Rising to the Challenge: Re-Envisioning Public Libraries

With support from the Bill & Melinda Gates Foundation, The Aspen Institute undertook a multi-year project to bring together thought leaders and experts from different sectors, including libraries, to consider the challenges, opportunities and trends that will influence the future of public libraries in the United States. The resulting report, Rising to the Challenge: Re-Envisioning Public Libraries, was issued in October 2014. The Aspen Institute has embarked upon an ambitious program to ensure that the report will be used in communities across the country and at state and national levels to promote the transformation and sustainability of this important community resource.

[目的/意义]政务热线是政务服务与公众参与的重要渠道,对其积累的海量数据进行分析,可有效探知公众与企业的需求并解决城市治理问题。对政务热线数据的管理和应用水平进行评估,有利于其在城市治理创新中发挥应有的价值。[研究设计/方法]基于2020年政务热线发展研究报告的问卷调查数据和部分城市政务热线部门的案例分析和深度访谈,对政务热线大数据的利用现状与存在问题进行梳理和分析。[结论/发现]政务热线的数据治理状况总体较好,但是在大数据分析方面与城市治理需求还有较大差距。大数据的归集、分析、应用和管理都还处于发展初步,需要制定战略、增强能力、加强应用和推动跨部门协同。[创新/价值]从战略管理、能力建设、数据共享与开放等方面提出政策建议,以期推动政务热线大数据在城市治理创新中发挥作用。     

政府商业性信息资源获取与利用的市场化模式探讨

政府商业性信息资源强调政府信息的可经营性与市场化开发利用特征,与政府增值信息、政府信息再利用等概念既有区别又有联系。在总结西方国家政府商业性信息资源市场化开发利用情况的基础上,归纳市场化获取与利用的影响因素、手段、路径并指出当前政府商业性信息资源市场化获取与利用模式中普遍存在的信息公开不足、竞争不充分等问题。     

Bringing local voices into community revitalization: engaged communication research in Urban planning

The need to better engage low-income communities affected by revitalization of the built environment has been well documented in urban planning. Guided by communication infrastructure theory (CIT), this study presents a research project that made concerted efforts at engaging neighborhoods of Northeast Los Angeles that are experiencing rapid gentrification. The project was a partnership with a multi-sector collaborative working on the revitalization of the L.A. River and its surrounding communities. This paper specifically demonstrates how CIT's social ecological orientation was applied to seek input on L.A. River and community revitalization from storytelling networks made up of residents, small businesses, and local media. We also examine the impact of this engaged research on the organizational partners of the collaborative, and their views on community engagement in revitalization. Lastly, we discuss how the lessons learned broadly speak to future opportunities and challenges that aim for communicative planning approaches to urban revitalization.     

Understanding the complexity of electronic government: Implications from the digital divide literature

Theoretically and practically E-Government and the digital divide are intertwined social phenomena. Using sophisticated information technologies (IT) in government has little social value if citizens are not able to use services or interact in political processes in meaningful ways. Similarly, understanding the development and use of IT in government without incorporating a demand perspective would potentially lead to partial explanations of a complex social reality. This article argues that studies about E-Government and the digital divide, which have been relatively disconnected research areas, have important parallels and potential intersections. These parallels may be useful in understanding E-Government projects and policies in a more comprehensive way and, consequently, for developing effective digital strategies. The paper reviews trajectories in E-Government and digital divide research and suggests potential implications drawn from the digital divide literature for E-Government research and practice, including model and theory development, understanding users, and some determinants of demand.

文章针对省级公共图书馆的政府信息资源开发利用现状进行问卷调查,分析目前存在的问题,提出了克服来自政府、图书馆、公众的阻力及与档案馆、政府、信息服务商等多主体合作开发利用政府信息资源的发展对策。     

论基于岭南文化的广东地方古籍开发与利用

从岭南文化的继承和发展的角度，从图书馆学和古文献学的角度，梳理了广东地方古籍开发和利用的历史和现状，指出当前开发和利用中存在的不足，并提出相应的对策。     

A framework for Internet of Things-enabled smart government: A case of IoT cybersecurity policies and use cases in U.S. federal government

Internet of Things (IoT) is ubiquitous in society. IoT-enabled dynamic capabilities in real-time sensing and responding can spur digital transformation in unlocking the potential of digital government into data-driven smart government capable of delivering policies and services of public interest and public value. However, the literature indicates challenges in IoT cybersecurity and systemic use across the government. There is the urgent need for IoT research on policy and use. This paper developed a framework for IoT-enabled smart government performance. We applied this framework to conduct case study analyses of digital technology policy, IoT cybersecurity policy, and IoT use in major application domains at the U.S. federal government level. The results show that some agencies were strategic and forward-thinking in funding and partnering with sub-national governments in promoting the IoT use. However, there remains a critical need for national IoT policies to promote systemic IoT use across the application domains.

ABSTRACT

The Harwood Institute arrived in Youngstown, Ohio, in 1999; and today, over 18 years later, its teachings have made a profound effect upon the city. The Youngstown Public Library, through the leadership of Carlton Sears and Heidi Daniel, has wholeheartedly embraced the methods and ideology of the Harwood Institute, helping to reinvigorate and power a city working its way back to prosperity.
