PUBLIC LIBRARY NETWORKING VIEWED FROM A STATE LIBRARY AGENCY

Especially over the past 30 years, state library agencies have played a major role in the planning and development of cooperative and networking activities among public libraries and between public libraries and other types of libraries. These activities have been carried out in a great variety of ways, with each state reacting to its own demographic, governmental, and library realities. The federal Library Services and Construction Act has been a major constructive force enabling state library agencies to be effective leaders in cooperative and networking activities. State library agencies and public libraries working together can continue to extend library services by taking leadership in networking activities.     

Approaches to Studying Public Library Networked Community Information Initiatives: A Review of the Literature and Overview of a Current Study

In a world characterized by the use of rapidly advancing technology, public libraries are championing the rights of the individual to equitable public access to information provided over the Internet. But beyond general connectivity, libraries are also facilitating citizens' access to networked community information (CI) by actively linking users with relevant sites, by hosting pages for other service providers, and by participating in community networking initiatives. For individuals, the availability of networked CI means that they can access it at anytime and from any place, including the home, office, and public library. This article reviews recent trends in the networked CI literature, including public library involvement, and then discusses a major study underway for which multiple methods are being used to collect data from users, librarians, and service providers in three states. Particular attention is given to explaining the use of theory specification to apply Dervin's sense-making framework in an online environment.     

读书会网络化服务模式与实践研究——以重庆大学图书馆“悦读会”系统为例

[目的/意义] 通过对当前各类网络化读书会发展现状、读者需求的研究,提出网络化是读书会发展的必然趋势,探讨图书馆读书会网络化建设的新思路。[方法/过程] 利用文献调研法对公共图书馆、高校图书馆、民间等举办的读书会发展现状及热点进行分析,并对读者需求进行问卷调研,以重庆大学图书馆"悦读会"系统建设为例,探讨读书会网络化发展的必要性。[结果/结论] 读书会网络化建设促进了读书会的快速发展,既适应了互联网+图书馆的新发展,又满足了读者需求,是图书馆阅读推广工作创新发展的需要。     

Exploring Library 2.0 on the Social Web

Library 2.0 literature has described many of the possibilities Web 2.0 technologies offer to libraries. Case studies have assessed local use, but no studies have measured the Library 2.0 phenomenon by searching public social networking sites. This study used library-specific terms to search public social networking sites, blog search engines, and social bookmarking sites for activity associated with librarians and library users. Blog search data about the recentness of activity or the popularity of a blog post indicate that Library 2.0 technology has many early adopters but provides less evidence of sustained use. The results follow a curve resembling the 80/20 rule and also resemble Chris Anderson's “long tail” effect, in which very few authors create the vast amount of content. These exploratory results can be used as a starting point for future studies. Librarians who use tags to describe Web-based content might use these findings to select more effective tags. Librarians implementing a blog or a social networking presence might use this study to balance the benefits with the amount of work required to maintain an up-to-date presence.     

Reference Service in Rural Public Libraries:

This arlicle describes the general situation of information services in rural public libraries in the context of the changing nature of rural America. The limitations and barriers faced by rural libraries and residents in obtaining the information they need and want are examined. Examples are presented of libraries which are taking advantage of new information technology and developing new concepts of networking to provide information services to rural residents. The work of these libraries also illustrates factors leading to successful provision of reference services in rural public libraries.     

Use of Facebook fan pages in Polish academic libraries (2009–2022)

The article presents the results of a quantitative comparative analysis of the activity of 59 Polish public university libraries on the social networking site Facebook (2009–2022). The study aimed to assess the use of Facebook by university libraries of different types and to evaluate the popularity of the content shared by these institutions based on the number of posts shared and the users' reactions to them. Fanpage Karma, a commercial online tool for monitoring social media monitoring was used to collect and statistically analyze the data from individual fan pages. The findings showed that overall, the degree of social media activity was not dependent on the type of library. Although the existence of Facebook is not new in the area of social networking, its use in Polish libraries has not yet become widespread. The phenomenon of the lack of library fan pages on social media is worrying given that several of these tertiary level libraries had no fan pages on any kind of social media. Nevertheless, for those that had a Facebook fan page, it was discovered that it was one of the primary tools for communicating with users, promoting library and information services, and other library activities.     

美国图书馆移动服务发展现状——纽约州图书馆的调查

通过对美国纽约州公共图书馆和高校图书馆的调研,印证移动时代图书馆的传统服务模式正向移动化服务转移：①90%以上受访图书馆已可为移动设备提供服务;②一半以上图书馆网站优化后支持移动设备的服务项目可达6项甚至更多;③图书馆支持移动设备访问的主要范畴是目录访问和数字化内容,通过社交网络服务应用平台允许第三方应用程序接入已成为绝大多数图书馆提供移动服务的主流;④提供移动设备服务已列入图书馆规章或计划中。希望此次调研结果能给图书馆、网络技术部门以及信息系统专家和相关人士就图书馆移动服务的应用提供启示和参考。     

Stimulators and barriers towards social innovations in public libraries: Qualitative research study

Public libraries have a huge potential to be creators and facilitators of social innovation in communities and society. Qualitative research based on interviews with 27 librarians showed that social innovation in libraries can take the form of educational and cultural activities, leisure and networking activities and social support services. The main goal of the research was to find out what factors support and make these innovations difficult in public libraries. A four-layer model of barriers and stimulators for social innovation is presented, which includes structural, local, organizational and personnel levels. The model could serve to inform librarians, their stakeholders and governments about all levels of barriers and stimulators connected to innovation of library services and social re-positioning of public libraries in the future.     

