ABSTRACT

Adult education is a key component of worldwide collaborative efforts to achieve social justice aims, such as the UN’s Sustainable Development Goals. Such collaborative efforts require the involvement of all sectors, including non-governmental organisations (NGOs). In particular, given the prevalence of globalising and neoliberal influences on development, NGOs providing adult education programmes must navigate complex political and financial hurdles in addition to cultural differences. To evolve our understanding of the role NGOs and their efforts play in international development education, this systematic literature review investigates adult education programmes of NGOs operating in Non-Western contexts. Findings indicate programmes require stakeholder commitment to social justice, concerted efforts to adapt to social and economic contexts, and intentional cultivation of local and international partnerships. While findings align with a general understanding of effective practices within different cultural contexts, this synthesis of empirical work provides a foundation for deeper understanding of how to implement such culturally relevant practices and improve the path forward for NGO adult education programmes and partnerships.  相似文献

Globalisation, transnational policies and adult education – This paper examines policy documents produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the European Union (EU) in the field of adult education and learning. Both these entities address adult education as an explicit object of policy. This paper investigates how globalisation processes are constructed as policy problems when these transnational political agents propose adult education as a response. The author’s main argument is that while UNESCO presents the provision of adult education as a means for governments worldwide to overcome disadvantages experienced by their own citizenry, the EU institutionalises learning experiences as a means for governments to sustain regional economic growth and political expansion. After reviewing the literature on globalisation to elucidate the theories that inform current understanding of contemporary economic, political, cultural and ecological changes as political problems, she presents the conceptual and methodological framework of her analysis. The author then examines the active role played by UNESCO and the EU in promoting adult education as a policy objective at transnational level, and unpacks the specific problem “representations” that are substantiated by these organisations. She argues that UNESCO and EU processes assign specific values and meanings to globalisation, and that these reflect a limited understanding of the complexity of globalisation. Finally, she considers two of the effects produced by these problem representations.  相似文献

政治、经济和文化领域各有其轴心原则,映射在教育之上就会产生不同的教育诉求:政治领域的轴心原则是平等,其教育诉求为实现教育公平;经济领域的轴心原则是效率,其教育诉求为提高教育质量;文化领域的轴心原则是自我实现,其教育诉求为学生自由发展。不同的教育诉求互相角力,导致教育改革矛盾重重。由于文化被赋予变革的先导功能,因此可以从文化领域入手,将其作为推进当前我国教育改革的着力点,这有助于教育回归人本,实现每一个学生自由全面发展,进而促使教育公平、教育质量和教育自由相辅相成、互动共生。  相似文献

Confronted with the rapid development of higher education in this century but particularly over the last twenty years, the author identifies a number of factors influencing this development and estimates their relative importance. The factors which he lists includes economic and technological factors, demographic factors, geographical factors, historical and political factors, and cultural and ‐ religious factors. The interplay of these factors over time and space leads to the diversification of higher education which in turn raises the major question of how diversification is to be regulated. This major question then leads to more specific questions related to the funding of higher education, the development of such forms as adult and continuing education, the guarantee of equal opportunity, the mobility of students and teachers, the link between higher education and employment, and the ways in which higher education can influence actors in the political arena to act in its favour.  相似文献

Although there is a considerable body of research regarding the relationships between the sociopolitical and economic transition and its implications for the education system in South Korea, there is little known about how sociopolitical and economic factors affect labor education practice in South Korea. The premise of the study is that the development of labor education is driven not only by workers’ needs but also by the state's policy to increase productivity while keeping the labor movement and political expression under control. Since many educators often overlook the importance of labor education by excluding it from adult education, very few studies have been conducted to identify the relationship between sociopolitical and economic factors and labor education in South Korea. The purpose of the study is thus to examine the effect of particular combinations of social, political, and economic forces on the development and expansion of labor education in South Korea during the period between the 1960s and the 1990s. The results of the study can be compared with studies of other countries that underwent a similar pattern of political and economic transformation.  相似文献

The focus of this article is the development of adult education. As Kjell Rubenson maintains, adult education has gone through three eras of development: the humanistic, the strong economic period and a softer version of the economic period. Based on this model, we examine whether the development of adult education has similarities across countries and time. The development of adult education is analysed in relation to political and social development in two countries and one region: Portugal, Norway and the region of Andalusia in Spain. We discuss similarities, differences, important aspects and concepts to pinpoint some key factors that have strong influence on the development of adult education in the region and the two countries.  相似文献
