Research has established that racially isolated schools with high concentrations of low-income students disproportionately struggle to recruit and retain highly effective teachers, limiting disadvantaged students’ exposure to high-quality instruction and driving institutional and community instability. This study estimates the effect of selective retention bonuses (SRB) for highly effective teachers on low-performing, high poverty schools’ ability to elevate student performance by increasing access to effective instruction. The theory of action behind the bonus program is simple: SRBs result in greater numbers of highly effective teachers at participating schools, who subsequently drive larger student gains than the teachers who would otherwise fill their positions. To examine whether students in high poverty schools benefit from retention of highly effective teachers, we use differences in eligibility for schools to offer bonuses and the discrete timing of the program in a matched sample, difference-in-differences framework. Results indicate that schools who offered SRBs saw greater test score gains in subsequent years, especially on state reading exams.  相似文献

Results in mathematics on international knowledge surveys like Programme for International Student Assessment and Trends in International Mathematics and Science Study have become one of the most important factors for the perceived success or failure of schools and even entire education systems in the policy arena. In this article, we explore the complex recontextualising processes that occur when translating educational policy into actual programmes for teachers’ education. First, the transnational education policy discourse(s) of teachers’ in-service training with a focus on mathematics will be explored. Second, we examine how this transnational discourse is recontextualised in a national policy discourse resulting in a national reform programme for in-service training of mathematics teachers in Sweden. In a third step, concrete teacher training courses in mathematics are examined. The result shows a convergence between the official policy discourse and the pedagogic recontextualising field in terms of a broad teaching repertoire and peer discussions about reflections on certain common objects of learning.  相似文献

This study explores the perceptions held by nine mentor teachers from four Australian secondary schools about the impact they have on pre-service teachers during professional placement. Using Fraser’s (2000, 2005, 2008) social justice framework as a theoretical lens, this paper examines what can be learnt from these teacher mentors about mentoring in disadvantaged school contexts. These mentor teachers felt their most significant impact was in shaping pre-service teachers’ awareness and responsiveness to contextual factors so that they could not only fulfil professional experience requirements, but also be better prepared for potential future teaching opportunities in disadvantaged school contexts.  相似文献

Education systems struggle to staff schools in rural areas or in areas with high concentrations of poverty. Potential policy solutions include financial incentives, mandatory rotations, and local recruitment drives, among others. First, this systematic review provides evidence on challenges with teacher staffing in certain types of schools. We observe lower teacher skill and higher teacher absence in rural areas in many countries. Second, the review synthesizes available experimental and quasi-experimental studies of government-implemented policies to increase the quantity or quality of teachers in hard-to-staff schools in low- or middle-income countries. Financial incentives—the most evaluated policies—are often effective at increasing the supply or reducing the turnover of teachers in hard-to-staff schools, and well-designed incentives can also increase the quality of teachers in these schools. Impacts on student outcomes are often positive. Although there are fewer evaluations, behavioral and informational interventions have been cost-effective in reducing vacancies in two countries.  相似文献

Gaps between the educational attainment of pupils from higher and lower income families are widespread and persistent. Teacher quality is amongst the most important school-based determinants of pupil attainment, making the allocation of teachers to pupils a potentially important reason for this attainment gap. We use a range of well-evidenced indicators of teacher quality from the School Workforce Census and the Teaching and Learning International Survey to investigate the extent of social inequalities in access to teacher quality in England. Looking at the allocation of teachers between schools, we find that disadvantaged pupils are more likely to have unqualified, inexperienced or out-of-subject teachers. We present evidence that this reflects both demand from early-career teachers to work in such schools and a greater supply of vacant positions in these schools, due to poor staff retention. We find some evidence of an inequitable allocation of teacher quality to classes within schools, though this is limited to our teacher experience indicator. This is in part due to teachers with more experience at a specific school being better able to influence their allocation to less disadvantaged classes. Implications for policy are discussed.  相似文献

