People still use documents in many everyday government processes. From tax payments to passport requests, citizens have to interact with low-interactivity information artifacts such as reports, maps and datasets, among many others. Despite efforts to improve information delivery in the public sector, effective information usage remains a critical topic of action and research. The user experience of government documents has rarely been assessed, despite them being regularly published and frequently used. Considering this, the two following research questions arise: 1) How can government documents be classified (or grouped) in terms of user experience? 2) How can the user experience of government documents be monitored over time in order to inform design decisions? Working with a public agency in Chile, we develop and test a classification and monitoring framework based on two online surveys (N?=?338 and N?=?298). We then propose a framework for understanding user experience of government documents in these three dimensions: interaction goal, volume of information and ease of understanding. Using a graphical representation to classify user experience provides greater visibility of the current status of information produced by a public organization. Furthermore, by monitoring the user experience of a government document at different times, organizations can understand the effect of their design decisions and improve their service quality by implementing user-centered processes.  相似文献

FOIA Libraries are the repositories for many documents released under the FOIA1 (Freedom of Information Act), i.e., “responsive documents,” by federal agencies and their sub agencies. Awareness of search terminology for FOIA Libraries or electronic reading rooms can assist the public and researchers to locate publicly available government information, including responsive documents. Responsive documents are the responses to FOIA requests that can be posted (in full or with redactions) by federal agencies. FOIA responses may not be easily findable by major web search engines. The goal of this article is to educate readers about government and non-government FOIA resources and declassified document repositories for discovery. It is important for researchers, journalists and citizens to use “FOIA Libraries,” “Electronic Reading Room,” or “FOIA tag” to search for documents concerning government activities and operations that are released under the FOIA on the web. In addition to aiding in the research process, access to responsive documents information furthers democratic goals of transparency and supports findability of government information by the public.  相似文献

ABSTRACT

Librarians and information specialists' involvement during the development of grant applications for external funding can save researchers' time, provide specialist support, and contribute to reducing avoidable waste in research. This article presents a survey of information specialists working for the National Institute for Health Research's Research Design Service within English applied health services research and a scoping review to identify other examples of librarians supporting grant applications. The survey found that support included: verifying proposed research has not already been performed; searching literature to provide background for the project; and advising on or writing systematic review methods. The scoping review found three examples where librarians were involved: in writing sections of the application; conducting reviews, and becoming a co-applicant. We recommend librarians engage with researchers by checking whether search requests are to support an application and by becoming familiar with resources and techniques to support grant proposal development.  相似文献

The availability of U.S. Government Printing Office bibliographic tapes for copy cataloging or for loading directly into online catalogs may have lulled documents librarians into believing that the problem of bibliographic control for documents collections has been solved. Others may believe that with the move to an electronic distribution system for United States government information, creating and loading bibliographic records for government publications into local library catalogs is becoming an anachronism. This article discusses the functions of cataloging in light of continuing needs and current developments in access to government information. Recommendations are made for ways that the library community, providers of government information, and automation specialists can work together to reexamine bibliographic standards, expand tape loading to non-U.S. depository documents collections, link useful bibliographic databases with library catalogs, and use cataloging of Internet resources to show relationships between physical collections and remotely accessible government information.  相似文献

This paper will first present a short history of the many issues involved in government documents librarianship over the years. It then will present an ovewiew of the most frequently used and requested sources of government information. It will by no means be an exhaustive list because it is aimed at the general information provider in an academic library. This general information provider may not be very familiar with federal documents and may even be afraid of them. In this world of rapidly advancing technology, documents can no longer be pushed aside or overlooked as a source of information because access has improved so much. In this overview, the many formats, including the electronic format in which many documents are now available, will also be noted. This electronic format has caused many problems to arise because of the lack of a federal information policy that is clearly defined.  相似文献

Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

The United States Federal Depository Library Program (FDLP) is a government mandated program that distributes government information to the populace through designated “depository” libraries. From the 1970s until today, due to advancing technology, government documents librarianship has undergone several transformative changes. Beginning with distribution of government information on microfilm through the appearance of electronic information in the 1980s exponentially increased the amount of information available to users, information that often came with a large learning curve to use. The proliferation of government information transformed government documents librarianship from a self-contained, stand-alone, bibliographically focused entity to a more forward-facing, user-centric focus.The depository community is largely led by academic institutions, which account for 72% of depositories. They have lobbied the FDLP for increased access, better training, improvements in delivery, and assurances that electronic information would be found, captured, and preserved. In addition, their efforts have ensured digitization of the historic print depository collection is largely complete. However, until federal statutory legislation changes, significant amounts of born-digital government information is being lost to time.  相似文献

