Surviving to Thriving: Advancing the Institutional Mission

ABSTRACT

Academic research libraries can employ several approaches to advance the institutional mission. First, libraries can shift from goals focused on collections and traditional library services and instead align with their campus academic plan and an emphasis on supporting the institution's strategic initiatives. A second approach is for libraries to modify their organizational structures from being function-based on the tasks that traditional libraries performed (e.g., public services, technical services, collection development) and move instead toward organizational units that directly support their university's missions (e.g., undergraduate education; graduate and professional education; research, scholarship, and creative activity; and public engagement). The key is to have library staff engaged in work that contributes to vital institutional outcomes such as student success and faculty research productivity. Academic research libraries should also continue to work towards an assessment program that demonstrates the value of the academic research library in providing quality services that advance the institutional mission.     

Linking the physical past to the program future: new library addition at the Medical College of Georgia

Planning the addition to an existing health sciences library building involved problems not normally encountered in planning a totally new structure. Some of the problems in combining the old and new buildings of the Medical College of Georgia Library and their resolution are discussed in this paper. Emphasized in particular is the relationship between institutional goals, library goals, and the library building.

文章认为公共图书馆免费开放,对公共图书馆事业的发展具有划时代的意义。通过对公共图书馆尤其是中西部地区基层公共图书馆生存窘境的揭示,指出在公共图书馆免费开放的大背景下,尤需关注公众公共图书馆权利和意识的宣传推广、政府对公共文化服务责任的担当落实以及公共图书馆体制机制的创新发展等一系列问题。     

公共图书馆服务的制度分析

以公共经济学理论和制度理论为基础,运用公共政策和制度分析框架,从供给、生产、消费等维度对公共图书馆服务供给的制度安排进行分析,指出创新公共图书馆制度必须坚持公共图书馆事业的公益性质,构建政府对公共图书馆有效的监督、激励机制,探索公共文化服务供给的多种方式,构建读者充分参与的决策机制。     

浅谈地方政府对中小型公共图书馆公益性的保障责任

中小型公共图书馆的公益性,是由公共图书馆地位、性质以及社会公共文化服务保障体系决定的.为发挥中小型公共图书馆公益性保障的职能作用,笔者认为必须依靠地方政府承担起资金投入、管理监督、制度供给的责任.

公共图书馆免费开放是维护社会信息公平,保障公民文化权利的工具和制度安排。文章对公共图书馆产品的公共性、供需的非均衡性、拥挤性等理论进行论述,分析公共图书馆免费运行的理论归因,从管理创新、多元投资、资源共享、公共精神等角度来建立公共图书馆免费开放运行机制。     

The Politically Engaged Public Library: Admitting and Embracing the Political Nature of Libraries and Their Goals

The authors of this article contend that politics is an integral part of public library leadership. Most of the work that public librarians do is designed to build citizenship knowledge and improve some aspect of social justice. Politics is a library imperative because a heavy percentage of institutional funding is tied to public funding, which is a major part of total library financial support. Political considerations, therefore, are a major concern in acquiring and retaining funding that will bring libraries and their constituents to a brighter future.     

制度逻辑下的公共图书馆治理能力现代化探析

[目的/意义]创新是图书馆事业发展的永恒主题,为了促进我国公共图书馆治理能力的现代化,摆脱路径依赖,实现转型与超越,以制度逻辑考察有关议题具有重要的现实意义。[方法/过程]基于制度分析的视角,结合我国公共图书馆治理现状,利用文献调研法探索发展过程中蕴含的制度内涵及外延。[结果/结论]理事会制度是公共图书馆治理能力现代化的显著标志;公共图书馆治理能力现代化的制度困境主要表现为法人制度效果有限、法律制度供给不足和科层制度根深蒂固等;制度逻辑下公共图书馆治理能力现代化的实现路径具体包括:明晰主体权责、厘定治理边界,完善利益分配、重塑治理格局,健全监督机制、规范治理行为,推进信息公开、开放治理过程。     

公共服务体系下的图书馆服务的"公共性"解读

图书馆服务是公共服务体系的一个重要组成部分,是实现公共文化服务目标的主要形式与内容。公共文化服务的公共性决定了图书馆服务的公共性,图书馆服务的公共性主要表现在：范围的普遍性、内容的均等性、目标的基本性、制度的公平性、投入的公益性、结果的可获得性、方式的开放性。     

高校图书馆图书选择遭遇大众冷漠化分析 ——基于公共选择视角

高校图书馆图书的公共物品性质决定着图书选择是一种公共选择,作为选择主体的师生所具有的经济人属性,导致图书选择过程中大众冷漠化问题的出现,并最终导致图书供给低效用。增强集体责任意识以克服个体经济理性、做好书目推荐工作以减少师生参与成本、构建激励机制以提供制度支持是消除冷漠化、促进大众参与图书选择的有效路径。     

