Z39．50是实现跨异构平台，进行信息共享的标准检索协议；XML是Web网上数据表示和数据交换的新标准，以XML作为实现Z39．50协议的数据描述语言和转换工具，构建异构数据源集成的中间层结构，不仅扩展Z39．50协议的应用领域，而且会大大简化资源集成的实现，两者的有效结合给网络信息获取带来新的契机和拓展。

EARS: Electronic Access to Reference Service

Electronic Access to Reference Service (EARS) is a front end to the Health Sciences Library's electronic mail system, with links to the online public catalog. EARS, which became operational in September 1984, is accessed by users at remote sites with either a terminal or microcomputer. It is menu-driven, allowing users to request: a computerized literature search, reference information, a photocopy of a journal article, or a book. This paper traces the history of EARS and discusses its use, its impact on library staff and services, and factors that influence the diffusion of new technology.

From Document Delivery to Information Access:

The American Library Association's program priorities since 1977 have increasingly centered on redefining the mission of the library in a broader context of total information access. Access has been addressed by the Association in relation to national information policy. The Association's response to the work of its Commission on Freedom and Equality of Access to Information illustrates the difficulties that arise when member-governed organizations consider information policy options in public forums. Such debates may challenge fundamental professional values. The need to reexamine policy positions an conflict with the importance of maintaining a consistent public advocacy stance. ALA has identified access as its highest priority and has begun enumerating characteristics of adequacy in the information access environment. There is little indication that the ALA organizational structure itself, however, yet reflects the transition from document delivery to information access.

Net Neutrality in the Context of Provision of Fair and Equitable Access to Information Sources and Services

The purpose of this literature review is to examine the impact of changes in net neutrality policies on public library services. Specifically, this review aims to find what questions have been investigated in relation to public library institutions and their users. Reviewed literature seems to be in favor of a neutral Internet and argues about the negative effects of its loss. Librarians whose mission is to protect disenfranchised members of society seemed to be motivated to fight for a neutral Internet and favor of keeping net neutrality policies in place.

《世界人权宣言》第19条所确立的信息权利可以派生出信息获取权利,这是一种新的信息权利。信息获取权利是各国政府信息公开立法的基础。有两种不同的信息权利：信息生产者或拥有者的信息权利和信息使用者的信息权利,信息公开立法主要依据第二种。保障公民信息获取权利是公共图书馆制度和政府信息公开制度的共同基础。     

Open Access to Information Highways

From the point of view of the information highways, the population may be divided in three groups: (i) those who do not understand yet what the information highways are and how they can be used; (ii) those who already understand them; (iii) those who already understand what they are not and how they should not be used. The author sees the information highways as a tool for a multi-personal game whose players have their own particular goals but may not be conscious of the goals of other participants. Hence, the ethics of using information highways can be considered as a set of general rules imposed on it for a common interest. He warns that the absence of such commonly accepted rules will lead to a state of information anarchy.
