Using Corpus-Based Approaches in a System for Multilingual Information Retrieval

We present a system for multilingual information retrieval that allows users to formulate queries in their preferred language and retrieve relevant information from a collection containing documents in multiple languages. The system is based on a process of document level alignments, where documents of different languages are paired according to their similarity. The resulting mapping allows us to produce a multilingual comparable corpus. Such a corpus has multiple interesting applications. It allows us to build a data structure for query translation in cross-language information retrieval (CLIR). Moreover, we also perform pseudo relevance feedback on the alignments to improve our retrieval results. And finally, multiple retrieval runs can be merged into one unified result list. The resulting system is inexpensive, adaptable to domain-specific collections and new languages and has performed very well at the TREC-7 conference CLIR system comparison.     

Planning for Multilingual Chat Reference Service in a Suburban Public Library System

SUMMARY

Recent immigrants are settling not only in urban centers, but are dispersing throughout the suburban landscape. For many of these new immigrants, the local public library can provide a vital connection to the American Dream, if only librarians can effectively reach them. This article discusses the planning for multilingual chat reference service (currently English, Spanish, and Chinese) and some of the issues and challenges that librarians face in a suburban public library system.     

Partnership as a New Paradigm for Reference Librarians in African Studies

SUMMARY

This article examines the changing paradigms of reference librarianship as they relate to the study of Africa. It discusses important issues to do with the role of the reference librarian in assisting future scholarly research. Particular attention is given to how electronic resources are influencing the nature of Africana reference services and collection development. Given the problems faced in accessing information from Africa, emphasis is also placed on how partnerships between U.S. and African libraries and scholarly institutions can help improve information access in and about Africa.

Bilingual and Multilingual Legal Dictionaries in the European Union: An Updated Bibliography

This annotated bibliography is intended to shed light on the availability and distribution of legal dictionaries that translate the twenty-seven European languages. The representative corpus consists of about 200 printed bilingual legal dictionaries (BLDs) with terms from two or more legal languages used in the European Union. This bibliography aims to illustrate the wide variation in the quality of these BLDs by the usage of three special headings and by referring to relevant professional reviews. In addition, the authors have commented upon noticeable BLDs that deserve serious criticism or special attention. This annotated bibliography updates the previous bibliography (Gerard-René de Groot & Conrad J. P. van Laer. The Quality of Legal Dictionaries: An Assessment [Maastricht Faculty of Law Working Paper No. 2008/6, 2008]) and covers almost all recently published BLDs. However, this bibliography is not exhaustive because of the dispersion of publishing houses: Each publisher issues only two BLDs, on average.

Dyslexic Students: Success Factors for Support in a Learning Environment

This study examines possible success factors when developing technical solutions for dyslexic students. Findings in the literature, in a web survey answered by students and in the experiences from the development process at the Medical Faculty Library, Lund University, were used to find out potential success factors and difficulties. The literature found describes what dyslexia is, the situation for dyslexic students and available technical compensatory devices. One conclusion is that it is important to recognize the needs of individual students and choose flexible technical solutions.

A Library and a Radio Show: The Story of a Successful Partnership at 10 Years and Counting

Your Health® Radio is a weekly one-hour radio show about consumer health produced by the University of North Carolina at Chapel Hill Department of Family Medicine. It provides practical, health-related news and information to listeners in an easy to understand style. Hosted by a family medicine physician faculty member and co-hosted by other health professionals, it airs on a local radio station. Since 2009, Health Sciences librarians have collaborated on the show, bringing their expertise in information discovery and organization, consumer health, and health literacy to this consumer health endeavor. In the process, the librarians and libraries have also benefitted.

Balancing Tensions During Convergence: Duality Management in a Newspaper Company

Abstract

Media companies inherently face organizational tensions, as dual—artistic and commercial—orientations are part of their mission. Yet, it is still poorly understood what the existence of such tensions implies for managing media companies that undergo organizational changes to embrace technological convergence. Based on a case study with a European media company, this article argues that different organizational tensions exist and exemplifies this by characterizing structural, processual, and cultural tensions. This study finds that these tensions are interlinked, interdependent, and dynamic—namely, when media companies change, their inherent tensions are also likely to change. Thus, they need to be actively and comprehensively managed to avoid disfunctionalities. In fact, considering the different tensions in the reorganizing process might enhance its chances of success. Relocating the tension, enhancing perception of the tension, and providing training to increase awareness of employees emerge from this case as different strategies for managing tensions.

要实现网络信息或数字图书馆信息的有效多语言获取,需充分考虑用户交互.通过用户实验,检验用户相关反馈机制在多语言信息获取中的作用,并分析用户行为特点.实验结果证明,查询扩展、翻译优化以及两者的结合均是有效的用户相关反馈方法.     

Visions of value: Leading the development of a view of the University Library in the 21st century

Over the course of 2018 the University of Sheffield Library conducted a series of interviews and workshops with stakeholders as part of a strategic project to reflect on the value of the university library in the 21st century. Using a mixed methodology, participants were asked to reflect upon the future Higher Education (HE) environment for the university and, for academic participants, their discipline. In this context participants were also asked to reflect upon the future value of the University Library in a series of questions designed to elicit value statements using a tool which the project group have called the ‘Wheel of Value’. The resulting reflections upon the future environment have been grouped into four categories reflecting the drivers for change; Digitalisation, Student Experience, Diversification and Collaboration recognizing that there is considerable overlap and interconnection between these. The reflections on the future value of the library are presented by Wheel of Value higher order categorization. This approach proved useful in eliciting responses from participants in the face of recognized difficulty in getting beyond current views of the library and the approach is recommended to other universities looking to carry out a similar project. The results of this research will be used to inform the development of a view of the library for the purpose of engaging with our university community and key partners.     

Imagining the Journalist of the Future: Technological Visions of Journalism Education and Newswork

Digitization has resulted in great uncertainty for journalism, leading to disruption of business models, revenue streams, media distinctions, and production practices. This uncertainty has led to many articles, reports, blog posts, and general commentary discussing the future of both journalism and the skills required by journalists to succeed in this environment. This essay analyzes these discourses, focusing specifically on the nature of technology as the sole determiner of journalism’s future, with interventions aimed at journalism education and the structure of newswork. An idealized notion of the technologically adept journalist, ready to usher in digital stability, emerges as the object of these debates and, thanks in large part to the limited scope and ahistorical character of digital discourse, obscures more persistent, systemic critiques of technology and journalism.

如何提高多语言信息服务质量已成为数字图书馆等科技信息服务领域的重要研究问题。文章首先介绍了国内外多语言信息服务相关研究,然后具体从跨语言信息检索和机器翻译两个方面介绍了国家科技文献中心多语言信息服务研究成果在国家科技文献在线服务系统中的应用。将跨语言信息检索功能和文摘翻译服务功能引入数字图书馆在线查询系统,在国内数字图书馆信息服务领域尚属探索性尝试,可以为进一步提高数字图书馆多语言信息服务质量提供经验。     

Assessing Effective Partnerships in Intercultural Education: Transformative Learning as a Tool for Evaluation

Objectives: The goal of the Intercultural Partnership Project is to introduce students to issues surrounding language and cultural identity, with the ultimate goal of helping students see themselves as engaged participants, rather than observers, in a multicultural community. For students in the intercultural communication class, this goal echoes the overall purpose of the course. For students in the ESL class, this goal seeks to improve their communication skills through interaction with members of the target language community.

Courses: An upper division intercultural communication course and an English as a second language (ESL) class that focuses on academic skill development, with an emphasis on written communication.
