乡民社会群体性突发事件的发生机理与调处机制——以福建岩兜村为个案

宗族、乡村基层的行政力量、基层派出所、基层法院构成了乡民社会纠纷调处的基本结构。这种调处结构在很多时候形成了一种调处网络,乡村民众的利益纠纷往往需要这种网络调处机制才能进行有效调处。在这种网络之上,还包括中国行政体制中的各层政府职能部门的干预,尽管这些政府力量干预的纠纷往往是所谓具有重大影响的事件,但其仍然构成乡民社会利益调处的重要机制。这种涵盖多层政府行政力量的综合干预在乡民社会"群体性突发事件"中表现尤为突出。岩兜村改革开放以来群体性突发事件的发生具有多目标化、多层次性特征,在群体性突发事件的调处中也呈现越级干预特点。应对乡民社会群体性突发事件应该整合多层次调处力量,优化调处机制,更要在现有调处机制之外求解,以维护乡民社会的和谐稳定。     

我们从邻国的新村运动中学到了什么?——韩、日两国乡村振兴运动中的教育功用透视

韩、日两国都十分重视教育在乡村振兴中的作用,通过正规和非正规两种教育形式提高乡民素质、改变乡民观念并增强其伦理道德水平和国民凝聚力、建设力。我国乡村振兴战略实施可借鉴韩日做法:以政府为主导实行财政、立法双轮驱动,切实加强乡村振兴“硬建设”,改善乡村基础设施面貌,因地制宜发展乡村特色农产业,提高乡民物质生产水平;以教育为主导实行普通教育、职业教育双轮驱动,切实加强乡村振兴“软建设”,强化乡民伦理道德教育,培养新型乡民,提升乡民精神生活境界。     

略论北洋政府时期的乡民防匪

北洋政府时期，土匪活动猖獗，由于政府无法保护乡民的生命财产安全，乡民只好自己采取各种措施防匪。该时期乡民防匪的主要方式有：依靠建筑物和村落防匪；通过建立会道门组织对抗土匪；依仗民团与土匪对抗。乡民防匪是乡民的一种无奈的选择；乡民防匪无法使猖獗的土匪活动产生实质性的变化；乡民防匪使乡村武装力量兴起，但乡民并未从乡村武装力量的兴起中获得太多利益。     

梧州近代建筑价值研究

1897年梧州被迫开放为通商口岸,西方国家在梧州设立领事署、教堂、医院等,不但改变了梧州的近代城市景观,而且在随之而来的西方建筑风格、建筑技术的冲击下梧州传统建筑逐渐向近代建筑过渡与转型。通过实地调研与文献研究发现梧州近代建筑类型丰富,涵盖居住、文教、医疗、行政办公、商业、通信广播、旅馆、纪念性、工业、宗教等建筑,这些近代建筑是梧州近代城市政治、经济、文化发展的重要见证与物质载体,具有较高的历史价值、艺术价值、科学价值、社会价值和文化价值。     

百年辛亥与百年商埠——兼谈桂商之产生及其文化性格

梧州是广西最早的通商口岸,是广西工商业的发源地,最早接受粤港澳的文化经济辐射,接受西方文明与民主思想的影响。同时,梧州也是广西最早响应辛亥革命、通电宣布独立的城市。该文主要论述清末民初梧州工商业形成的历史,"桂商"在梧州形成、发源的历史,梧州的工商业文化氛围对民主革命活动在梧州活跃开展的影响与联系;"百年商埠"的经济、文化、政治环境,对于辛亥革命活动在梧州开展的促进作用;论述梧州辛亥革命活动的经济文化条件,分析梧州成为两广"首义之城"的历史文化原因。以期挖掘梧州的商业文化积淀,为振兴百年商埠提供启迪与信心。     

乡土底色上儿童生命成长的教育意涵——基于金珠苗寨民族村的田野考察

乡土给予儿童最珍贵的成长资源,儿童成长在乡村,乡土构成其生命成长的基本底色,使儿童获得生命成长的意涵:乡土自然生态,与自然之交往乃是乡村儿童的"生命地基",自然与劳作建构了乡村儿童生命的底色;乡土人际生态,与乡民之交往丰富儿童的情感,乡土人情给予儿童朴素的爱,给予儿童更广阔的生命成长空间;乡土文化生态,民俗文化形式让儿童拥有多彩的生命姿态,丰富了儿童生命成长的意义。     

回族乡村乡规民约与西部民族地区法制现代化

回族乡村乡规民约是根植于回族乡土社会,独立于国家法之外的由乡民们共同信仰,共同讨论,共同制定,共同遵守执行的实际上调整乡民日常生活的行为规范。它包括由政府指导和帮助制定的成文的乡规民约和乡民自发的通过口承等形式传承下来的不成文的乡规民约。它紧紧围绕回族乡村乡民的生产生活、宗教信仰、伦理习俗、经济交往、婚丧嫁娶、人情往来等依据乡民的内心认可发挥着功用,实际规范着这一乡土社会的秩序。本文试图借助回族乡村乡规民约这一视角,依照民族地区的现实情况,对回族乡村乡规民约如何存在,其功用价值如何定位以及乡规民约和乡村自治等问题尝试作以法社会学的解析研究。进而探讨国家法与民间法之间的关系,促使二者融合,推进西部民族地区法制现代化。     

开展教学创新提升乡医培训质量

为贯彻落实国务院《乡村医生从业管理条例》及河南省教育厅、卫生厅和中医管理局《关于开展基层无学历卫生人员中专医学学历教育工作的通知》（豫教职[2004]17号1文件精神,进一步提高乡村医生队伍的整体素质和服务水平．真正成为人民健康的守门人．濮阳市卫生学校作为豫北地区乡医培训基地之一．于2004年至2008年间共培训乡村医生2000多人．他们均已顺利取得了中专学历．其中大多数已顺利通过了国家卫生执业资格考试．获得了助理执业医师资格证书。     

试述20世纪前期华北乡村中的弱势阶层

20世纪前期,华北村庄的弱势阶层指乡土资源的拥有量极度有限,社区地位最低的阶层,主要包括长工、普通乞丐、普通看青夫、地方等群体。他们土地资源匮乏,生活在乡土社区的边缘,被乡民"贱视",其职业行当非普通乡民所愿为,通常是村庄照顾与救济的对象。同为穷困潦倒,弱势阶层与无赖能人有本质区别,前者属于普通极贫户,其贫穷因"正常"原因所致;而后者则因不务正业,游手好闲而致贫,且常因霸力为乡民所惧,在村庄道德评价体系中为乡民所嫌恶。弱势阶层的形成与特质具有鲜明的时代特征,是20世纪前期乡村社会变迁的一个微观缩影。     

张宗麟乡村教育思想对当前农村教育的启示

张宗麟追随陶行知献身乡村教育事业,对陶先生的教育主张身体力行。张宗麟分析了当时乡村社会日趋衰落、乡村教育发展缓慢的状况。他从中国国情出发,希望通过乡村教育提高乡民觉悟,改善乡民生活。在此认识基础上,他开展了创办乡村幼稚园、推广乡村师范教育及社会教育实践活动。这些实践活动促进了他的乡村教育思想的发展与完善。他的乡村教育思想对当前我国农村教育仍有重要启示。