The Contemporary Academic Library Resource Sharing Mission: Fragmentation or Evolution?

Academic interlibrary loan practitioners are experiencing changes that can be characterized as either the fragmentation of the resource sharing mission or its evolution into a new form of service routinely making use of new and diverse sources of information outside the scope of past practices. Among these new sources are curated repositories of open access literature, institutional repositories, digital libraries containing scanned public domain literature, and social media article-sharing networking sites. The incorporation of these sources of information into regular workflows presents interlibrary loan practitioners with many challenges. This paper will discuss ways to address these developments.     

Facebook as a Communication Tool for an Academic Library: East West University Library,Bangladesh Perspective

The primary objectives of this research article are to explore the concept of communication tools using Facebook, and to evaluate the performance of the East West University (EWU) Library Facebook page as a communication tool. The EWU Library Facebook page uses a variety of strategies and techniques to engage with its patrons. The author's intention is to examine this library Facebook page, which is explored using a case study method. This article also focuses on how Facebook facilitates collaborations between the library and the patron's community, as well as the implications for academic libraries in the future. This case study reviews the literature on the use of social networking while focusing on Facebook as a communication tool and engaging libraries in social networking. The article emphasizes the author's experience of working in an academic library to identify the main trends in providing services based on posting various topics through the Facebook page of the EWU Library, Bangladesh. The numerous issues in adapting Facebook as a communication tool and an exploration of the opportunity and drawbacks of the use of the Facebook application in academic libraries are also discussed.

Role of Indian public libraries to increase the awareness of the community on HIV/AIDS

Abstract

Today Indian society is at high risk. AIDS, the most devastating disease humankind has ever faced, has become a conflagration on the Indian subcontinent and nearly 5.134 million people in the country are estimated to be HIV-positive. There is a perceived need for public libraries to provide necessary information to make the community aware of the threat of HIV/AIDS. Today's challenge is to reinvent the public libraries to respond to community needs. This paper explores the avenues created by ICT-enabled networking processes in providing HIV/AIDS information to the unprivileged population in India. It concludes with a number of recommendations that are intended to address the core problems and thereby improve the overall situation.

Librarians participation in the Abubakar Tafawa Balewa University new library building

As one of the most important components of a nation's basic facilities, the networking of the library plays a vital role in terms of promoting the sharing of access to information. Although the traditional methods of literature indexing and accessing will continue to exist and develop, library networking will become the new model and the direction for the development of the library. Through the discussion of the current situation of information sharing in the Chinese library, the author analyzes the factors that affect information sharing and proposes establishing a cooperative networking center for regional libraries in one region by linking together dispersed information and assembling an open, shared repository of information resources, which will promote literature resources sharing throughout society.

目前,图书馆对"文献捐赠说明"缺乏应有的重视,并存在着一些问题,体现在文本概念混淆、言辞淡漠,具体内容忽视对非正式出版物的收集,对文献收藏范围界定模糊,提供的受赠方式不够人性化等方面。文章分别选取公共馆和高校馆的"捐赠说明"各一例,进行分析与反思,同时简要对比港台地区部分图书馆使用的"捐赠说明",条缕出可供内地图书馆学习的部分。最后,列出合适的公共馆和高校馆的"捐赠说明"模板。     

主题服务模式:公共图书馆与旅游融合可持续发展探析

开展融合模式研究有助于公共图书馆找到文旅融合切入点,对实现公共图书馆与旅游融合可持续发展具有重要的意义。首先,论文对主题服务模式与旅游融合发展的契合度进行分析,提出主题服务模式有利于公共图书馆实现文旅融合可持续发展。其次,对国内外现有主题服务模式开展文旅融合实践进行分析,结合国外公共图书馆的成功经验,对当前文旅融合背景下国内公共图书馆的主题服务进行总结,指出了其中存在的问题与不足。最后,为公共图书馆以主题服务模式实现文旅融合可持续发展提供了对策。     

英国公共图书馆面向特殊群体的阅读推广

分析英国公共图书馆为特殊群体开展阅读推广活动所取得的成效,以期对我国公共图书馆特殊群体服务提供借鉴及经验指导,促进公共图书馆服务均等化。文章采用文献研究法、案例分析法以及邮件调研的方式,选取英国部分公共图书馆阅读推广活动案例以及英国国家扫盲信托基金会(National Literacy Trust)和阅读机构(The Reading Agency)的阅读项目等进行分析研究。并对我国公共图书馆特殊群体阅读推广活动提出3点建议:加强公共图书馆与社会机构间的合作;注重品牌服务的评估机制;拓宽品牌阅读项目的受众群体。     

公共图书馆外文文献资源建设探究

目前公共图书馆外文文献资源的收集与利用较为薄弱,需要对传统的外文文献资源建设模式进行改进。浦东图书馆结合浦东新区的建设发展目标,适时地承担起外文文献资源建设责任,并取得了良好的成效。公共图书馆外文文献资源建设应建立科学的管理体制,加强对信息源的收集,提高采访人员的专业技能,建立与读者长期沟通、交流机制,增加外文文献资源采访力度,构建多元化的外文馆藏结构,加强图书馆合作。构筑与国内外图书馆的交流机制。
