In 2001, the Texas state legislature passed House Bill 1403. With the passage of the law, Texas became the first state to offer in-state tuition rates at public universities for non-citizens (including illegal immigrants) who attended high school in the state for three years. As a result of the policy change, the cost of attending college at public universities in Texas fell dramatically for non-citizens. Using administrative data from five universities in Texas, we employ a quasi-experimental design to identify the effects of the policy change on the probability of enrollment at each of the universities. The results demonstrate a large and significant positive effect of lowering tuition on the enrollment of non-citizens at the University of Texas at Pan American and the University of Texas at San Antonio.  相似文献

We reveal the current level of flexible admission systems (FAS) at UK universities, and explore its impact on student enrollment rates. We employ quantitative analysis techniques for data collected and customized from the Higher Education Statistics Agency (HESA) in the UK, during the period 2010–2015. To understand the impact of FAS on student enrollment, six statistical tests were conducted. Based on the level of FAS adopted by universities, we identified four groups of UK universities: very low, low, medium, and high levels of FAS. No robust evidence exists to support claims that universities which apply a higher level of FAS have higher student enrollment. The study results were based only on secondary data collected from HESA, so future studies should be based on other types of data. This paper attempts to cover the missing elements of previous literature and its traditional research techniques.  相似文献

This paper investigates the long-term impact on earnings of attending a tuition-free, top-quality university in Brazil. We identify the causal effect through a sharp discontinuity in an admission process based on test scores. If admitted, low-income students are found to increase their earnings by 26% ten years later. However, admission has a small and insignificant effect on high-income students. The difference between income groups is not explained by educational attainment, program choice, or selection into better-paying jobs. The evidence suggests that most low-income applicants, if not admitted, still graduate from college but with much lower returns to education. High-income applicants who just miss the cutoff, however, can find other opportunities such that earnings trajectories are unchanged. Our results underscore the role of affordable higher education in promoting social mobility.  相似文献

Several German states recently introduced tuition fees for university education. We investigate whether these tuition fees influence the mobility of university applicants. Based on administrative data of applicants for medical schools in Germany, we estimate the effect of tuition fees on the probability of applying for a university in the home state. We find a small but significant reaction: The probability of applying for a university in the home state falls by 2 percentage points (baseline: 69%) for high-school graduates who come from a state with tuition fees. Moreover, we find that students with better high-school grades react more strongly to tuition fees. This might have important effects on the composition of students across states.  相似文献

Abstract

This article examines the potential impact of the recent changes to the Teachers Superannuation Scheme (TSS) and the resulting wave of early retirements, on the nature of academic work and cultures in the ‘new’ universities. In doing so it considers the potential for one externally driven initiative, implemented outside of the control of organisational managers, to have a quite extraordinary effect on workers across a whole occupational sector. It assesses the force of an early retirement programme as a catalyst for increased managerialism, relative to other recent pressures, drawing upon the literatures of organisation culture, strategy and labour process; and utilising new empirical research concerning academic careers, culture, change and security. Findings indicate that academic staff in new universities may be insulated from the effects of managerialism, albeit that this may vary between and within institutions. It speculates on whether the effects of large‐scale early retirement will have an impact on academic cultures through the ‘releasing’ of staff with old values and the ‘buying’ of replacements who have new values. Further, it argues that because the TSS changes affect only the new universities, the resultant changes may differentiate them from the pre‐1992 universities, making at least some of them more similar to the managerially focused further education sector, and reinforcing the binary divide within a supposedly unified university sector.  相似文献

The use of corporate management tools in universities has been widely critiqued in recent decades, as it is viewed as undermining academic goals and promoting marketization and corporatization. Responsibility center budgeting (RCB) is one popular management tool that has been decried as promoting market logics, internal competition and institutional fragmentation. This comparative case study investigated four North American universities that employed RCB for several years, to investigate the relationship between unit autonomy and coordination. Site visits and interviews with key informants were conducted at the four universities, supplemented by document analysis. The analysis identifies widely different experiences between two sets of universities. Findings show that the ability of the central administration to promote vertical coordination is critical to mitigating the adverse consequences of RCB.  相似文献