Sixty-one science supervisors identified 321 teachers, 162 most effective and 159 least effective, in their respective districts. Information was then sought concerning age, gender, teaching field(s), number of preparations, amount of preparation, time, semester hours of undergraduate science preparation, quantity of graduate science preparation, type of teacher education programs, number of weeks of NSF workshop experience, and number of workshops elected for participation. Comparisons of the information gathered between least and most effective teachers were made. There were no differences in any categories except for gender, quantity of NSF institute experiences, and elected in-service experiences in excess of a single day's duration. Many of the factors frequently used to differentiate among teachers do not provide any explanation of the differences between least and most effective teachers of science.  相似文献

The Israeli army has an educational system in which disadvantaged soldiers who have not completed elementary school, receive some weeks or months of additional schooling. The teaching is mainly done by women soldiers, some qualified teachers, but most of them volunteers who have finished secondary schools, but are without training in education. All teachers go through a special 3‐month course to prepare them for work with the disadvantaged soldiers. The article describes the special problems the teachers have to confront in bridging the various gaps between themselves and their pupils, in dealing with problems of discipline and motivation; and the manner in which these problems and ways of solving them are presented during the preparatory course.  相似文献

Three decades of neo-liberal education in western countries, particularly English-speaking countries, have not served most children well. The evidence is mounting that the neo-liberal experiment has been a failure on many grounds, not least because of its deprofessionalizing effect on teachers. The disciplinary effects of neo-liberal policy frameworks on education remain powerful, but there are numerous teachers and schools who have resisted the regime of managerialism and accountability. This paper celebrates such activists. It argues that the internal focus on the delivery of instruction and test-taking inside schools ignores the point that the major influences on the school performance of children exist outside rather than inside the school. The paper argues that young people who have been ‘othered’ and put at a disadvantage by the neo-liberal education system deserve to be treated in a more dignified, engaged and respectful manner than seems to be the case within the ideology of accountability and top-down managerialism.  相似文献

Teachers working in inner city high schools in the United States face enormous challenges. Their students, most of whom come from economically disadvantaged minority families and often do not speak English as a first language, present a daunting array of educational needs for teachers and schools. Resources and school structures are seldom sufficient for the task. Despite such conditions, some urban high school teachers persist for many years in the classroom and experience success and satisfaction in their work. Through a survey and extended interviews, this study identifies three broad factors that motivated a group of these teachers to remain in inner city classrooms for more than 12 years: (1) the students, (2) professional and personal satisfaction, and (3) support from administrators, colleagues and the organisation of the school. The study discusses how the teachers’ resilience enabled them to overcome difficult challenges and recurring setbacks and to persist vigorously in their work. Further study of resilience in inner city teachers is recommended.  相似文献

The use of targeted additional funding for school-age education, intended to improve student attainment, is a widespread phenomenon internationally. It is slightly rarer that the funding is used to improve attainment specifically for the most disadvantaged students – often via trying to attract teachers to poorer areas, or encouraging families to send their children to school. It is even rarer that funding is used to try and reduce the attainment gap between economically disadvantaged students and their peers, and almost unheard for the funding to be intended to change the nature of school intakes by making disadvantaged students more attractive to schools. These last two were the objectives set for Pupil Premium funding to schools in England. The funding started in 2011, for all state-funded schools at the same time, so there is no easy counterfactual to help assess how effective it has been. The funding is a considerable investment every year and it is therefore important to know whether it works as intended. This paper presents a time series analysis of all students at secondary school in England from 2006, well before the funding started, until 2019, the most recent year for which there are attainment figures. It overcomes concerns that the official attainment gap between students labelled disadvantaged and the rest is sensitive to demographic, economic, legal and other concurrent policy changes. It does this by looking at a stable group of long-term disadvantaged students. It is argued that this group would have attracted Pupil Premium funding if it had existed in any year and under any economic conditions. After 2010, these long-term disadvantaged pupils became substantially less clustered in specific schools in their first year and throughout their remaining school life. This improvement cannot be explained by economic or other factors used in this paper, and so it looks as though the Pupil Premium has been effective here. The picture for the attainment gap at age 16 is more mixed. It is partly confused by changes in the grading of assessments in 2014 and again from 2016. The reasons why the improvements are less clear than at primary school are discussed, and they involve the nature of evidence available to secondary schools to help them improve the attainment of their most disadvantaged students.  相似文献

