear space requirements, and after considering a number of factors, these are translated into floor space requirements.

In Search of Journalism Funding

Digitization has caused disruption in the traditional business model of the news media. Policy implementation in the media sector is therefore increasingly raised as an economic question, involving concern for the ability of legacy media to serve as independent platforms for public deliberation. While media policy traditionally tends to focus on unwanted developments (i.e. local monopolies, ownership concentration, etc.), the side-effect often representing an obstacle to innovation, the question is how future media policy should account for innovation needs. Combining media economics, policy analysis and strategic management theory, this article combines interviews with key stakeholders with policy document analysis to a scenario analysis of possible future policy directions enabling innovation in the news industries in Norway.     

Pennsylvania's transition to enterprise computing as a study in strategic alignment

We theorize about the strategic alignment of computing with organizational mission, using the Commonwealth of Pennsylvania's efforts to pursue digital government initiatives as evidence. To do this we draw on a decade (1995–2004) of changes in Pennsylvania to characterize how a state government shifts from an organizational to an enterprise perspective regarding computing. We document and analyze the strategic and operational aspects of a series of information and communications technology (ICT) planning efforts to highlight the nature and roles of strategic alignment used to achieve this transition. Findings from this analysis mark the importance of combining several approaches to strategic planning regarding the adoption and application of ICT.     

A Web 2.0 Catalog and Document Delivery: Hold this for me at Western Michigan University

This article details the implementation of an electronic request service that allows users to register item requests directly from the OPAC without re-typing the bibliographic information and at no cost. This project supports the overall efforts of the university by furthering the Western Michigan University strategic plan to implement a user-friendly document delivery service. This article describes this innovative and easy way to access a reservation list to retrieve library items by implementing customized web-based management using MySQL and Voyager Oracle? backend. The advantage of a web-based management system is its ease of use and highly customizable features. Some statistics on the number of requests from 2008–2011 are also included.

Strategic Marketing of Library Resources and Services

The development of marketing activities for an academic library as an outgrowth of an overall library strategic plan can assist in clarifying which key resources and services should be promoted and in developing the optimal activities for communicating their benefits. Marketing as an ancillary process to strategic planning can increase awareness and use of library resources and services among targeted user groups and can present a clear, consistent image to students, faculty, and administration as to what the library offers to the life of the university community and validate its continued funding. A permanent library marketing committee is the best means for coordinating library marketing activities.     

Framework for Change: Creating a Diversity Strategic Plan within an Academic Library

Abstract

In December 2017, Clemson University’s administration via the Assistant Vice President for Strategic Diversity Leadership charged each college and the University Libraries with creating and implementing a diversity strategic plan to align with the ClemsonForward institutional strategic plan and assessment system. Clemson University Libraries answered this charge by creating a Libraries Diversity Plan Working Group (LDPWG), which applied a provided institutional framework to conduct an inventory of current diversity, equity, and inclusion (DEI) initiatives and obtain input, feedback, and support from all the Libraries’ faculty and staff as well as the organization and institution administration to create an ambitious diversity strategic plan. The LDPWG worked for sixteen months to create an updated organization mission statement, a sustainable diversity statement, and an accountable roadmap, furthering Clemson University Libraries’ DEI initiatives and impact regarding six strategic priority areas: climate and infrastructure, recruitment and retention, education and training, research and scholarship, leadership support and development, and strategic partnerships.     

Evaluating the strategic plans of public libraries: An inspection-based approach

For public libraries, as with most organizations, effective strategic planning is critical to longevity, facilitating cohesive and coordinated responses to ever present and ever changing political, economic, social, and technological (PEST) forces which shape and influence direction. Strategic planning is widely recognized as a challenging activity, however, which can be both time consuming and unproductive, and there exists limited guidance regarding how to evaluate documented and disseminated strategic plans, particularly within the not-for-profit sector. In response, this research proposes and tests an inspection-based approach to the evaluation of strategic plans, based upon a rubric specifying the key attributes of each of the core components of a plan, combined with an appropriate assessment scale. The rubric provides a method to identify and assess completeness of strategic plan, extending to qualitative assessment of communication aspects such as specification and terminology, and synergistic aspects such as cohesion and integration. In the most comprehensive study of its kind to date, the method is successfully trialed across the devolved Scottish public library sector, with the strategic plans of 28 of the 32 regional networks evaluated. Of the 28 plans, 17, or 61%, were found to be incomplete and/or to contain contradictory or uncoordinated components. It is recommended that Scottish public libraries improve not only completeness of plans, but also their precision, specificity, explicitness, coordination, and consistency, and overall mapping to library services. Recommendations are made for further widespread application of the rubric.

Remember Me? Content Development in a User-Centered Services Library

As a response to the University of Kansas' (KU) strategic planning process and the need to identify budgetary efficiencies, the KU Libraries created a strategic plan and underwent a structural reorganization. In the new structure, the libraries went from thirty librarians doing collection development to seven selecting library materials for the core collection. The new, smaller, more agile department is responsible for all tasks related to collection development as the library moves from being a collection-centered institution to being user-centered. The new organization shifts the collection development paradigm from one based on academic disciplines to one that embraces a holistic view.
