市场是由供求双方组成的商品生产与消费体系,消费是生产污染背后的诱因,消费者作为生产的受益人理应负担环境成本,使环境成本的分摊涵盖污染企业与消费者双方.恢复原状是环境成本的回收界限,推定责任是分摊成本的基本方法,面向消费者征收环境税是一条适用的回收环境成本的途径.税收对象是流通商品,具体税目可根据消费阶段商品的二次污染状况、征税对生产者的影响等因素确定,以保证征收后果对社会具有帕累托效应.  相似文献

This article is a reflective account of a researcher's journey whilst embarking on a study which was political in its intentions and participatory in its orientation. Learning from feminist writings, where researchers have shared stories and explored notions of insider/outside, academic/activist, the central argument of the article is the development of an activist approach to environmental education research. The article draws on a doctoral research study which was a critical ethnography of a school and community engaged in a socially critical approach to environmental education.  相似文献

A five-participant dialogue is constructed using Kollmuss and Agyeman's (2002) model of pro-environmental behaviour, Stern's (2000) coherent theory of environmentally significant behaviour, the Hart and Nolan (1999) and Rickinson (2001) critical reviews of the environmental education research literature and this repondent's views. The dialogue demonstrates how metatheoretical development might selectively sensitize and circumstantially advance the practical aspirations of environmental education.  相似文献

Abstract

Environmental education and environmental advocacy have a contentious relationship. In this article, the author argues that there will always be uncertainty about educationally appropriate responses to controversial issues. Although uncertainty is inherent in this task, the choices are not dichotomous. The author also argues that education suggests a fluidity of meaning that shifts across a range of contexts, and what needs to be done will be found on a case-by-case and context-by-context basis in a mediated and negotiated third space. Abstract

This essay provides a selective review of interdisciplinary research of the bases for and obstacles to effective environmental advocacy. Analyses of the social backdrop of contemporary environmental advocacy are synthesized and research associated with environmental communication is considered in the context of how people process information and appeals associated with the environment. Theory and research involving social cognition is used to indicate ways in which advocates might better promote environmentalism. The analysis concludes with a call for research examining how the perceptions of the self and the environment influence people's understanding of environmental advocacy.  相似文献

Rhetorical scholarship criticizes melodrama for its tendency to simplify and reify public controversies and valorizes the comic frame as an ethically superior mode of rhetoric. These judgments are rooted in the discipline's reliance on Burkean categories, a reductionist conception of melodrama, and an implicit assumption that social unification should be the telos of rhetoric. In response, this essay advances a concept of melodrama as an integrated set of rhetorical appeals. It uses examples of environmental rhetoric to illustrate how the inventional resources of melodrama can transform public controversies and oppose dominant discourses that rationalize or obscure threats to the quality and existence of life on Earth. Based on these arguments, the essay endorses a sophistic critical perspective that foregrounds timeliness as the primary ground for rhetorical judgment and refuses to treat any rhetorical frame as inherently superior to another.  相似文献

Teachers are under scrutiny as never before. Politicians, parents and pupils invest a great deal of capital in teachers' ability to deliver the goods, notably in terms of national test results. In this essay I challenge the view that a teacher's role and value should be defined solely with respect to measurable outcomes, and argue that the influence of a passionate teacher can be powerful, motivating and even life-transforming for pupils. Teachers' affective influence is neglected at its peril, not least because it provides for considerable personal satisfaction and moral agency.  相似文献

在法律的层面上,公民环境权是宪法和行政法上的权利,实质上是一种请求权;企业环境资源使用权既可以是民法上的物权,也可以是行政法上的请求权,二者之间是对立统一的关系。公民享有环境权有利于遏制企业滥用环境资源使用权,有利于实现人与自然的和谐。协调公民环境权与企业环境资源使用权的矛盾应当坚持一般利益优于特殊利益并兼顾特殊利益的原则,平等保护原则,利益权衡原则。  相似文献
