Cataloging the Congressional Serial Set

ABSTRACT

Many librarians question the usefulness of the traditional cataloging of difficult historic sets in a time when more and more information moves either to the Internet or is digitized outright. One of the most challenging sets to catalog is the United States Congressional Serial Set, a 14,000+ (and growing) mega serial comprised of five monographic sub-series. The Congressional Serial Set is an anomaly since it is both monographic and serial in nature. This article examines the intricacies in cataloging government publications in an electronic atmosphere using one House document in the Serial Set as a guide and examines the two commercial digitization projects currently underway.¹     

Finding the Missing Link: How Cataloging Bridges the Gap Between Libraries and the Internet

Summary

Information from government sources is being added to the Internet at an ever-increasing rate. Catalogers at Penn State are working with AACR2, OCLC's Internet Cataloging Project (Inter-cat), and the creators of the Penn State Libraries' World Wide Web Home Page to include both Internet sites and electronic publications in the library's online catalog. The use of cataloging records to show relationships between Internet resources and the printed materials that they supplement or replace is demonstrated.     

Electronic Serials Cataloging: Now That We're Here,What Do We Do?

Summary

Many aspects of electronic serials cataloging have not yet developed standard practice, or are still in transition. This article will explore some problematic issues in electronic serials cataloging first by presenting current CONSER policy in these areas and then by examining the practices of three institutions who are cataloging electronic serials. For brevity, the term “electronic serial” will be used to mean “remote access computer file serial” unless the more specific term is needed for clarity. The five topics covered in this discussion are: Access and Location Information, Multiple Versions, Definition of Electronic Serial, Bibliographic Access Points and Display of Computer File Characteristics.     

Building an Electronic Journal Collection from the Ground Up

Summary

Providing access to electronic journals is an important issue facing all libraries. Because of a strong commitment to electronic access at Skidmore College, the procurement of electronic journals is a critical issue for their library. The process of building an electronic journal collection at Skidmore is described from the standpoints of collection development, acquisitions, cataloging, instruction, evaluation and future needs.     

Cataloging Digital Geospatial Data

Abstract

The availability and use of electronic cartographic resources is growing rapidly and has affected all aspects of map librarianship: acquisitions, reference and information services, and cataloging. Map librarians are questioning current practices, juggling priorities, shifting focus, and changing procedures as electronic cartographic materials become a larger part of their map collections. Cataloging practices are no exception to this transformation. This paper presents a preliminary examination of current cataloging rules, guidelines, and practices for electronic cartographic material, focusing on access points.     

Cataloging for Consortial Collections: A Survey

ABSTRACT

Libraries face many challenges in making electronic resources accessible and discoverable. In particular, the exponentially incre-asing number of licensed and open access electronic resources and the dynamic nature of consortial collections (platform changes, title transference between packages, and package overlap) present challenges for cataloging and discovery. From March 21 to April 10, 2017, the authors performed a selected review of library literature and conducted a survey of library consortia worldwide to ascertain the cataloging models, strategies, and advanced technological tools used to ensure discovery of consortial collections. The findings from the literature review and survey are summarized in this article.     

The Real World of Integrating Electronic Resources into a Web OPAC

Summary

For the researcher, there has been an increase in the availability of electronic resources that includes electronic journals, databases and full-text resources. A Web OPAC is a powerful tool that links all of these electronic resources for easy access. Workshop presenters described their experience with establishing a Web OPAC and how systems, serials cataloging and reference dealt with it.

