Practices of Locating Health Information in an Electronic Environment: Reflections on Conducted Health Information Skills Training

ABSTRACT

Health information skills in an electronic environment are essential to health science librarians, who serve as educators both within and outside of their health training institutions. This reflective study was conducted to examine the application of online health information skills obtained from the training provided for librarians who are working in health settings. Health sciences librarians, as future information skills educators, therefore need to possess their own health information skill sets. Capacity building is vital in order to promote the development of health information skills for health sciences librarians who can then teach and advocate the concept of health information skills on the Internet within and outside of their places of work.

运用实地调研及案例分析法调查、分析我国公共档案馆电子文件信息资源公共获取的现状,指出目前我国公共档案馆可供公众获取的电子文件信息资源数量有限、内容单一、电子文件信息资源真实性、完整性、可读性缺乏保障,而公民在线可获取的电子文件信息资源尤其匮乏,在线获取电子文件信息资源的检索系统设计不完善,针对这些问题提出完善立法、加强在线电子文件信息资源全文数据库及检索系统的建设、培育公民的信息素养及加强档案馆工作人员公共服务意识等若干策略建议。     

农民信息需求识别与确定研究

农民信息需求识别是一个复杂过程,其受制于多种影响因素,论文探讨了信息需求的特点及农民信息需求的识别困难,提出综合运用各种识别方法,采用间接调查或提问方式来采集信息需求,并通过过滤分析以获得农民真正的信息需求,在此基础上分辨基本需求和关键需求,针对各类型的信息资源特点来选择适宜的信息服务手段,有机地将传统服务手段与现代网络平台、专家知识系统结合,多层次多渠道地服务于农民。     

信息获取权的国内外立法现状分析

信息获取权是一项重要的信息权利,将信息获取权法律化是保障社会公众充分获取社会信息资源的重要条件,信息获取权的立法逐渐引起国内外的重视,国外法律和国际性的立法文件中有不少关于信息获取权的规定,我国宪法以及政府信息公开条例等法律法规也对信息获取权予以确认。

信息资源是重要的战略资源。随着信息时代的到来,信息资源公共获取变得日益重要。以政府信息、证券信息、产品与服务信息为例,分析信息资源公共获取的权利主体和义务主体,并从知识产权制度的相关规定和信息资源的生成机制两个方面分析信息资源公共获取的客体。     

Assessing the Health Information Needs of Unaffiliated Health Professionals and Using Training on Openly Available Search Tools and Resources to Provide Solutions to Their Information Access Challenges and Barriers

This article will describe a year-long (2010–11) joint project between Columbia University Medical Center's Health Sciences Library and the Institute for Family Health (IFH), a network of Federally Qualified Health Centers (FQHCs) serving disadvantaged populations in New York State. This National Institutes of Health-funded pilot project aimed to (a) determine the medical literature and training needs of IFH personnel, (b) develop generic licensing agreements with publishers that would enable a health sciences library to provide access to electronic resources for FQHC personnel, and (c) develop reference/education services for IFH personnel. How the reference and education aims were met will be described and discussed here as the lessons learned from this project may be useful to librarians considering doing instructional outreach to unaffiliated health professionals working at FQHCs nationwide.

Defining Information Policy: Relating Issues to the Information Cycle

The emerging field of information policy is difficult to define, given that issues often overlap other policy areas. The most useful definitions of information policy refer to steps in the information cycle, from creation to use. Another approach to delimiting the scope of information policy has focused on classification of issues. This article combines these approaches by relating information policy issues to steps of the information cycle. These issues are underpinned by economics, and influenced by differing perspectives of interested parties. The importance of information policy to academic librarians is briefly discussed.

因《政府信息公开条例》未明确给定不予公开的个人信息、商业秘密与国家秘密范畴,致使权利边界模糊不清,信息公开工作人员审查、公开信息过程中,隐私权与知情权、信息获取权与国家秘密、商业秘密权发生冲突。研究认为,冲突的解决方式是重新厘定不予公开的隐私信息、商业秘密、国家秘密范畴;建立严格、合理的保密审查机制及法律问责机制;修订《保秘法》;出台《隐私权法》与《商业秘密法》。     

我国政府信息资源公共获取策略研究

政府信息资源公共获取是实现政务公开、保障公民知情权的重要保障。文章对我国政府信息资源公共获取的现状及其存在的问题进行了分析,并针对具体情况,从在《宪法》中进一步明确知情权、转变观念、完善信息公开制度、建立有效信息获取渠道、重视信息安全等方面,提出适宜我国政府信息资源公共获取的策略和措施。     

面向决策的突发事件应急信息融合框架与实现路径——以新冠肺炎疫情信息为例

大数据环境下,如何有效实现对突发事件的信息融合,是应急决策必须解决的核心问题。文章以我国新冠肺炎疫情信息为例,分析突发事件信息多源异构、传播渠道多样、动态时变等属性,从情报学视角探讨应急决策全流程各阶段的信息融合需求,构建面向应急决策需求的多层次信息融合整体框架,从基础数据层、特征内容层、决策服务层剖析应急信息融合中的具体问题,提出面向应急需求的信息融合实现途径。研究结论有助于指导面向决策的信息需求分析,为突发事件大数据融合系统构建提供参考。

以目前国际上召开的四次PIM专题研讨会论文为基础,对PIM研究进行全面、系统的分析、归纳和总结,指出当前PIM研究的热点,包括PIM的基本概念、信息整合和增强、信息检索、信息安全、语义桌面、个人信息空间、个人信息管理工具、个人信息管理系统、移动环境下的个人信息管理等9个主要方面。

The Disaster Information Specialist: An Emerging Role for Health Librarians

ABSTRACT

This article describes the emergence of disaster information (DI) specialists, with particular focus on their presence in health libraries. Although literature on the subject of disasters and libraries is dominated by accounts of librarians preserving collections and ensuring continuity of library operations following a flood, fire, or other disaster event, the work of DI specialists extends beyond these traditional roles. DI specialists conduct outreach in the community, providing information services to emergency managers and other disaster workers. This article recounts a history of disaster information service in which public librarians served communities during disaster recovery periods, and health librarians became involved in organizational disaster planning activities. DI products from the National Library of Medicine are introduced in addition to federal funding opportunities for DI outreach projects. The development of the Medical Library Association's Disaster Information Specialization Program is presented, and the article shares recommendations for library administrators to encourage DI training for librarians and support the development of outreach services to disaster workers.