Fifty‐one teachers completed a questionnaire and 20 teachers were interviewed about bullying. The teachers taught at two Outer London schools with high proportions of ethnic minority pupils where pupils had previously reported significantly different incidences of bullying. Analyses of the teachers’ responses indicated that at the school where pupils had reported a higher incidence of bullying, teachers were significantly more likely to perceive behaviour as bullying, observe bullying and have pupils report bullying to them. The majority of teachers interviewed endorsed gender differences in type of bullying. Only a minority of teachers believed that there were clear‐cut bully typologies but most believed that there were typical victim personalities. These results are discussed within a phenomenological approach to bullying.  相似文献

Recent changes in the regulation of education systems in Europe and beyond have led to greater control over the work of teachers and the performance of schools. The paper draws upon the findings of a programme of funded comparative research, which has examined the impact of national education policy and policy change on teachers’ work and professional development in several European countries, England, France and Denmark. Within the English context, particularly, both primary and secondary teachers expressed common concerns centered on what was perceived as the demand for a ‘delivery of performance’. Many teachers considered that the more affective concerns of teaching – the sense of vocation and investment of self- were being undermined by the pressure for performance, to become “expert technicians” in transmitting externally pre-defined knowledge and skills to their pupils. Such changes have had a profound effect on the way in which teachers’ work and role are defined by government policy directives more widely within the European context. The paper considers the implications of these changed accountability structures for teachers’ professional identity and development.  相似文献

Although effective teaching behaviour is central for pupil outcomes, the extent to which pre-service teachers behave effectively in the classroom and how their behaviour relates to pupils’ engagement remain unanswered. The present study aims to validate a theoretical model linking effective pre-service teaching behaviour and pupil’s engagement, incorporating the role of context and teacher characteristics. The study included a sample of 264 pre-service teachers from 64 secondary schools throughout the Netherlands. Pre-service teachers were observed using the International Comparative Analysis of Learning and Teaching to measure effective teaching behaviour and pupils’ engagement. We used multilevel modelling to account for the hierarchical structure in the data. Results show that the quality of teaching behaviour of pre-service teachers is below that of experienced teachers. Class size and (partly) teacher gender explain differences in the quality of teaching behaviour. All domains of teaching behaviour are related to pupil engagement, with classroom management and clarity of instruction showing the strongest relationships with academic engagement compared to the other domains. The results make it plausible to approximate minimum standards for the assessment of pre-service teachers based upon a normative criterion based on the impact on pupils’ academic engagement.  相似文献

The training of effective teachers has been one of the main aims of educational systems, in so far as it could be an important tool to improve the education performance of children and, consequently, contribute to their career progression and foster social mobility towards a more meritocratic society. The present study intends to identify these teachers by their ability to engage young students in lessons, which may reflect the capacity of their teaching practices and efficient use of available resources to increase students’ learning. We focus on 4th-grade reading and mathematics teachers in Spain – using TIMSS and PIRLS 2011 data – and we propose a 2-step procedure for this analysis: the 1st step obtains teachers’ efficiency scores, which are later employed in a 2nd step – together with teachers’ practices – to explain children’s engagement in lessons.  相似文献

The mismatch between the advocated views of theorists and the teaching realities in school environmental education is widely recognised. There is relatively little research examining the advocated practices of teachers themselves, other than already environmentally active teachers, to indicate the nature of the 'potential' rhetoric-reality gap that might exist if all constraints were removed, and teachers had a completely free choice in designing their own environmental education programmes. This article identifies such gaps by exploring current practices and teachers' views on selected components of environmental education, across a complete teacher training partnership. This information has been used to help prioritise the content and approaches used by pre-service teachers when conducting school-based environmental activities. The investigation reveals that although most schools lack a written policy on environmental education, most have a positive attitude towards the large majority of selected components and these are usually addressed in school. Teachers are not generally compelled to deliver aspects of environmental education that they deem inappropriate. Of the 10 components not currently addressed by most of these schools, the findings suggest that five would be added if constraining factors were removed, but a further five would remain absent. The overall potential rhetoric-reality differences in this case study are thus smaller than the actual existing differences, but still fall short of some theorists' goals. Within the pre-service training programme, efforts have been concentrated on components that are: (i) currently practised in most schools; and (ii) receive a positive response from most teachers, and this has resulted in markedly improved feedback from schools and trainees alike.  相似文献

