Strategic Planning and Management:

This article presents the rationale of a large, urban, culturally diverse, comprehensive university for adopting a formal strategic planning and management methodology. The external forces and the internal initiatives that contributed to the decision to do formal planning are listed. The planning model is described and the current status of the planning and management process is portrayed. The way in which the library fits into the campuswide process is depicted and planning and management challenges that await a new Librarian are presented. The paper concludes with observations regarding the need for a regional assessment of the potential for an electronic library consortium and the need for a National Research and Education Network.

[目的/意义] 有效的传播能够激发和提升营销效果，通过对具体营销案例的分析，加深对于图书馆营销的认识。[方法/过程] 以2020年端午期间东莞图书馆读者留言事件为例，还原整个事件的传播过程，指出行业媒体在图书馆营销传播中的重要性，并借鉴传播学“议程设置”概念探讨图书馆和行业媒体如何通过传播议题设置及内容策划开展常态化营销工作。[结果/结论] 图书馆的专业能力是图书馆营销的基本前提，行业媒体传播内容的系统性策划是引导公众关注图书馆的有效途径，同行聚力是实现营销效果最大化的有力保障。     

图书馆战略规划流程模型研究

图书馆战略规划制定活动是围绕组织发展问题而展开的系统管理活动,依赖于合理的流程设计与符合图书馆时代特点的战略内容的结合。本文参考已有关于战略规划程序的研究结果,在调研数据的支持下,依照图书馆机构特点与战略管理理论,提出了包含准备、分析、制定发布三个阶段在内的战略规划流程模型,并从时间发展角度提出周期演进模式,以期为图书馆战略规划制定提供参考。     

Alternative user survey and group process methods nominal group technique applied to U.S. depository libraries

Understanding user needs need not be based on guesswork, yet there may be shortcut data collection alternatives to traditional expensive and timeconsuming library user surveys. Depository libraries are required to select useful materials to provide government information meeting the needs of area users. Assessing user needs is vital to library planning and to the development of library collection and public services policies. In any planning or assessment process, it is critical to define the specific planning purpose before determining the data to be collected and the methods of collection. There are various qualitative techniques for obtaining user information. Community surveys, published documents, library internal reports, and databases also yield user information. Alternatives to traditional user surveys provide the increased utility of improving communication among area information users and providers. A group process, which allows participants to hear each other, may be more effective and efficient than a written survey. The Nominal Group Technique (NGT), creates a listening forum, providing library administrators with information for planning.     

农家书屋信息化建设的保障途径——以辽宁省农家书屋信息化建设为例

[目的/意义]随着农村信息化建设的推进,传统模式的农家书屋已经不能满足广大农民群众的阅读需求,农家书屋信息化建设已刻不容缓,只有走信息化道路才是推动农家书屋的创新发展方向和价值增长极。[方法/过程]结合目前辽宁省农家书屋的运行状况和信息化建设进程,提出实现农家书屋信息化必须以建立政策体系、打造资金链条、建设技术团队、筹划人力体系和统筹数字资源等为抓手,才能保障农家书屋信息化建设的实施与稳步推进。[结果/结论]农家书屋信息化建设需要相关政策保驾护航,需要政府乃至全社会支持,更需要掌握信息技术的人力资源。     

公共图书馆社会服务能力建设与实践——以赤峰市图书馆为例

[目的/意义]以内蒙古赤峰市图书馆为例，探讨在当前社会环境下公共图书馆社会服务能力的建设与实践问题，以期为我国公共图书馆如何更有效地承担起自己的社会责任提供参考与借鉴。[方法/过程]结合内蒙古赤峰市图书馆社会服务能力建设的实践过程，总结图书馆社会服务能力建设的共性问题及解决办法。[结果/结论]提出在当前社会环境下，公共图书馆社会服务能力建设应首先将社会责任融入到图书馆的战略规划中，并在制度上给予充分的保障，将其转化为图书馆价值观和理念的一部分，通过与社会力量的广泛合作来开辟新的模式，但要注意量力而为，择优突破。

A library for the fifteenth through the twenty-first centuries

The University of California, San Francisco (UCSF), began developing a program for a new library in 1977, started the design in 1985, began construction in 1988, and opened the library in September 1990. The primary objectives were to design and build a facility that would house print collections under optimal conditions, allow for ten years' growth, be flexible enough to permit future reconfiguration, support present and future technologies, and provide beautiful spaces in which to study. The planning process is summarized, planning concepts are outlined, and considerations for the electronic library are briefly reviewed.     

A Strategic Planning Process for the Multi-Campus University System:

The purpose of this paper is to present an overview of the strategic planning process as it was adapted by the multi-campus system of the University of Colorado with a close look at its application at the University of Colorado at Colorado Springs campus and the campus library. This overview will provide a picture of the application of planning techniques through the various administrative tiers of the university. And will place library strategic planning in its proper perspective: planning for a subunit of a multi-part organization responding to an external environment.     