Integrating and Advertising Government Publications Internally and Externally: A Guide for Documents Librarians

ABSTRACT

Government publications contain a wealth of information. In an effort to increase the usage of these important publications, the staff at Bierce Library, University of Akron, use the following strategies to integrate and advertise government publications into the library activities and the community: (1) cataloging the publications so they appear on the local online catalog as well as the statewide catalog, (2) integrating them into the bibliographic instruction program, (3) listing them in pathfinders as sources on various topics, (4) making them a focus of “hot topics” such as health care reform, (5) presenting and promoting special workshops on specialized government databases such as the National Trade Data Bank and GPO Access (using the flyer approach), (6) visiting your Congressional Representative's Office to increase awareness of the information available in Depository Libraries to his/her constituents, (7) discussing these avenues at state groups, (8) including these methods in conferences, and (9) joining forces with other Documents Librarians in the area to create a depository brochure announcing hours, services, and highlights of each depository collection, and making this information available on a web page. The above strategies are generic enough that libraries can easily implement them into their programs.

The effect of these strategies is measured by an increased use of government publications. This can be monitored with circulation statistics and use of electronic products. The results are inconclusive if only circulation statistics are used.     

Looking Back on Ten Years of the Idea of SEEIR

ABSTRACT

The seventh annual meeting of the Russian Library Association took place in Iaroslavl' from 12–18 May 2002. It included an exhibit at which 61 publishers and other companies and organizations participated. There were sessions on automation, standardized electronic cataloging, bibliography, library policy and legislation, national libraries of the subjects of the Russian Federation, and much more. The next annual meeting will be held in Pskov.     

ISSUES SESSION I

Abstract

The CONSER Program has been a leader in developing standards for cataloging electronic resources. Members from several CONSER institutions will discuss their experiences with the Program's interim guidelines for cataloging remote-access versions of print serials which allow the option of creating separate records for online and print versions or, alternately, of identifying the online version on the print record. Pro's and con's of each approach will be examined from the point of view of the cataloger as well as public service staff. Long-term directions will also be explored. Since the guidelines are still very much a work-in-progress, the session is designed to include input and questions from the audience.     

Empowering Student Assistants in the Cataloging Department through Innovative Training: The E-Learning Courseware for Basic Cataloging (ECBC) Project

ABSTRACT

This article investigates an innovative approach to training non-traditional employees, particularly student workers, in a library's cataloging department. The author presents guidelines and pedagogical aspects of designing e-learning courseware for basic cataloging training, reviews some challenges and difficulties encountered in the project, and introduces the content and structure of prototype 2 of the courseware. This e-learning courseware for basic cataloging can be adapted to facilitate the training of other groups of new staff in the cataloging department.     

From Music Cataloging to the Organization of Knowledge: An Interview with Richard P. Smiraglia

Richard P. Smiraglia shares his personal evolution from early studies in music, to music cataloging, instantiation theory, and knowledge organization. People who have impacted his career and research direction are featured, as well as his work editing such publications as Library Resources & Technical Services, The Soldier Creek Music Series, and his continuing editorship of the journal Knowledge Organization. His contributions to the fields of cataloging, especially music cataloging, and his research in instantiation, domain analysis, and knowledge organization serve to advance Patrick Wilson's notion of exploitative power within a connected universe of knowledge.     

Evolving an Integrated Electronic Journals Solution

Summary

This paper describes die OCLC Online Computer Library Center, Inc.s electronic publishing program between its introduction in 1992 through the late summer of 1997, focusing on OCLC's ongoing efforts to integrate electronic journals with library acquisition, cataloging, archiving, and online reference systems. The paper begins by describing the OCLC Electronic Journals Online (EJO) service, emphasizing how that service evolved to meet the changing needs of institutional subscribers to electronic journals between 1992 and 1995. It then describes the Electronic Collections Online service, a Web-bascd service introduced in June of 1997 that provides access to, and archiving for, hundreds of journals from many publishers.     

E-Serials Cataloging in the 1990s

Summary

The published literature specific to electronic serials cataloging over the decade of the 1990s and the work of CONSER, MARBI, the ALCTS Committee to Study Serials Cataloging, and others were reviewed to identify issues and developments. The proliferation and the changing nature of e-serials were challenges to catalogers throughout the period examined. Policies and procedures were offered by CONSER and its members. Multiple versions, revising AACR2, metadata, and aggregator databases were among the issues actively discussed at the close of the decade.