The policy of including pupils with special educational needs (SEN) in mainstream schools and classes is now firmly established in many jurisdictions worldwide. Successful implementation of such policy depends largely on teachers having the knowledge, skills and competencies necessary to make it work. This poses a considerable challenge for both teachers and those responsible for Initial Teacher Education (ITE). This article presents the results of a study investigating current Northern Ireland practitioners' perceptions of their initial ITE relative to SEN. The major question under investigation was whether they felt that their ITE prepared them to be effective teachers in inclusive settings. Findings confirm research in other jurisdictions that teachers feel unprepared for inclusion. Emerging from this are the participants' recommendations for the content and delivery of SEN courses in ITE. Their recommended model of SEN delivery is a combination of ‘permeation’ plus a ‘stand alone’ course with the focus on student characteristics, behaviour management, assessment and evaluation, and SEN legislation.  相似文献

Within categories of special educational needs, emotional and behavioural difficulties have received much attention in recent years, particularly in relation to their definition and identification by parents and teachers. This paper stems from previous research which highlights how children from disadvantaged backgrounds and those attending schools designated as socio-economically disadvantaged are significantly more likely than their peers to be identified as having a special educational need of a non-normative type such as emotional behavioural difficulty (EBD). Using data from the Growing Up in Ireland study, it examines whether the EBD identified by teachers or within certain schools is matched by the child’s own performance on an internationally validated emotional and mental health measure – the Piers–Harris. Findings show that overall self-reported social emotional well-being bears a strong relationship to the probability of being identified with an EBD. However, boys, children from economically inactive and one-parent households and children attending the most disadvantaged school contexts are more likely to be identified with having an EBD, even after taking into account their social background characteristics and their scoring on the Piers–Harris measure. These findings suggest that the subjective nature of EBD identification is resulting in a disproportionate number of these children being identified with EBD. The implications of this study are explored for existing disability/SEN classification systems, school-wide intervention models and the impact on individual students labelled as EBD. Overall, the findings pose searching questions about the validity of employing SEN classification systems in deciding eligibility and types of appropriate provision.  相似文献

ICT is meant to be integrated in all subjects in Norwegian schools; nevertheless many teachers are reluctant to use ICT in their own teaching. This paper explores to what extent teachers use ICT in their classroom teaching and what teacher‐level factors influence the use of ICT. It draws on an analysis of 10 focus‐group interviews with 10 teachers and a quantitative study of 59 teachers in three lower secondary schools in Hamar, Norway. The teachers showed commitment to ICT; however, may did not see the educational value, except for increased access to learning material and to stimulate learner motivation. Teachers also expressed lack of ICT confidence even though they have been taking part in ICT courses. A main finding is that to integrate ICT in one’s own teaching is a difficult and gradual process and teachers must be given time to find their own way to merge ICT with their own teaching style.  相似文献

A key element in the current attempt to actualise the goals of the Dakar Framework of Action for Education for All in Nigeria is the broadening of access to education for disadvantaged groups. These groups include: nomadic pastoralists; migrant fishermen; and out-of-school children and youth. Special educational programs are being provided for them so as, inter alia, to: integrate them into the mainstream of Nigeria's social and political life; disseminate modern occupational and life skills; and promote cultural renewal based on reconstructionist principles.The major concern of this paper is to analyse the teacher education curriculum in Nigeria vis-à-vis the concrete existential realities in which teachers of these disadvantaged groups teach. It critically examines the extent to which the curriculum prepares teachers for the world of minority children, particularly the realities of the schools and the cultural contexts within which teaching takes place. To what extent has the teacher education curriculum adequately prepared teachers for the realities and challenges of teaching disadvantaged children? What do the teachers themselves think of the training they have received? How have their experiences as teachers of disadvantaged groups influenced their sense of marginalisation, professionalism and sense of worth? These questions are posed using quantitative and qualitative strategies so as to determine the level of congruence or incongruence between the existential realities of teachers’ work and the teacher education curriculum. Finally the paper highlights the suggestions made by the teachers sampled for this study about how to reform the teacher education curriculum in order most effectively to address the peculiarities and challenges of the cultural and educational contexts in which they work.  相似文献