Prior investigations have indicated that government documents are a relatively underutilized resource by most librarians. Almost invariably, these studies have been of academic libraries and librarians. It is highly probable that scholars use documents unobtrusively and may be overlooked in many surveys, but it must be assumed that they are assisted in their use by knowledgeable documents librarians. A survey of documents use by public reference librarians serving 25 geographically dispersed population centers revealed that there was substantial awareness and use of U.S. government documents. Respondents indicated that they believed accredited programs in library education should provide reference librarians with the backgrounds necessary to assist with reference questions which concern current, but historical issues. Privatization or the commercialization of federal information sources is discussed as the possible consequence of the lack of knowledge and use of documents which can be used for reference purposes, as opposed to those which provide technical information. A Current Issues Seminar for programs of library education is proposed. Using current issues of the day as examples, the content of a typical seminar is reviewed.  相似文献

The academic libraries in Alabama have been hampered in their ability to provide government information to researchers by the lack of a functioning state depository system. Digital publishing can make timely distribution and widespread accessibility of state government information possible if these online documents can be captured and archived before they are removed from agency Web sites. This article discusses the results of a survey designed to assess the current state of electronic access to government information from both the specialist and the user viewpoint. The first survey, designed to determine the government documents staffs' level of commitment to and opinions of electronic access to government information, was distributed in electronic format to subscribers of GOVDOC-L, a listserv for specialists dealing with government documents. The second survey, designed to provide insight into the user's point of view, was conducted at the University of Illinois Documents Library. This article synthesizes earlier studies and articles on the topic to show that while the consensus is that electronic access represents a positive, beneficial move toward providing access to government information to a wider audience, there is also an acknowledgment that there are many inherent problems that have not been addressed adequately.  相似文献

This paper establishes trends in the duties of government documents librarians through analysis of job advertisements and provides insights into the current delivery of government information in an academic setting. The authors reviewed 75 job advertisements posted between 2010 and 2016 and categorized types of duties found within each advertisement. The public service responsibilities of reference and information literacy appeared in over 80% of advertisements. The data revealed that depository operations have migrated to a function of the reference department, with most academic libraries considering government documents librarianship primarily as a public service rather than a technical service.  相似文献

Modeled after two earlier articles concerning research published through 1989 on the use of government documents, this review of literature brings the coverage up-to-date. Concerning itself only with those studies concentrating on the use and users of government-produced information, this review found nine studies within a seven-year time period. Some parallels are drawn as far as the current status of knowledge in the field of government documents use, but limitations are pointed out as well in what is seemingly becoming an abandoned form of research in government documents librarianship. This article examines the written comments of proxies participating in an unobtrusive nationwide study of government documents reference service in Canada. Proxies submitted overviews about the quality of reference service they received. On the whole, proxies were disappointed in how they were treated by depository library staff. For example, reference personnel were criticized for providing numerous unmonitored referrals, telling users that the questions were too difficult, and for not being sufficiently knowledgeable about government documents. Some aspects of reference service, such as use of multiple sources and collaboration among staff, received positive comments. Proxies also made a number of salient recommendations for improving government documents reference service in Canada. If depository libraries are to survive as vital links in the transmission of government information to the public, the knowledge level and service ethic of staff needs significant improvement.  相似文献

The quality of reference assistance for library users seeking information from government publications has recently been called into question. Concurrently, advances in electronic technology offer means to substantially improve access to government information. Colorado State University Libraries has several computer systems available to access its documents collection, which is separately shelved. These systems include RLIN, CARL, NOTIS, and a number of CD-ROM products. Use of each system is examined, and examples of reference inquiries are given. In general, practice at Colorado State indicates that availability of electronic systems does not improve access to government publications and enables reference staff to successfully negotiate documents queries. Fragmentation and privatization of government files, however, threaten to undo the gains thus achieved.  相似文献
