Issues in information malpractice

In today's information explosion environment, the health sciences librarian is increasingly placed in the role of interpreting, translating, and evaluating information for clientele. With this emerging role and the burgeoning of fee for service programs, the question of information malpractice liability becomes an increasingly important issue. This paper explores the basis for legal actions against librarians and offers some precautionary measures to help protect against such legal action.     

Strategic Planning for Distance Learning in Legal Education

SUMMARY

Distance learning technologies will be used increasingly by law schools both to enhance learning within their existing residential programs and to reach new audiences. For law librarians, the questions involved in serving distance learners are a subset of the questions about the future of the law library that arise from changes in the legal information environment. This article discusses current distance learning alternatives for law schools, and the impacts of distance learning and other technological innovations on the future role of the academic law library in legal education.     

Thinking Outside the Classroom: Providing Student-centered Informatics Instruction to First- and Second-year Medical Students

With the increasing amount of health information available, the Association of American Medical Colleges recommends that medical students be proficient in information management. Librarians can and should play a role in teaching students these skills. Medical information management instruction is most effective if integrated into the curriculum. However, if options are limited for librarians to teach within courses, there are ways to reach students outside the classroom. This article describes strategies librarians are implementing, outside the curriculum, to teach Texas A & M Health Science Center's first- and second-year medical students how to use library resources.     

Teaching Computer Literacy

Teaching computer literacy to library patrons is an entirely appropriate activity for librarians in their role as liaisons between information and those who are seeking it. At the Norris Medical Library of the University of Southern California there are four main computer activities: information management workshops, provision of a microcomputer laboratory and classroom, formation of user groups, and installation of a campus-wide electronic bulletin board. Benefits to the library include: increased computer knowledge for librarians, better understanding of the information needs of the campus community, mutual respect and friendshid between librarians and partons, and introduction to the library of patrons who may otherwise never have come.

Transnational advocacy network opposing DRM ‐ A technical and legal challenge to media companies

Abstract

Organized transnational political and technological activism ‐ here referred to as transnational advocacy networks ‐ has an increasingly strong role in giving images of how one should behave and what to consume. This article analyses transnational advocacy networks that oppose digital rights management (DRM) systems and related regulations. We suggest the potential impact of this activity to the consumption of content products. We start with defining and describing the most relevant advocacy networks. We provide the characterization of existing organizations and their work both the United States and Europe. Then, we discuss four case studies where media companies have experimented with different strategies against DRM circumvention initiated and endorsed by transnational advocacy networks Our argument is that because of the economics of copying on the Internet it is not a sound strategy to use legal actions to remove any circumventing information from the internet. Any circumvention information published on the Internet will be mirrored out of the reach of legal enforcement mechanisms. So far, the only working strategy seems to be to implement a DRM‐system, which can be updated without user intervention after the security is breached. This might be also the most efficient way to control the impact of transnational advocacy networks opposing DRM systems.

Using the ADDIE Model in Designing Library Instruction

Librarians are increasingly placed in the role of instructor and are required to design and deliver effective instruction. This article highlights ADDIE, an instructional design model that librarians at Weill Cornell Medical College used to redesign an evidence-based medicine course taken by first-year medical students. The ADDIE model incorporates the five phases of analysis, design, development, implementation, and evaluation. It was found that the application of ADDIE can result in instruction that focuses on learning outcomes relevant to students, meets students' needs, and facilitates active learning.     

Integration of arts and humanities in medicine to develop well-rounded physicians: the roles of health sciences librarians

Over the past ten years, there has been a growing interest in integrating arts and humanities in medicine to increase learners'' empathy and resilience; improve personal well-being, communication, and observational skills; enhance self-reflection; and promote professionalism. These desired skills and qualities are becoming increasingly important for the physicians of tomorrow. Parallel to curricular interventions of integrating arts and humanities to medical education, there has been an increasing research interest in investigating the impact of such interventions on medical students with respect to improving and sustaining students'' empathy as they progress in their medical education and develop their professional identity. Research has yielded interesting findings on the types and effect of the interventions in the medical curriculum. The Association of the American Medical Colleges (AAMC), recognizing the unique and unrealized role of arts and humanities in preparing and equipping physicians for twenty-first-century challenges, proposed seven recommendations for advancing arts and humanities integration into medical education to improve the education, practice, and well-being of physicians and physician learners across the spectrum of medical education. Institutional initiatives of arts and humanities integration in the medical curriculum in response to the AAMC''s recommendations afford health sciences librarians expansive opportunities and a new landscape of playing an important role in these initiatives. With their diverse educational background in arts, humanities, social sciences, and many other disciplines and fields, health sciences librarians are poised for meaningful contributions to their institutional goals in developing a humanistic, compassionate workforce of future physicians.     

