Connecting to the Internet: The Challenge for Canada's County and Regional Libraries

A previous survey, in 1995, revealed that only 3% of Canada's regional and county library systems provided public Internet access. The present survey showed that 67% of these libraries provided access and that connectivity was proceeding rapidly despite the geographical, technical, and financial difficulties faced by systems with large geographical areas and numerous members from different municipal or county jurisdictions. Library directors indicated that using the World Wide Web as a reference tool was the most useful staff application of the Internet and that this function was most appreciated in small branches located far from adequate reference collections. Funding for initial connectivity set-up costs came mainly from federal and provincial grants and from existing library budgets. Directors expected library budgets to be the primary funding source for ongoing Internet costs, a potentially difficult situation because of continuing fiscal shortfalls and increasing technical expenses. The Internet has ameliorated some of the long-distance communications problems unique to county and regional systems, but many difficulties remain.

挑战与回应:中国高校图书馆的发展方向

2010年以后,中国高校图书馆迎来了中国梦双一流新时代三大发展机遇,同时亦面临着新的时代挑战。文章通过调查各高校、教育部、高校图工委、国家统计局、中国互联网信息中心等官方发布的公开数据,以双一流高校为例,对图书馆经费总量与占比的增长情况、在编馆员数量与质量、大学生阅读现状等情况进行统计分析。结果发现,图书馆总经费在全校总经费中占比平均在0.5%左右且普遍呈下降趋势,与世界一流大学图书馆经费的一般水平(2%左右)相差甚远;高校图书馆在职员工数量偏低且呈下降趋势,馆员与学生比例为1:300,工作负荷超常,工作时间超长,专业馆员数量严重不足;高校图书馆借阅率持续下降,本科生四年外借图书不足40本,专业图书阅读量不足。我国高校图书馆正面临着缺经费缺馆员缺读者的三重现实困境,与世界一流大学图书馆的基本条件相差甚远。为此,高校图书馆必须直面现实,主动亮剑,以回归常识、回归专业、回归本分为基本对策,为高校图书馆增加经费,提升图书馆员的专业性,最大限度地吸引学生阅读。图2。表5。参考文献51。

Rising to the Challenge: Re-Envisioning Public Libraries

With support from the Bill & Melinda Gates Foundation, The Aspen Institute undertook a multi-year project to bring together thought leaders and experts from different sectors, including libraries, to consider the challenges, opportunities and trends that will influence the future of public libraries in the United States. The resulting report, Rising to the Challenge: Re-Envisioning Public Libraries, was issued in October 2014. The Aspen Institute has embarked upon an ambitious program to ensure that the report will be used in communities across the country and at state and national levels to promote the transformation and sustainability of this important community resource.

CD-ROMs in the Electronic Library

Abstract

With CD-ROMs it is possible to provide more consistent review, evaluation, selection, and reconsideration of a collection than can be achieved in the case of book and journal collections. In addition to developing an electronic resources policy statement, request and review forms, monthly statistical tables, and database-analysis reports, Hong Kong University of Science & Technology Library has used faculty surveys to provide data for this part of the collection management process.

Development of a Model for Cataloging,Circulation, and Housing CD-ROMs

As more and more incoming freshmen arrive on campus with computers equipped with CD-ROM drives, faculty incorporate data from CD-ROM products into assignments, and library materials arrive accompanied by software on CD-ROM, librarians need a model for cataloging, circulating, and shelving these materials. This article offers a model, one that bases cataloging, circulating, and housing decisions on three factors: the type of data on a CDROM, who will use the data, and how will they use it.     

The Forecast for Special Libraries

ABSTRACT

Special libraries exist in an ecosystem consisting of the information industry, the library world, their own organizations, and workforce demographics. Librarians need to be aware of the trends shaping all of these facets. This column takes a close look at Outsell's Information Industry Outlook report for 2016 and its implications for special libraries. The outlook for special libraries is neither the previously forecast Baby Boomer retirement crisis nor the dire end of special libraries many feared during the recent recession. Instead, the special library world is transforming, creating both challenges and opportunities for special librarians. Millennials entering both the workforce at large and the library workforce will make their presence known. Savvy information professionals will stay on top of these trends and find their niche, whether in a traditional physical library or in emerging careers outside the library.

Column Editor’s NoteSpecial libraries share concerns with their more general academic, public, and school counterparts, but they also have unique characteristics and concerns which merit separate consideration. Libraries of all types are evolving, and just as special libraries can learn from the general literature on libraries, practitioners in all types of libraries can learn from the experiences and best practices of special libraries. “The Specialist,” appearing in even-numbered issues of this journal, addresses the administrative concerns of special libraries. The column's scope is a broad umbrella of specialized librarianship and includes corporate, non-profit, government, and independent libraries as well as the specialized departments and branches of academic and public libraries. Contributions from practitioners and scholars on any aspect of special libraries are welcome.
