汉江生态经济带所属植被具有南北过渡特征,多样性自然环境孕育着丰富的森林资源。科学管理汉江经济带森林生态旅游开发风险不仅是落实科学发展观的要求,更是实现汉江流域可持续发展战略目标的关键。文章依托公共池塘治理理论,基于汉江生态经济带森林资源分布现状,聚焦跨行政区域的森林资源开发风险,发现跨区职能部门间的不合作、森林资源的异质属性、生态系统的破坏性开发是汉江生态经济带的跨行政区森林生态旅游开发所面临的主要风险。进而以"生态为内核、智慧为手段、文化为驱动"为理念,提出了基于社会-生态系统(SESs)可持续发展分析框架的森林生态旅游开发风险应对策略。