知识秩序·知识共享·知识自由——关于图书馆精神的制度维度思考

图书馆是维护和保障知识秩序、知识共享和知识自由的制度性公共产品。因此,给知 识以秩序,给人们以知识共享的公共平台,给人们以知识自由的制度保障,就成了图书馆的基本 精神与功能。参考文献18。     

发展公共图书馆事业的政府责任

在发展公共图书馆事业的过程中，政府负有两方面的责任，一是对公共图书馆事业的价值定位的责任，一是为公共图书馆事业的发展提供制度保障的责任。在价值定位上，政府应该认识到：发展公共图书馆事业是民主政治建设的需要，是保障公民文化权利的基本方式，是建立公共文化服务体系的基本内容，是建设和谐社会的必然要求。在制度保障上。政府应负有制度供给和制度实施的责任。制度供给的核心内容是制定图书馆法；制度实施的责任，主要包括经费保障的责任和普及公共图书馆服务的责任。     

公共图书馆总分馆管理模式研究

运用制度经济学观点,从管理体制、运行机制以及制度安排三个方面对公共图书馆总分馆的管理模式进行研究,阐明适合图书馆总分馆协调发展和高效运作的多维立体式组织结构及理事会制,提出适应图书馆可持续发展的保障机制、决策机制、规范机制、动力机制,以及来自政府、行业、机构三个层面的制度设想。     

Electronic vs. Print Reference Sources in Public Library Collections

Summary

The evolution of electronic sources has had a significant impact on reference collections in libraries, and public library reference collections are no exception.

Evaluating, selecting, and organizing sources to meet the needs of public library users has always been a fundamental role of public librarians. However, now they have the added responsibility of evaluating electronic resources and deciding whether the electronic sources will supplement or replace traditional paper reference sources. Issues of authority, accessibility, cost, comfort, and user education must be carefully weighed during this evaluative process.

利用自编程序与前沿信息计量工具对CSSCI中2009年中国图书馆学文献进行分析,以可视化知识图谱的方式展示2009年国内图书馆学研究热点和知识来源谱系,发现2009年我国图书馆学研究热点主要有数字图书馆、机构知识库、知识管理、知识自由、学术评价等,知识来源主要来自于图书馆学基础理论、公共图书馆、信息公平等领域的论著。     

Evolution of an academic–public library partnership

A partnership to improve access to health information via an urban public library system was established in St. Louis, Missouri, in 2011. A multiyear project was outlined that included an information needs assessment, a training class for public library staff, information kiosks at library branches for delivering printed consumer health materials, and a series of health-related programming. The partnership evolved to include social service and community organizations to carry out project goals and establish a sustainable program that met the health and wellness interests of the community.     

An Analysis of the Use and Effectiveness of Various Recruitment Sources at Public Libraries

This article reports the findings of a survey of public library use of various sources of recruitment for librarians, library administrators, and library support staff. The level of use of particular recruitment sources is discussed as well as the perceived level of effectiveness for each of the sources. Differences in perceptions of effectiveness of recruitment sources between those who use a particular source and those who do not are also analyzed in this article.

How ethnic studies faculty use streaming video: Instructional needs,applications, and challenges

While there have been studies on faculty use of streaming video resources in academic libraries, none have focused on the specific needs of ethnic studies faculty. Using a thematic analysis of semi-structured interviews with 13 ethnic studies faculty from two public university campuses, this study found that faculty engagement with video is based upon a pedagogical strategy that responds to the specific demands and goals of ethnic studies curricula, while centering on student needs by using free resources whenever possible. Within this paradigm, faculty choose from three categories of content: key primary and secondary sources; flexible supporting sources; and current topics of interest. Understanding what motivates ethnic study faculty could be helpful as librarians work with vendors and advocate for the content that best meets instructional needs. Librarians can also help improve faculty's instructional outcomes by communicating about licensing options and streaming media availability through the library.     

Alternatives to the Term Paper:

The inadequacies of the traditional term paper are well-known to reference and instruction librarians. Term papers often fail to develop appropriate and mature research habits in undergraduates. Unless carefully monitored by teaching faculty, students procrastinate, do not formulate appropriate search strategies, fail to think critically about library sources consulted, and, in some cases, engage in academic dishonesty. Librarians can offer teaching faculty alternative assignments to the traditional term paper, assignments that encourage better use of library materials, stimulate student interest, develop a more holistic perspective on the artificial divisions of academia, and perhaps most important, facilitate growth in critical thinking. Robert Ennis' critical thinking goals are offered as a foundation for planning alternative library assignments - goals that include such behaviors as focussing on an issue, analyzing arguments, asking clarifying questions, evaluating reliability of sources, and examining assumptions. Alternative library assignments should be designed with these overarching goals in mind, so that students are challenged to grow intellectually. Library assignments that encourage critical thinking will foster multiple perspectives on "real world" issues, increased awareness of the assumptions used by various academic disciplines, and a questioning, thoughtful attitude toward printed information. Librarians who develop such assignments will contribute greatly to the current movement to revitalize undergraduate education.
