论民营经济主导的内生性新渔农村发展模式——以浙江舟山为例

舟山依托特有的海洋资源优势,大力发展民营经济,实现了民营经济主导的内生性新渔农村发展模式。民营经济通过产业带动、村企互动、直接参与、合作开发、经济顾问、公益捐助等多种形式在新渔农村建设方面体现了巨大优势。下一步,要不断发展壮大民营经济,推进内生性新渔农村发展模式：坚持以“临港产业”为主导的特色区域经济;大力推进渔农业产业化经营;发展生态渔农业,逐步实现增长方式的转变;放宽政策,鼓励民营经济投资渔农村基础设施建设;增强民营企业自身的竞争力。

张掖市经济转型升级路径研究——基于张掖市第六次经济普查数据

张掖市整体经济发展水平不高,经济增长主要依靠投资拉动;第二产业发展水平偏低,加工制造业发展落后,产业链条短,处在价值链低端,增值潜力小;服务业中的旅游文化及相关产业势头良好,现代物流业发展较快,但传统服务业占比大,以生产性服务业为主的现代服务业发展整体水平低。针对以上区情,本文提出张掖市经济转型升级的路径是:坚决实行生态立市战略,努力发展生态经济;科学实施工业强市战略;提高农业产业化水平,加快农业现代化进程,做大做强特色农业;着力提升第三产业层次和水平,重点发展旅游文化产业和现代服务业;加快区域内民营经济自身的转型。