Policy changes in the higher education landscape have given way to increased interest in the way students perceive engagement in UK higher education. This paper examines whether we can reliably distinguish between institutions and disciplines, and what key student and institutional variables are a predictor of engagement of undergraduate students. Using data from two waves of the United Kingdom Engagement Survey (UKES), a national survey of undergraduate student engagement, we constructed multilevel models for different aspects of student engagement. The results show that the vast majority of the variance of the models is at the student level, indicating that demographic characteristics seem to contribute most to differential aspects of engagement. Some variance at student level could be explained: females, distance learners, part-time students, and disabled student indicators were negative predictors of engagement, while indicators for Black and minority ethnic (BME) students and for students from Africa and Asia were positive predictors of engagement.  相似文献

In Europe, national quality assurance systems of higher education have begun to be established. In Finland, this development has had the consequence of forcing universities to take notice of assessment procedures. However, little is known about the procedures taking place in individual academic departments as a result of this pan‐European trend. This article describes how academics currently comprehend quality assessment, paying particular attention to self‐evaluations and quality assurance systems. Little research has focused on tobacco use among deaf and hard of hearing youth. Findings are reported from a first-ever tobacco-related survey, completed by 226 California middle and high school students using either a written questionnaire or the Interactive Video Questionnaire, an interactive multimedia computer video technology. Rates for current smoking (3.1%), ever smoking (45.1%), and multiple types of tobacco use (10.6%) were found to be lower than among high school students generally; mainstreamed students were likelier to have ever tried smoking than their deaf school peers (57.8% vs. 31.8%). No statistically significant associations were found between ever smoking and race/ethnicity, gender, school performance, or prelingual vs. postlingual deafening; a quarter of the sample experienced occasional peer pressure to use tobacco products. Tobacco use covariates, exposure to cigarette marketing and antismoking programming, and tobacco education needs of deaf and hard of hearing youth are discussed.  相似文献

This study examined the extent that a scholarship program operating in Sierra Leone and Djibouti was successful in increasing girls’ persistence in basic education. Results of field studies indicated that scholarships could be appropriately targeted and delivered in ways that appear to minimize misappropriation of funds. However, the scholarships often created significant tensions between award recipients and non-recipients and among their families that frequently isolated recipient girls and led to their harassment by non-recipients. These findings are interpreted within the context of the larger debate about the relative merit of abolishing school fees for all students or targeting scholarships for only the neediest students.  相似文献

As executive functions play an essential role in learning processes, approaches capable of enhancing executive functioning are of particular interest to educational psychology. Recently, the hypothesis has been advanced that executive functioning may benefit from changes in neurobiological processes induced by physical activity. The present research explored this hypothesis by systematically identifying and reviewing intervention studies targeting the relationship between physical activity and executive functions, distinguishing between different types of intervention and of executive function. The review found considerable evidence for beneficial effects of physical activity on executive functions, with performance benefitting more consistently in inhibition tasks than in dual task coordination, shifting tasks, or combined tasks. Possible physiological explanations are discussed. Open questions for application and future research concern the sustainability of effects, the design of physical activity interventions, and the role of individual differences. Possible interventions applicable to educational settings are discussed.  相似文献

I design and implement a correspondence based field experiment to test for race and gender discrimination among college admissions counselors in the student information gathering stage. The experiment uses names to identify student race and gender, and student grade, SAT score, and writing differences to reflect varying levels of applicant quality. I find that counselors do not respond differently by race in most cases, but there are measurable differences in response/non-response and in the type of correspondence sent that favor female students. I also find that the quality of the student induces large differences in the type of response.  相似文献

In light of the recent bans on affirmative action in higher education, this paper provides new evidence on the effects of alternative admissions policies on the persistence and college completion of minority students. I find that the change from affirmative action to the Top 10% Plan in Texas decreased both retention and graduation rates of lower-ranked minority students. Results show that both fall-to-fall freshmen retention and six-year college graduation of second-decile minority students decreased, respectively, by 2.4 and 3.3 percentage points. The effect of the change in admissions policy was slightly larger for minority students in the third and lower deciles: fall-to-fall freshmen retention and six-year college graduation decreased, respectively, by 4.9 and 4.2 percentage points. Moreover, I find no evidence in support of the minority “mismatch” hypothesis. These results suggest that most of the increase in the graduation gap between minorities and non-minorities in Texas, a staggering 90%, was driven by the elimination of affirmative action in the 1990s.  相似文献