Expanding Librarian Roles Through a Librarian Initiated and Facilitated Faculty Learning Community

The role of libraries is changing to focus more on users rather than the collection of information. Community building and connecting people with shared interests represents a social role for libraries in the information age. Their role adds a new dimension to the traditional domains for libraries. Developing and implementing an integrated medical curriculum became the primary focus of basic sciences faculty at a new medical school. Scholarly teaching and connecting teaching with educational research presented a great challenge for the faculty. In response to the learning, teaching, and developmental needs of faculty members, a librarian established a faculty learning community as an approach to supporting faculty development and growth as teaching scholars and scholars of educational research. The article provides a case to illustrate how a librarian spanned boundaries and took up the responsibilities of establishing a faculty learning community and developing a year-long program in light of different developmental needs of faculty members at the new medical school. It also describes the process of developing the faculty learning community program, its components, and the many roles that the librarian took in implementing the program.

信息素养视域下的虚假信息甄别:国际进展与我国对策

[目的/意义]从信息素养视角出发,探索公众虚假信息甄别能力的提升路径,为日益严峻的虚假信息现象提供应对之策。[研究设计/方法]运用网络调研、文献调研、案例分析等方法,系统梳理了全球提升公众虚假信息甄别能力的实践和研究发展历程,列举了新闻传播、健康医疗和社会管理等场景下的虚假信息甄别实践,总结英国、美国、芬兰等发达国家的发展经验,分析当前全球实践与研究中面临的问题,并据此提出我国的发展之策。[结论/发现]虚假信息甄别相关研究不断深入、实践场景不断拓展。发达国家采取的政策、图书馆服务和教育等手段有效提升了公众虚假信息甄别能力。然而纵观全球,仍存在发展失衡、教学资源建设不完善、研究不够充分等问题。我国应尽快完善针对虚假信息现象的信息素养政策,开展图书馆虚假信息甄别服务,将信息素养知识融入义务教育体系。[创新/价值]丰富了信息素养相关理论研究,提出了我国公众虚假信息甄别能力的提升之策。     

E-Discovery: What Future Business Leaders Need to Know

All businesses are subject to legal action. When a suit involves allegations of fraud, information contained in electronic documents may form the core of the suit, as it did during a number of successful suits against businesses in the early 2000s. Of equal importance, companies have been punished for intentionally destroying or spoiling or not disclosing electronic documents. This paper discusses how Federal legislation affects electronic discovery, and what professors and students need to know about electronic discovery. It also contains suggestions for how to integrate knowledge about e-discovery into a business information literacy curriculum.     

Organizational-legal support for the information security of an organization

The legal support for information security is found in two conditionally independent areas: the macro area, which is external in relation to organizational factors, and the micro area, which includes internal legal factors. In this paper the federal legislation is examined and the fundamental and private principles of construction of a legal basis of information in Russia are noted. It is underlined that the legal macro support of an organization is incomplete and does not protect the interests of the private owner of information. The author reviews micro support and the approximate structure and content of internal legal regulations of an organization are proposed as well. The principles of organizational support for the protection of information are made. The role of the human factor in the support of security of information is justified.

Using Time-Driven Activity-Based Costing to Implement Change

Academic medical libraries have responded to changes in technology, evolving professional roles, reduced budgets, and declining traditional services. Libraries that have taken a proactive role to change have seen their librarians emerge as collaborators and partners with faculty and researchers, while para-professional staff is increasingly overseeing traditional services. This article addresses shifting staff and schedules at a single-service-point information desk by using time-driven activity-based costing to determine the utilization of resources available to provide traditional library services. Opening hours and schedules were changed, allowing librarians to focus on patrons’ information needs in their own environment.     

Bringing the Law to the Library: The Importance of Librarian Mediation in Access to Justice Services

Library access to justice programs and services help people who need legal information and who cannot afford an attorney. Librarian mediation is a critical component in the provision of access to justice services. However, the value of library mediation, or assistance with using library resources, is often unrecognized, particularly where members of the public are trying to access electronic legal information sources, online legal forms, and other law technologies. This article will explore the role of librarians in providing access to justice services from the perspective of the work of Richard Susskind, which emphasizes technological approaches to providing legal services. While there is a place for technology in access to justice services, there is also a valuable role that librarians play in contributing to access to justice.

Democracy through access to legal information for newly democratizing nations: The Kenyan perspective and lessons from the American experience

The rule of law is essential for a country's development process, providing one of the ingredients for stability in newly democratizing countries that eventually promotes strong judicial systems. Likely factors contributing to weaknesses in the judicial systems include the absence of functional legal information systems, especially the availability of judicial decisions, as well as the inability of the populace generally to access legal material and legal information. Taking Kenya as an example and using the US judicial process as a foil, this paper examines the proposition that the availability of judicial decisions in case reporters enhances democracy by increasing judicial transparency and contributing to some predictability in the law, thus enhancing the rule of law. The paper also emphasizes the crucial role that information technology and the Internet could have in advancing access to legal information.
