俄罗斯图书馆法律体系概览

[目的/意义]探索俄罗斯图书馆法律体系整体脉络，揭示俄罗斯图书馆法律的科学体系，补足国内俄罗斯图书馆法律体系研究的短板，为我国图书馆法律体系建设提供理论支持与实证参考。[方法/过程]梳理俄罗斯及我国图书馆法规代表性成果，评述俄罗斯图书馆法律体系的发展沿革、基本框架与主要内容，探索俄罗斯图书馆事业法、文献呈缴法、图书馆事业文化法支撑、图书馆事业信息法支撑等图书馆法律重点领域。[结果/结论]认为俄罗斯图书馆法律、文化事业、信息产业、特殊群体服务相关法规政令较为密集与集中。俄罗斯建立了以图书馆事业法、文献呈缴法为基础，图书馆专门法、图书馆相关法、图书馆事业相关命令决议、图书馆行业协会规范相互补充与制约的完整的图书馆法律保障体系。俄罗斯图书馆事业的现代化规范发展、图书文物的立法保护、特殊群体权益保障尤其值得深入学习。

环保教育是图书馆新型信息服务之一,俄罗斯图书馆经过二十多年的探索,在环保教育中取得了良好的成绩和社会反响。近年来,尽管我国部分图书馆开展了环保教育活动,取得了一些成绩,但还存在很多不足之处。因此,借鉴俄罗斯图书馆环保教育的实践经验,有益于促进我国图书馆环保教育活动的开展。     

Preserving Russia's Digital Cultural Heritage: Acquisition of Electronic Documents in Russian Libraries and Information Centers

This article discusses collection development strategies for electronic materials, particularly Web content, by Russian libraries and information centers. The author describes multiple methods, including Web harvesting, licensing, and legal deposit. Although there is a long tradition of legal deposit for printed material in Russia, legal deposit of electronic documents is more complex. Recently proposed amendments in the Duma may facilitate the legal deposit process for electronic materials. Electronic documents should be preserved and made accessible for the further development of science, culture, and education in Russia.     

Space and the Social Worth of Public Libraries

In spite of the growth of digital information and the resultant questioning by some of the value of public libraries, library usage data indicate there were 497,600,000 more visits to public libraries in 2013 than in 1993. Why do people still visit public libraries in the digital age? While many factors drive people to visit public libraries, one thing that public libraries offer that cannot be duplicated online is physical space. Over the decades, library space has been the glue holding the library universe together even as the specific activities that take inside libraries have evolved. While public libraries do an excellent job of promoting their important role in providing access to information, educational resources, technology, and a host of valuable services, they must also promote the value of public library space itself. This requires more than trotting out numbers; it requires telling compelling stories of how public library space is used and reminding the public that the kind of spaces public libraries provide are, in fact, a vanishing resource. The post-911 tightening of security in public buildings of all sorts—coupled with the increasing privatization of what were once public spaces—has left public libraries as perhaps the last remaining indoor public spaces where an individual can remain from opening until closing without needing any reason to be there and without having to spend any money. Public libraries should promote the uniqueness of their spaces in much the same way that National Parks promote the unique spaces they preserve and make available to the public.     

Russian Digital Collections in North America: A Survey

This article discusses an inventory of Russian digital collections that was gathered from publically available material on the Web in 2011. It touches on the opportunities and difficulties that come with the increase of digital material on the Web and how librarians can attempt to bring smaller collections to the attention of scholars and researchers.     

Special Academic Libraries and the Millennial Patron

ABSTRACT

Special academic libraries are in the unique position to blend the innovative and user focused services of academic libraries with the niche collections of special libraries when serving their Millennial student population. Millennials are a highly researched generation, but special libraries may have not updated their services to reflect the needs and expectations of this rising generation. Maine Maritime Academy's Nutting Memorial Library serves as a case study of methods in which special academic libraries can incorporate Millennials' expectations of library spaces, services, and collections in sustainable ways.     

Libraries in the State of Qatar: Current Situation and Future Outlook

Over the last twenty years, the State of Qatar has witnessed colossal developments in its various sectors such as economy, society, technology, and education. The Supreme Educational Council along with the Ministry of Education worked to enhance the status of the educational sector; there has been a rise in the number of local and international schools. The Qatar Foundation implemented partnership programs with prestigious universities from the USA, UK, and France. The public sector, through its Qatar University Campus, attracted local and international students. This article highlights the current state of libraries in Qatar by sectors, and provides a general overview of their role and nature, and shares some statistical data. The article also analyzes the limitations and challenges, as well as future recommendations.     

Collaboration and Competition in Special Libraries

Librarianship has a long tradition of collaboration and cooperation between libraries, but the literature yields scant evidence of formal partnerships in practice in special libraries. This column explores the barriers to collaboration for special libraries, from organizational culture to legal constraints, as well as the potential benefits and how librarians can overcome the barriers to reap these benefits. Different types of collaboration, including among similar special libraries and between special libraries and other types of libraries and related organizations, as well as informal and formal cooperation, and short-term and long-term partnerships, are discussed. Collaboration and cooperation were part of the impetus to form professional associations. The column provides a brief history of professional library associations and their role in supporting library partnerships in the United States. The conclusion explores how the increasingly digital nature of information and library work affects collaborative library efforts and where the future of these efforts may lie, especially for special libraries.     