大学图书馆情景规划模型构建与实现——以香港理工大学图书馆为例

[目的/意义] 针对当前我国图书馆面临的不确定性复杂环境, 引入情景规划理论, 建立嵌入情景的大学图书馆战略规划实施模型, 旨在丰富图书馆战略规划理论, 并在实践层面上为我国大学图书馆及其他类型图书馆战略规划提供借鉴。[方法/过程] 运用系统研究方法, 融合战略规划与情景规划理论, 突出情景规划的系统学习、应急性与反馈性等特性, 构建大学图书馆情景规划模型, 以香港理工大学图书馆为例阐释说明其实现过程与实施效果。[结果/结论] 结果显示, 作为面向复杂多变的不确定性环境的战略规划方法, 大学图书馆情景规划有助于形成面向未来导向与公共导向的未来情景, 培养与形成图书馆共享心智模式, 在成本预算、建筑修复、员工技能等方面, 为图书馆制定面向未来的战略规划研究与实践提供有益参考。

国内图书情报领域图书馆战略规划研究热点探析

[目的/意义]揭示国内图书情报领域对图书馆战略规划方面的研究热点,为图书馆战略规划的进一步研究提供借鉴。[方法/过程]以中国知网(CNKI)全文数据库作为数据来源,获取国内图书情报领域图书馆战略规划的研究成果。首先,利用书目共现分析系统对研究成果题录进行关键词提取,并生成研究成果的高频关键词列表;然后,对高频关键词进行共词分析,构造高频关键词共现矩阵;最后,利用SPSS统计分析软件对高频关键词进行系统聚类分析,生成聚类分析树状图,进而获悉国内图书馆战略规划研究热点。[结果/结论]当前国内图书情报领域对图书馆战略规划的研究主要集中在战略规划及管理、发展趋势及战略、信息技术及服务、图书馆联盟、知识管理5个方面。

Planning for the integration of the digital library, clinical decision support, and evidence at the point of care

Integrating knowledge-based resources at the point of care is an important opportunity for hospital library involvement. In the progression of an IAIMS planning grant, the digital library is recognized as pivotal to the success of information domain integration throughout the institution. The planning process, data collection, and evolution of the planning project are discussed.     

LIBRARIES AT THE TURNING POINT

The purpose of this paper is to present an approach to planning for library administrators. Recognition is given to the nature of the environment in which planning takes place, and alternative philosophies of planning are discussed. An analysis is made of the factors in the library which effect the style of planning that is used. A number of suggestions are made for implementing and improving the planning of change in the library setting.     

Improving the patron experience: Sterling Memorial Library's single service point

ABSTRACT

This article describes the planning process and implementation of a single service point at Yale University's Sterling Memorial Library. While much recent scholarship on single service points (SSPs) has focused on the virtues or hazards of eliminating reference desks in libraries nationwide, this essay explores the ways in which single service points can improve the patron experience by bringing together circulation, information services, and library privileges. It begins with an overview of the process at Sterling, including the library renovation that enabled our transition. After laying out the planning, training, and implementation phases of the single service point, the essay presents the major issues with which SSPs must contend (staff expertise, integration within the library, and designing a space to suit both staff and patrons) and considers the potential of such service points to improve library services.     

再论数字化图书馆的现实模型——兼谈上海交大计划建立数字化图书馆的雏型

本文描述数字化图书馆产生的背景, 它的概念、特征、模型和功能。作者根据当前世界范围内在 Internet 环境下电子文献信息服务, 提出了数字化图书馆的现实模型, 它包括四层结构: 第一层为用户界面, 第二层为网络和通讯环境, 第三层为电子文献信息资源, 第四层为附加层次, 是一种联机的自我服务系统和请求帮助系统; 它有五大功能模块: 各种载体数字化, 用新技术来存储, 组织有效的查询和访问, 数字化资料的传递, 系统管理等。文章指出, 九十年代以来, Internet 网上的许多WWW , GOPHER,WAIS 服务器已出现数字化图书馆的雏型。上海交通大学图书馆将在本世纪末建成数字化图书馆雏型。

A framework for shared leadership: A perspective on strategic planning for academic libraries

Strategic planning is frequently dismissed by employees because it does not seem to result in any real change or impact in the library. The failure of strategic planning processes can be attributed to a lack of shared leadership. Shared leadership encourages the development of strategic thinking, problem solving, dialogue, and shared vision, all of which are required for a successful strategic planning process. This article discusses the development of shared leadership and its impact on planning.     

Strategic Marketing of Library Resources and Services

The development of marketing activities for an academic library as an outgrowth of an overall library strategic plan can assist in clarifying which key resources and services should be promoted and in developing the optimal activities for communicating their benefits. Marketing as an ancillary process to strategic planning can increase awareness and use of library resources and services among targeted user groups and can present a clear, consistent image to students, faculty, and administration as to what the library offers to the life of the university community and validate its continued funding. A permanent library marketing committee is the best means for coordinating library marketing activities.