Law School and University Libraries

Abstract

Over time changing circumstances in legal education, scholarship and practice influenced law school library collections. Currently, increased demands for non-legal material and new technological enhancements are changing the law school library's environment. As a result, cooperative and collaborative collecting activities are flourishing between the University of Denver's law school library and its general library despite the autonomous administrative structure of the law school library.     

Preservation in New York State Public Libraries

The issues facing New York State public libraries regarding preservation of materials are discussed. Much research has been conducted regarding preservation in research and academic libraries, but very little in the public library sector. The researchers examined what has been written in terms of the history, preservation methods, control of the library environment, education, organization, and government involvement. In order to evaluate current trends and attitudes of these libraries towards the preservation issue, researchers mailed questionnaires to the directors of the central libraries of the New York Stale public library systems. Responses were analyzed, conclusions drawn, and recommendations made regarding the preservation problems facing these libraries.     

Use of Special Collections as an Opportunity for Outreach in the Academic Library

ABSTRACT

Academic special collections librarians have made great strides in making their collections discoverable and accessible to a wide audience. This article examines use of special collections departments and the many kinds of outreach librarians undertake to increase access to and knowledge of their collections, including creating electronic finding aids, digitizing material, collaborating with faculty, increasing participation in instruction and reference, and using exhibits, social media, and relationships with community partners to further the mission and goals of the library and the college or university. The article uses the University of Illinois at Chicago Special Collections Department as a case study.     

美国大学图书馆特藏资源版权政策解析及服务实践研究

[目的/意义]通过对美国图书馆特藏资源版权政策与服务调研结果进行分析,总结美国图书馆版权政策制定与版权服务的经验,得出对我国图书馆特藏资源版权政策与服务发展的启示。[方法/过程]通过对美国高校图书馆版权馆员进行访谈调查、问卷调查,并对调研结果进行详细分析总结,以期从中吸取经验,制定适于我国国情的版权政策。[结果/结论]首先,应组建专业的版权管理机构,主要包括设立版权相关职位以及职能部门,制定版权政策文件,重视版权政策文件的宣传和学习,重视合理使用和免责声明4种方式。其次,工作方案应流程化,提出版权服务流程、特藏资源进馆版权确认流程以及特藏资源版权处理的流程。最后,寻求外部合作,积极响应高校知识产权信息服务中心建设。     

日本的大学图书馆及其启示

介绍日本大学图书馆总体情况,详细描述武藏工业大学图书馆、芝浦工业大学图书馆、成蹊大学图书馆、琉球大学图书馆的建筑特色,分析日本大学图书馆的服务特点及最新动态,提出借鉴其建筑特点和"开放大学图书馆,服务周边社会"、"建立机构资料库"等做法,发展我国大学图书馆,以适应现代社会终身学习的要求,将大学图书馆从文献收藏者转向学习和研究的孵化者、培养者,参与不同环境的知识创造、传播和使用过程。     

基层公共图书馆数字资源建设:理念、原则与方案

文章从基层公共图书馆的角度研究数字资源建设问题．讨论了现代公共图书馆理念对基层公共图书馆数字资源建设的指导作用，强调了基层公共图书馆数字资源建设的四个原则．区分了数字资源的类型，提出了基层公共图书馆数字资源建设的框架性方案。     

Collaborative Approaches to the Management of Geospatial Data Collections in Canadian Academic Libraries: A Historical Case Study

The Ontario Council of University Libraries (OCUL) is a consortium of the twenty-one university libraries in Ontario, Canada. Since 1967, OCUL member institutions have worked together to share costs and workload through collective purchasing and licensing of information resources and more recently through the establishment of a shared digital infrastructure known as Scholars Portal. Under the auspices of OCUL, Ontario's university map librarians formed the OCUL Map Group in 1973 to seek opportunities to communicate and collaborate to improve the collections and services they offer their users. The opportunities provided by collaboration have ensured a greater capacity to manage evolving collections of geospatial data. The group has served as a community of practice, which has provided educational opportunities and facilitated collaborative problem solving through a listserv, conference calls, and face-to-face meetings. This collegial environment has also led to the completion of a number of projects, which have resulted in the creation of new technical infrastructures and strategies for sharing the workload of data management tasks. This paper discusses the role of collaboration in OCUL projects and offers some suggestions for others considering embarking on collaborations of their own.     

Reimagining the Wheel: Using Circular Calendars for Planning in Law School Libraries

This essay proposes using a wheel or circular calendar to identify and document the events and projects of an academic law school year, both in and out of the classroom. The idea of harnessing the natural cyclical process of law school for library planning comes from concept mapping, which can conceptualize an issue by using a variety of mapping strategies to organize and show the relationships between pieces of information and a central concept. Using a wheel graphic to visualize a process can facilitate project management and aid in teaching legal research strategy.

社区图书馆建设在公共文化服务体系中占据不可替代的地位。公共文化服务体系中的社区图书馆建设存在缺乏完善的理论指导、发展不平衡、不能有效融入公共文化服务体系等问题。加强公共文化服务体系中社区图书馆建设,就应加强社区图书馆的理论建设、重视对社区图书馆建设的调研、完善社区图书馆的建设模式、增强社区图书馆自我发展能力、提高社区图书馆的公共文化服务水平,以及加强同其它公共文化服务子系统的联系。
